1GeneralProvisions

1.0.1Thisspecificationisformulatedwithaviewtostandardizingtheprinciples,workcontentand

depth,andtechnicalrequirementsforpreparingpre-feasibilitystudyreportsforphotovoltaic(PV)power

projects.

1.0.2Thisspecificationisapplicabletothepreparationofpre-feasibilitystudyreportsforPVpower

projectstobeconstructed,renovated,orextended.

1.0.3Inadditiontothisspecification,thepreparationofpre-feasibilitystudyreportsforPVpower

projectsshallalsocomplywiththecurrentrelevantstandardsofChina.

2BasicRequirements

2.0.1Thepre-feasibilitystudyreportforaPVpowerprojectshallbepreparedbasedontheplanning

andotherearlystudyresultsofthesolarenergyresourcesdistributionandtheconstraintsaffectingthe

projectdevelopment.Thereportshallproposemaintechnicalschemes,makeacostestimationandinitial

financialbenefitevaluation,andpreliminarilyputforwardtheconclusionsandrecommendationsonthe

projectdevelopment.

2.0.2Thepreparationofthepre-feasibilitystudyreportshallobservetheprinciplesofsafety,reliability,

technicalfeasibility,practicalityandcost-effectiveness.Newmaterials,processes,equipmentand

technologiesshallbeanalyzedfortheirfeasibilityandbeencouragedtouseintheproject.

2.0.3Thecontentsofapre-feasibilitystudyreportshouldbeinaccordancewithAppendixAofthis

specification.

3.0.1ForaproposedPVpowerproject,thedevelopmentandconstructionconditionsoftheprojectshall

beinvestigated.

strongwind,inrecent10consecutiveyearsandmore.

7)Monthlysolarradiationofeachyearinrecent10consecutiveyearsandmore,andthesolar

radiationdataofatleastonecompleteyearthatismeasuredoverthesameperiodwiththe

onsiteobservation.

10Sunlightobservationdataoftheprojectsite.

11Thereanalysisdataofsolarradiationintheprojectsiteareashallbecollectedwhennoonsite

solarobservationdataisavailable.

12Thescaleofthetopographicmapofsiteareashallnotbelessthan1:50000.

13InthecasethatthePVprojectistobeintegratedwiththeroofofabuilding,thedrawingsof

thebuildingandthelayoutdrawingsofsurroundingbuildingsshallbecollected.

3.0.4Theonsitesolarobservationdatashouldbecollectedforatleastoneyearataconsecutiveseries

ofeveryfiveminutes,andtheobservationitemshallincludetotalsolarradiation,directradiation,diffuse

radiation,andairtemperature.

4.0.1Thegeographicallocation,developmentpurposeandscale,localsolarenergyresources,general

designscheme,gridconnectionmode,maintechnicalandeconomicindicators,andcomprehensive

benefits,etc.ofthePVpowerprojectshallbedescribedbriefly.

4.0.2Thegeographicallocationoftheprojectsiteshallbesketched.

5ProjectPurposeandScale

5.1ProjectNecessity

ThenecessityfortheconstructionofaPVpowerprojectshallbeanalyzedanddemonstratedfromthe

pointofnationalstrategyforsustainabledevelopment,withconsiderationofthefactorssuchasnational

policiesonrenewableenergysources,regionalenergystructure,powerstructureoptimization,statusand

planningofpowersystem,andenvironmentalprotectionoftheregion.

5.2ProjectPurpose

5.2.1Theactualeconomicconditionanddevelopmentplanaswellasthestatusofelectricpower

systemanditsdevelopmentplanintheprojectareashallbedescribed.

5.2.2Theprojectpurposeshallbeproposedbasedonthesupplyanddemandofenergyresourcesas

wellasthesocialandeconomicdevelopmentoftheprojectarea.

5.3ProjectScale

5.3.1Theprojectscaleshallbeproposedbasedontheenergyresourcesandthestatusofelectricpower

systemanditsdevelopmentplanintheprojectarea,theeffectandrequirementsoftheprojectonthe

powersystem,andtheconditionsfortheprojectdevelopment.

