3.0ExecutiveSummary

AttheinvitationoftheInternationalOlympicCommittee(IOC),WADAappointedanIOTeamtoattendtheOlympicWinterGamesBeijing2022(theBeijingGames).TheGamesperiodfordopingcontrolranfrom27January2022tothefinaldayofcompetitionon20February2022.WhileasmallnumberofIOTeammemberswereon-sitefromthestartoftheGamesperiod,activeobservationsofthedopingcontrolprocedurescommencedon3February2022whilelaboratorymonitoringbeganon27January2022.Duringthattime,inadditiontobeingpresentatthelaboratoryonalmostadailybasis,theIOTeamvisitedall12competitionvenuesaswellasthedopingcontrolstationslocatedatthethreeOlympicVillagesandobservedoneresultsmanagementhearingprocess.

3.1TheKeyPlayersandtheGamePlan

TheIOCisthegoverningbodyoftheOlympicGamesand,asasignatorytotheWordAnti-DopingCode(theCode),adoptedtheRulesthatwereinforceduringtheBeijingGames.WhiletheIOC,asthesignatorytotheCode,remainedresponsiblefromaCodecomplianceperspectiveforallaspectsofdopingcontrolconductedattheGames,theIOChadagreedtodelegatethemanagementofitsanti-dopingprogramtotheITA.InBeijing,theITAhadoverallresponsibilityforthedevelopment,implementation,andmanagementoftheanti-dopingprogram.Inturn,theITA,aswaspermittedintheIOCAnti-DopingRules(ADR),sub-delegatedsomeaspectsofdopingcontroltotheBeijingOrganizingCommitteeforthe2022OlympicandParalympicWinterGames(Beijing2022).Beijing2022wastaskedwithorganizinganddeliveringonseveraloperationalaspectsofthedopingcontrolprogram,suchastherecruitmentandtrainingofsamplecollectionpersonnel,thesamplecollectionprocedures,aswellasthetransportofsamplescollectedduringtheGamesperiodtotheWADA-accreditedlaboratory,theNationalAnti-DopingLaboratory,BeijingSportsUniversity(theBeijingLaboratoryorLaboratory).

Whenreportingontheoperationalapproachimplementedatmajorevents,previousIOreportshaveoftenraisedconcernsrelatedtothelackofindependencewhensportingorganizationsareresponsibleforthedevelopmentandimplementationofanti-dopingprograms,aswellasthelackofclaritywhendifferentorganizationsareinvolvedinthedeliveryofanti-dopingprogramsatmajorgames.NoneoftheseconcernsareraisedinrelationtotheseGames.Onthecontrary,whattheIOTeamobservedwasateamofexperiencedindividualsfromtheIOC,theITAandBeijing2022,whocametogetherandcollectivelydevelopedanddeliveredanimpressiveanti-dopingprogram.

3.2ChallengingTimes

LikemostOlympicGames,theBeijingGamespresentedsomeuniquechallenges.TheCOVID-19pandemicandtherestrictionsimplementedtomitigateitsimpactcreatedanunusuallydemandingenvironmentfortheBeijing2022anti-dopingteamandtheBeijingLaboratorytopreparefor,andoperate,duringtheGames.ThetestingprogramandtheLaboratoryoperatedwithinastrict“ClosedLoop”,whichmeantthatmovementswereextremelylimitedandthatanyanti-dopingstafforvolunteersfromChinahadtoarriveapproximatelyoneweekbeforetheopeningofthevillages(i.e.,enterthe“ClosedLoop”)andhadtoquarantineforapproximately21daysoncetheirworkwascompletedattheendoftheGames.Fortheseindividuals,itmeantbeingawayfromhome,theirfamiliesandlovedonesformorethan50days.Withoutthecommitmentanddedicationofalltheseindividuals,theanti-dopingprogram,andtheGamesingeneral,wouldnothavebeenpossible.TheIOTeamcannotexpressitsgratitudeenoughtoallofthem.

Inadditiontothe“ClosedLoop”system,thestrictsanitaryconditionsalsochallengedeveryaspectofthedopingcontrolandLaboratoryoperations.Beijing2022,samplecollectionpersonnelandLaboratorystaffhadtocontendwithnumerousCOVID-19countermeasures(e.g.,sanitizationprocedures,personalprotectiveequipment,etc.)aswellasrestrictionswhendevelopingandimplementingcertainprocedures,suchassampletransport.TheIOTeamhighlightsthesecircumstances,theextentofwhichareoutlinedinthePlaybooks

developedfortheBeijingGames,tonotethattheseGamesoperatedwithinauniqueandspecificsetofcircumstancesthatposedchallengesforallinvolvedandlimitedsomeoftheIOTeam’sobservations.Despiteallthis,wearethankfulthatthesemeasureswereinplace,whichensuredthatparticipantsandthepeopleofChinastayedsafeandhealthyduringtheGames.

