In1957,theTreatyofRomewassigned,declaringthegoalofcreatingacommonEuropeanmarket.ItwassignedbyFrance,Germany,Italy,Belgium,theNetherlands,andLuxembourg.

Aftermanyfalsestarts,theprocessofcreatingtheEurogotitsrealstartin1989,whentheDelorsReportwaspublishedbyJacquesDelors,presidentoftheEuropeanCommission.Thisimportantreportoutlinedathree-stagetransition(过渡)planthatwouldcreateasingleEuropeancurrency.