5.3.2Apreliminaryanalysisshallbemadeforthepowerconsumptionmarketoftheproject.

6SolarEnergyResources

6.1OverviewofRegionalSolarEnergyResources

Thegeographicalconditions,climatecharacteristics,andsolarenergyresourcesintheprojectareashall

bedescribed,andadistributiondiagramofthesolarenergyresourcesintheprovince,autonomousregion,

ormunicipalitywheretheprojectislocatedshallbeprepared.

6.2PreliminaryAnalysisofSolarEnergyResources

6.2.1Thesourcesofthesolarradiationdatashallbeexplainedandtherationalityoftheemployeddata

sourcesshallbeanalyzedandproven.

6.2.2Theinter-annualandintra-annualvariationoflocalglobalsolarradiationforyearsshallbe

analyzedbasedontheemployedsolarradiationdata,soastoconcludetheinter-annualandintra-annual

variationpatternandcharacteristicsofglobalsolarradiationbyyears.

6.2.3Theaverageannualglobalsolarradiationandmonthlyaverageglobalsolarradiationshallbe

calculatedbasedontheemployedsolarradiationdata,andadiagramshowingtheinter-annualand

intra-annualvariationsofglobalsolarradiationforyearsintheprojectareashallbeprovided.

6.3PreliminaryAssessmentofSolarEnergyResources

Basedonthecalculatedaverageannualglobalsolarradiationandmonthlyaverageglobalsolarradiation,

apreliminaryassessmentofsolarenergyrecoursesshallbemadeforthesiteareainaccordancewiththe

currentnationalstandardsGB/T31155,ClassificationofSolarEnergyResources–GlobalRadiation,in

whichtheannualglobalsolarradiationanditsstabilityshallbeclassifiedandevaluated.

7SiteSelection

7.0.1Thesiteselectionshallcomplywiththecurrentnationalandlocalpolicies,andcoordinatewith

thedevelopmentplanningconcerned.

7.0.2Theprojectsiteshallbedeterminedtentativelyaccordingtothesiteconditions,distribution

characteristicsofsolarenergyresources,gridconnectionandtransportationconditions,withdue

considerationofnaturalresourcesutilization,ecologicalenvironmentalprotection,soilandwater

conservation,floodcontrol,preservationofculturalrelics,militaryuse,underlyingminerals,andsocial

stability,etc.

7.0.3Thefloorareaandconstructionscaleoftheprojectsiteshallbeproposed,andthemain

developmentadvantagesandpotentialproblemsshallbeassessedpreliminarily.

7.0.4Theconclusionaboutsiteselectionshallbeproposed,thesitepropertyshallbestated,the

coordinatesofinflectionpointsofthesiteshallbedeterminedtentatively,andthearealmapoftheproject

siteshallbeplotted.

8PhotovoltaicPowerGenerationSystemsDesign

8.1SelectionofPVModule

8.1.1ThedevelopmentstatusofPVmodulesshallbedescribedbriefly.

8.1.2ThetypesandmaintechnicalparametersofthePVmodulesshallbeproposedthrougha

techno-economiccomparisonbasedontheoverallconsiderationofthecharacteristicsofsolarenergy

resources,incidentphoton-to-electronconversionefficiency(IPCE),technicalprogressivenessand

maturity,marketprices,operationreliabilityandmode,naturalenvironmentoftheproject,etc.

8.1.3ThemaintechnicalparametersofthePVmodulesshallbetabulated.

8.2SelectionofPVArrayOperationMode

8.2.1ApreliminaryanalysisandcomparisonshallbemadefordifferentPVarrayoperationmodes,

includingtheoperationwithfixedmountingstructures,operationwithfixedadjustablemounting

structures,operationwithsingle-axistrackingsystem,andoperationwithdouble-axistrackingsystem,

fromtheaspectsofgeneratingefficiency,operationreliability,costestimate,andmaintenancecost,based

onwhichanoperationmodeshallberecommended.