Anotherchallengeencounteredwasthecaseofafigureskatingathleteembroiledinadopingcontroversy.WhilethisstorygarneredasignificantamountofattentionduringtheBeijingGames,thesampleatthecenterofthecontroversywasnotcollectedduringtheGames,norwasitasamplethatwaspartoftheBeijingGamesanti-dopingprogram.Assuch,itwasnotcollectedundertheauthorityoftheIOC,norwasitanalyzedattheBeijingLaboratory.Rather,thissamplewascollectedseveralweeksbeforethestartoftheGamesunderthetestingauthorityoftheathlete’sNationalAnti-DopingOrganizationandforseveralreasons,theresultshadnotbeenreportedbeforetheBeijingGamesstarted.TheIOTeammentionsthisunfortunatecircumstancetoclarifythatwhilesomeresultsmanagementprocedurestookplaceduringtheperiodoftheGamesandwhiletheIOTeamwaskeptinformed,theseprocedureswereoutsidethescopeoftheIOTeam’smandateandobservationsundertheapplicablerulesinplacefortheBeijingGames.

3.3EducationFirstandIntelligence-LedAnti-DopingProgram

TheIOTeamisoftheviewthattheIOC,theITAandBeijing2022developedanddeliveredseveralexcellentinitiativestoprotecteveryathlete’srighttocompeteonalevelplayingfieldandtopreservetheintegrityoftheGames.

InitsInternationalStandardforEducation(ISE),WADAhighlightsthatanathlete’sfirstexperiencewith

anti-dopingshouldbethrougheducationratherthanthroughthedopingcontrolprocess.TheITAandtheIOCtookthisprincipletoheart.SeveralinitiativesweredevelopedandimplementedaheadoftheGamesaswellasduringtheGamestoensurethateveryonewaswellinformed.WhileseveraleducationalinitiativeswereimplementedaheadoftheGames,thelevelofeducationdisplayedbyathletesandathletesupportpersonnelwasnodoubtalsoaresultoftheeducationprogramsimplementedbythesevenwinterInternationalFederations(IFs)andNationalAnti-DopingOrganizations(NADOs)ofthe91nationsthatcompeted.

FromaTherapeuticUseExemptions(TUEs)perspective,thefocusonensuringtheeaseoftheprocessforathletesandtheirphysiciansaswellastheavailabilityofinformationregardingthisaspect,wasseen

asanexampleforfutureGamestofollow.ItwasalsoclearthattheITAandtheIOChadreflectedontheirexperiencefrompreviousGamesandhadadjustedtheiroperationsbasedonthoselearningsandthespecificrequirementsofaWinterGames.

Intheareaofintelligenceandinvestigations,theIOTeamwouldliketocommendtheITAfortheresourcesinvestedandforfosteringtheexchangeandreceiptofinformationviaseveralinitiatives,such

astheestablishmentofamulti-stakeholder

IntelligenceTaskForce(ITF)

theexchangeofintelligenceonathletes,athletesupportpersonnel,delegations,sports,etc.,thatmayrequirespecificfocusintheleadupto,orduring,theBeijingGames;thesigningofa

collaboration

agreement

withgovernmentalagenciesinChinatofacilitatetheexchangeofinformationconnectedtopotentialdopingintheleadupto,andduring,theBeijingGames;andtheimplementationofseveralchannels,suchastheITA’sconfidentialreportingplatform

‘REVEAL’

anditsinternalcommunicationsystem‘ADCOM’,forthesecuresharingofinformation.Additionalinformationisprovidedinsection8ofthisreport(‘Intelligence’),buttheworkdoneintheareaofintelligenceandinvestigationsshouldserveasanexampleforfutureGames.

