From1997to1999,theenrollmentoffirst-categoryuniversitiesincreasedsteadilyfrom420,000to630,000andthecorresponding(对应的)bluecurvereacheditspeakof700,000in2000.However,since2001,therewasadropinthecurveanditbeginstoleveloff(稳定下来).Therearecertainsimilaritiesbetweenthecurveoffirst-categoryuniversitiesandthatofsecond-categoryuniversities---bothincreasedrapidlyfrom

1997to2000,butthepinkcurverosedrastically,reflectingtheadmissionnumberskyrocketingfrom550,000to1,200,000inthatperiod.However,from2000,theincreaseratesloweddown,andthereistheleastdifferenceinthenumberofenrolleesbetween2004and2005,andthetrendcontinuesthroughoutthecurve.Withtheintroductionofthird-categoryuniversitiesin2003,theyellowcurveshowsasharprisefrom1,050,000in2003to1,400,000in2005,andthistrendislikelytocontinue.Inordertoprovideeducationalopportunitiesformorehighschoolgraduates,authoritiesdecidedtoexpandcollegeenrollment.However,someunexpectedproblemsarose.Asthenumberofenrolleesclimbedrapidly,universitiescouldnotprovideenoughmodations(住宿),educationfacilitiesorqualifiedteachers.Therefore,parents,studentsandteacherscomplainedthatcampusesbecameovercrowdedandtherewasadeclineinteachingquality.From2001,inordertoensurequalityeducation,thenumberofstudentsenrolledbyfirst-categoryuniversitiesdroppedgradually;meanwhile,theincreasingenrollmentrateofsecond-categoryuniversitiesbegantoslowdownandleveloff.In2003,manythird-categoryuniversitieswereestablishedinordertosatisfypeople’sneedsfordiversified(多种多样的)highereducation.