8.2.2ForthePVarraysapplyingthefixedmountingstructures,themonthlysolarradiationonthetilted

surfaceswithdifferenttiltanglesshallbecalculatedbasedontheaverageannualsolarradiationand

monthlyaveragesolarradiation,theyear-roundenergyoutputunderdifferenttiltanglesshallbeproposed,

andthetiltanglesforinstallationshallbesuggestedbyconsideringtheconstructionconditionsand

practicalmodesoftheproject.ForthePVarraysapplyingtrackingsystemthetiltanglesforinstallation

shallbecalculatedanddeterminedbasedontheoperationmodeofthetrackingsystemandthe

characteristicsofsolarradiation.

8.3SelectionofInverter

8.3.1Thedevelopmentstatusandtheperformancecharacteristicsofinvertersshallbedescribedbriefly.

8.3.2Thetypesandmaintechnicalparametersoftheinvertersshallbeproposedbasedonthe

preliminaryanalysisofthefactorssuchasthesiteconstructionconditions,projectoperationand

maintenanceinlaterstage.

8.3.3Themaintechnicalparametersoftheinvertersshallbetabulated.

8.4LayoutofPVArray

8.4.1TheconnectionmodeofPVmodules(inseriesorparallel)shallbedesignedandthedesign

schemeofPVmodulesstringshallbeproposedbasedontheinitialselectionofPVmodulesand

inverters.

8.4.2ThelinespacingofPVarraysshallbecalculatedbasedonthePVarrayoperationmodeandthe

siteconditions.

8.4.3ThelayoutschemeofPVarraysshallbedeterminedtentatively.

8.4.4InthecaseofahybriddevelopmentcombiningthePVpowerprojectwithsuchindustriesas

agricultureorfishery,therequirementsoftheindustriesforsunlightshallbetakenintoaccount.

8.5EstimationofAnnualOn-GridEnergy

8.5.1ThetheoreticalannualpoweroutputofaPVpowerprojectshallbeestimatedaccordingtothe

installedcapacity,globalsolarradiation,andtheoperationmodeofPVarrays.

8.5.2TheoverallefficiencyofthePVpowergenerationsystemshallbeproposedaccordingtothe

amountofsolarradiationthatcannotbeutilized,thetemperatureeffect,theinfluenceofdustandsnow

accumulatedonPVmodulesurfaces,theinfluenceofcompatibilityofPVmodules,andthepowerlosses

oflines,invertersandtransformers,etc.

8.5.3TheannualattenuationrateofthePVpowergenerationsystemduringoperationperiodshallbe

proposedaccordingtotheperformancecharacteristicsofthePVmodules.

8.5.4Theannualon-gridenergyduringtheoperationperiod,averageannualon-gridenergy,and

averageutilizationhoursinthefirstyearandforyearsshallbeestimatedaccordingtothetheoretical

annualpoweroutputandtheefficiencyandannualattenuationrateofthePVpowergenerationsystem.

8.5.5Theestimationtableoftheannualon-gridenergyshallbemade,andthehistogramsofthe

monthlyon-gridenergyinthefirstyearofoperationandthemonthlyon-gridenergyduringtheoperation

periodshallbeplotted.

9ElectricalSystems

9.1ElectricalPrimarySystem

9.1.1ThegridconnectionmodeofthePVpowerplant,voltageclassforgridconnection,numberof

outgoinglinecircuits,powertransmissiondistance,transmissioncapacity,andassociatedtransmission

andtransformationworksshallbedescribedaccordingtotheinstalledcapacityofthecurrentstageor

differentdevelopmentstages,andthestatusanddevelopmentplanoftheelectricpowersystem;in

addition,thelocationsofthestep-upsubstationorswitchyardshallbedeterminedtentatively.

9.1.2Themainelectricalwiringschemeshallbedeterminedtentatively.

9.1.3Thesupplyschemeofthestationpowershallbedeterminedtentatively.

9.1.4Thetypesandmaintechnicalparametersofmainelectricalequipment,includingmaintransformer,

powerdistributionequipment,andreactivecompensationdevices,shallbeproposed.

9.1.5Theschemeofcollectionlinesshallbeproposed.

