INTRODUCTION.

ThisProjectExecutionPlanprescribestheschemetheContractorproposestoemployforexecutingtheWork.Namely,itoutlinestheorganization,andtheprinciples,location,andmannerofperformingtheWorkandgivingdetailedprocedures.

DefinitionsAndInterpretations.

InthisProjectExecutionPlanthefollowingwordsandphrasesshallhavethemeaningsasfollows

“Company”shallbeinterpretedasVopakShanghaiLogisticsCo.,Ltd.

VopakShanghaiLogisticsCo.,LtdintendstorealizeaproductlogisticsterminalatShanghaiCaojingChemicalPark.

Theterminalwillbecompletedwithtanker,coasterbargeberthingandloadingfacilitiesandwillbeusedforstorageanddistributionofliquidchemicalproductsforthelocaland exportmarket.Eachproductwillhavetheoptionsofbeingtransportedinandouteitherbyship,coasterbarge,truck,railcarordrums.

Theterminalwillbebuiltinphasesoveraperiodtobedecidedbymarketdevelopment.Thisdescriptiononlycoversthefacilitiesasrequiredfortheinitialphase.Theterminallayoutsaswellasthelocationforberthingplacesarearrangedinsuchawaythatsmalladaptationscanbemadetosatisfyalternativerequirementsandfutureextensionscanberealizedoptimallyatminimumcost.

Theoffshorefacilitiesareforreceivingproductsfromoceanvesselsandarealsofordischargingproducttosmallervesselsandbargesfordistribution.Theoffshorefacilitiesshallconsistoftwojettieswhichcanbertha5,000DWTto25,000DWTvessels,twojettieswhichcanbertha1,000DWTto12,000DWTvesselandtwojettieswhichcanbertha1,000DWTto5,000DWTvesselsberthingsimultaneously.

Theonshorefacilitiesconsistofproductstoragefacilities,chemicalspumpingfacilities,drummingandwarehousingfacilities,truckandrailloadingfacilitiesfordedicatedclients.

Theutilityfacilitiesshallconsistofpotablewatersystem,plantairsystem,instrumentairsystem,nitrogensystem,firefightingsystem,wastewatertreatmentandslopsystem,andoffgastreatmentsystemforhazardouschemicalsshallbeprovidedfortheonshoreandoffshorefacilities.Airconditioningandventilationshallbeprovidedforthebuildings.Refrigerationsystemshallbeprovidedforrefrigeratedwarehousesandcontrolledtemperaturewarehouse.

Theterminalshallhaveamainofficebuildingattachedwiththecentralcontrolroom,aworkshop,afoamtruckbuilding,anintegrateddrummingandwarehousebuilding,truckloadingsheds,aircompressorshed,mainsubstationandguardhouse.

VopakShanghaiLogisticsCoLtd.(hereinaftercalledEmployer)shallbethemanagingcompanyandprovidetheknow-howandtechnologyfortheoperationoftheterminal.

Thescopeofworkshallincludeengagingalocaldesigninstituteforallgovernmentauthorityapprovalandliaisonwithgovernmentauthority,detailedengineering,procurementofallequipmentandmaterialandfieldinstallationanderectionaspercontractdocumentrequirement.

Implementation.

Inordertoimplementtheaboveprinciples,theContractorplanstoexecutetheWorkby:

OrganizingaProjectTeamforthesolepurposeofexecutingtheWork.Asufficientnumberoffullyqualifiedpersonnel,especiallythosewithexperienceinterminalprojects,shallbeassigned.

AbsorbingandfullyunderstandingthespecificationsandrequirementsoftheOwnerandtakingadvantageoftheContractor’sfamiliaritywiththecodesandstandardstobeappliedtothisProject.

Makingeffectiveuseoftheinformationtechnologyformaintainingthescheduleandqualityofwork.

ProjectCommittee.

Projectcommitteeistheimplementation’schampions.TheirsupportsareessentialtothesuccessfortheWorks.Membersmeetregularly(monthlyforfirstthreemonth)todiscussimportantissues,reviewprogress,providesolutionsandmakekeydecisions.

ThecommitteemembersarecomposedprimarilyoftopmanagementoftheConsortium.

ProjectManager.

ProjectManagershallbeassignedfromamongstaffpersonnelwithabundantexperienceinmanagementofProject.Heshall:

ProjectManagerwillbeauthorizedandresponsibleforalltheprojectactivitiesagainsttherequirementsoftheEmployerwiththeassistanceandsupportoftheprojectstaffsconsistingofProjectCoordinator,ProjectEngineer,PlanningEngineerandProcurement/Engineering/ConstructionTeam..

a)ConstructionAdvisorshalloverviewtheconstructionstatusandhighlight/adviseonSafety,QualityandDeliveryaspectswhiletheconstructionmanagerandteamwillcarryoutconstructionexecutionundertheguidanceofSiteManager.

b) ConstructionManagerandteamwillcarryoutconstructionexecutionunderguidanceofSiteManager.ConstructionAdvisorwilloverviewtheconstructionstatusandhighlight/adviseonSafety,QualityandDeliveryaspects.

TheconstructionadvisorwillcoordinatewithEmployerandSupervisingCompanyforbetterachievementofoverallproject.

ConstructionAdvisorwillhaveregularmeetingwiththeconstructionteamtoresolveanyissuesthatmighthavecausedhinderingoftheconstructionprogress.

ConstructionAdvisorshallcoverthedutiesofprojectmanagerduringhisabsence.

Heshallalsobeattendingtheweeklymeetingonbehalfoftheprojectmanager,whowillattendonlyifnecessary.