Thisintelligence-ledapproachwasalsoevidentinthetestingprogramimplementedfortheGames.TheITAestablishedaPre-GamesExpertGroupaheadoftheBeijingGamesandthisgroupconductedanextensiveriskassessmentwhichledtoover5,000testingrecommendationsissuedtowinterIFsandrelevantNADOs.Therecommendations’implementationrateof80percentcertainlyhighlightedthewinterIFs’andNADOs’jointcommitmenttoensuringthattheirathletesweresubjecttoarobustandintelligenttestingprogramaheadoftheGames.TofurthersupporttheworkofIFsandNADOsintheleaduptotheGames,itshouldbenotedthat,inadditiontoleadingthePre-GamesExpertGroup,theITA,onbehalfoftheIOC,coordinatedtestingon79athletes(representing110samples)between27November2021and26January2022(i.e.,theIOC’sextendedtestingjurisdictionperiodpriortotheGames).ThesetestsfocusedonprospectiveGamesathletesthathadlimitedornotestingconductedonthem.

TheGames-timeTestDistributionPlan(TDP)wasdesignedfollowingathoroughandwell-consideredriskassessment,whichwasdevelopedincollaborationwithseveralexternalexperts.Thedecisionsonhowandwhytoallocatetestsbysport,bydiscipline,bycountryandbyathletewereinformedandunderpinnedbyastrongrationale.TheTDPcalledfor2,200teststobeconducted(withanadditional100testsasacontingency).Whatismostimpressive,especiallyfortheBeijingGames,isthatalmost50percentofthosetestswereallocatedtoout-of-competitiontesting,andalmostallofthetestsimplementedduringtheseGames,whetherin-competitionorout-of-competition,weretargettests.Thesetargettestswerepossibledueto:a)theseamlesstransitionbetweentheworkofPre-GamesExpertGroupandtheGames-timegroup;b)theclosecollaborationbetweentheITAandtheseveralAthletePassportManagementUnits(APMUs),whowereprovidingtimelyrecommendations;c)thefeedbackreceivedfromNADOsandIFswhichwerereviewedbytheITA;andd)theabilityoftheITAtoreviewallthisinformationandprovidedailytargetedathleteselections.

3.4InnovationandCommitmenttoImprovement

TheITA’sabilitytoprocessalargeamountofinformationtoimplementahighleveloftargettestsfortheseGameswasbyandlargeduetotheexperienceanddedicationofthestaffon-sitebutalsoduetothetechnologicaltoolsimplemented.ToensurethatinformationwassharedinasecureandconfidentialmannerandtocontinuetooptimizetheITA’soperations,severalinnovativetechnologicaltoolswereutilizedduringtheBeijingGames,mostofwhichtheITAdevelopedandothers,likethepaperlesssystem,madepossiblewithitspartnershipwithProfessionalWorldwideControlsGmbH(PWC).Thelevelofinterconnectednessbetweenthedifferentsystemswasimpressive,asweretheimprovementsimplementedbetweentheTokyoandBeijingGames.TheIOTeamcommendstheITAfortheinvestmentmadeinthesetoolsanditscommitmenttocontinualimprovement,whichmeantthatinformationwassharedsafelyandsecurelycontributingtoextremelyefficientoperations.

Forthefirsttime,DriedBloodSpot(DBS)sampleswerecollectedascapillarybloodviafinger-prick.ThecollectionofDBSsampleswasincludedaspartoftheTDPfortheGames,samplecollectionpersonnel

weretrainedonthesamplecollectionproceduresandtheanalysiswasappliedasaroutinemethodattheGamesfortheanalysisoftestosteroneestersinblood,whichgivesunequivocalproofoftheadministrationofexogenoustestosterone.TheimplementationofDBStestingduringtheGameswastheresultofasuccessfulcollaborationbetweentheIOC,ITA,CHINADA,Beijing2022,theBeijingLaboratoryandWADA,withthesupportofthe

DBSSteeringCommittee.

Thistesthasthepotentialtobecomeanincreasinglyimportanttoolinthefightagainstdopingand,assuch,itsexpandedimplementationinfutureGamesaswellasinroutinetestingprogramsisencouraged.

3.5SampleCollectionTeamandSampleCollectionProcedures

Thesuccessofanyoperationcannotrelysolelyontechnology.Thepeopleoftenmakeitorbreakit.The

dopingcontrolteaminplaceattheBeijing2022Gameswasexcellent,andtheIOTeamwasimpressedbytherecruitmentandtrainingplandevelopedandimplementedbyBeijing2022,withthesupportoftheITAandPWC.WhilepreviousIOreportshaveraisedseveralconcernsintheareaofsamplecollectionpersonnel,noneareraisedhere,whichisnosmallfeatandatestamenttoallinvolved.