9.1.6Thegenerallayoutschemeforthepowerdistributionequipmentofdifferentvoltageclassesshall

beproposed.

9.1.7Alistofmainequipmentandmaterialsfortheelectricalprimarysystemshallbeprovided,in

addition,thegeographicwiringdiagramofgridconnectionsystemandthemainelectricalwiringdiagram

ofthePVpowerproject,andthelayoutplanoftheelectricalequipmentforthestep-upsubstationor

9.2ElectricalSecondarySystem

9.2.1Thedispatchingmanagementandoperationmodeaswellastheautomationdesignprincipleof

thePVpowerplantshallbedescribed.

9.2.2Theschemesofmonitoring,protection,andcommunicationsforthePVpowergenerationsystem

shallbeproposed.

9.2.3Theschemesofmonitoring,protection,andcommunicationsforthestep-upsubstationor

switchyardshallbeproposed.

9.2.4Alistofmainequipmentandmaterialsfortheelectricalsecondarysystemandcommunication

systemshallbeprovided.

10GeneralLayout

10.0.1ThegenerallayoutschemeofthePVpowerplantshallbeproposedaccordingtothesite

coverage,naturalconditions,terrainandlandform,transportation,etc.ofthePVpowerproject.The

schemeshallinvolvesthestep-upstationorswitchyard,PVarrayzone,roads,andotherprotective

facilities;agenerallayoutplanofthePVpowerprojectshallbeplotted.

10.0.2Alistofmaintechnicalindexesshallbeproposed,includingtheinstalledcapacity,overallfloor

areaoftheproject,floorareaofthePVmodulearrayzone,floorareaofthestep-upstationorswitchyard,

buildingarea,greenarea,andtheareaofroads.

11.1EngineeringGeologyandHydrology

11.1.1Thegeologicalconditionsofthesiteareashallbedescribed,andtheregionalstructuralstability

shallbeevaluated.AccordingtothecurrentnationalstandardGB18306,SeismicGroundMotion

ParametersZonationMapofChina,thegroundmotionparametersandbasicseismicintensityofthe

projectsiteshallbeproposed.

11.1.2Thebasicgeologicalconditionsofthesiteareashallbedescribedbriefly,includingtheterrain

andlandform,stratigraphiclithology,geologicalstructure,adversegeologicalconditionsandgeological

hazards,hydrogeologicalconditions,andphysicalandmechanicalpropertiesandparametersofrock/soil

mass.

11.1.3Theengineeringgeologicalconditionsofthesiteareashallbeassessedpreliminarily,andthe

recommendedvaluesofrock/soilmassphysicalandmechanicalparametersandtheschemeoffoundation

treatmentshallbeproposed.

11.1.4Hydrologicconditionsinthesiteareashallbeintroduced.

11.2CivilWorks

11.2.1Thefunctions,scale,andgradesofvariousbuildings/structuresshallbedescribedaccordingto

thedesignschemeofthePVpowergenerationsystem.

11.2.2ThebracketsandfoundationtypesofthePVmodulesaswellasthestructuresandfoundation

typesofotherbuildings/structuresshallbeproposedaccordingtotheengineeringgeologicalconditions

andtheprojectrank,inaddition,thepreliminaryschemeoffoundationtreatmentshallbeprovidedas

required.InthecaseofahybriddevelopmentcombiningthePVpowerprojectwithsuchindustriesas

12ConstructionPlanning

12.0.1Theconstructionconditions,includingthegeographicallocation,naturalconditions,andsite

accessandtransportconditionsshallbestated.

12.0.2Theconstructiongenerallayoutschemeshallbeproposed,thesourcesofconstructionmaterials,

powersupplyandwatersupplyaswellasthemeansofcommunicationsshallberecommended,the

schemeofsiteaccessandtransportandthelayoutschemeofon-siteaccessroadsshallbedetermined

tentatively,andtheconstructionstandardandlengthoftheon-siteaccessroadsshallbeproposed.

12.0.3Thecurrentnationalandlocalpoliciesconcerninglandutilizationshallbebrieflydescribed,the