GiventhatpreviousIOreportshavenoted,onseveraloccasions,howtheimportanceoftheChaperone’s

roleisoftenunderestimated,andthatlanguageskillsinparticulararesomewhatoverlooked,theIOTeamwouldliketocommendBeijing2022fortheemphasisplacedoncommunicationsskills.Inparticular,wewouldliketohighlighteveryone’sproficiencyinEnglish,inparticulartheChaperones,whichwasmadepossibleduetoapartnershipwithseveralChineseuniversities.

RegardingtheDopingControlStations(DCSs),whiletheIOTeamnotedthattheywereappropriately

staffed,verywellmanagedandthatmostwerefitforpurpose,somecouldhavebenefitedfromlargerwaitingroomsandadditionalprocessingroomsasoutlinedlaterinthisreport.

Overall,andinlargepartduetothesamplecollectionpersonnelrecruitedandtrainedbyBeijing2022,

thesamplecollectionprocessimplementedduringtheGameswasexcellent.AnyminorissuesthatwereidentifiedbytheIOTeamandraisedduringdailymeetingswiththeIOC,ITAandBeijing2022werepromptlyaddressedandcorrected.TheIOTeamisoftheviewthaturine,blood,andDBSsamplecollectionprocedureswereimplementedinaccordancewiththeInternationalStandardforTestingandInvestigations(ISTI).

3.6LaboratoryOperations

LaboratoryoperationswereconductedinaccordancewiththeInternationalStandardforLaboratories

(ISL),bytheBeijingLaboratory,locatedinBeijing.TheLaboratoryoperated24hoursaday,7daysaweek,toanalyzeathletesamplesandsafeguardtheintegrityoftheGames.

DespitetheCOVID-19pandemicchallengesfaced,fromthePre-Gamespreparationstagestotheend

ofGamestesting,theBeijingLaboratorymadeanoutstandingefforttoensureitwasproperlyequippedandstaffedtoanalyzeallsamplesinatimelymanner.NationalvolunteersfromlocaluniversitiesandinternationalexpertsfromotherWADA-accreditedlaboratorieswererecruitedandtrainedtoincreasethelaboratorycapabilitiesfortherigorsoftheOlympicGamestestingregiment.

WADAconductedthreelaboratoryassessments,includingoneremoteandtwoon-site,intheleadupto

3.7ResultsManagement

TheITAhandledresultsmanagementforpotentialAnti-DopingRuleViolations(ADRVs)onbehalfoftheIOCinapromptandefficientmanner.TheprocessimplementedduringtheGameswasguidedbyaclearinternalpolicyandrespectedtherequirementsoftheInternationalStandardforResultsManagement(ISRM).TheITAkepttheIOTeaminformedofallrelevantresultsmanagementmatters.TheCourtofArbitrationforSport’sAnti-DopingDivision(CASADD)wasappointedtohearallpotentialADRVcasesfortheGames.TheprovisionalsuspensioninthecaseofthefigureskatingathletewasheardbytheCourtofArbitrationforSport’s(CAS)AdHocDivision

sincethepositivetestrelatedtoatestconductedoutsideoftheGamesperiod(andnotundertheIOC’sjurisdiction)andwasbasedonanappealfromadecisionbytheRussianAnti-DopingAgency’s(RUSADA)DisciplinaryAnti-DopingCommitteeonherprovisionalsuspension.TheIOTeamisoftheviewthatcaseswerehandledpromptlyandeffectivelyandthatthepartiestoeachcasewereprovidedwithreasonabledeadlinestomakesubmissionsandwiththeopportunitytobeheardpromptly.

Inconclusion,whiletheIOreportofferssomerecommendationsthroughoutforconsiderationbydifferent

stakeholdersandforfutureeditionsoftheGames,theIOTeamwasimpressedbytheanti-dopingprogramimplementedfortheBeijingGamesandcongratulatestheIOC,theITA,Beijing2022,theBeijingLaboratory,theCASandallotherstakeholderswhocontributedtothesuccessoftheanti-dopingprogramandtoprotectingtheintegrityoftheGames.

AttheinvitationoftheIOC,WADAappointedanIOTeamtoattendtheBeijingGames.

Originallylaunchedatthe2000OlympicGamesinSydney,theIOprogramwasestablishedtoenhanceathleteandpublicconfidenceatmajorsportingeventsbymonitoringandreportingonallphasesofthedopingcontrolandresultsmanagementprocessesinanobjectivemanner.Overtime,theIOprogramhasevolvedtomeettheneedsanddemandsoforganizationsresponsiblefordeliveringmajorevents.ForthiseditionoftheGames,anaudit-styleapproachwasadopted.TheIOTeam,throughitsobservations,assessedwhetherproced
