摘要：高职院校作为推动国家经济发展的重要力量，其创新创业发展环境分析具有重要意义。本文以PESTEL模型为理论基础，分析了政治、经济、社会、技术、环境和法律等六个方面对高职院校创新创业发展的影响。其中，政治因素对高职院校创新创业环境影响较小，经济因素是影响高职院校发展的主导因素之一，社会因素对高职院校人才培养和就业方面也具有一定的影响，技术因素则为高职院校的创新创业提供了必要的技术支持，环境因素对高职院校的可持续发展也产生了重要影响，法律因素则限制了高职院校在创新创业方面的自主性和灵活性。在此基础上，提出了高职院校加强教育教学创新、加强创业教育、树立良好的环境保护意识、制定灵活的管理政策等建议，为高职院校创新创业发展提供有力保障。

Abstract:Asanimportantforcetopromotenationaleconomicdevelopment,theanalysisoftheenvironmentforinnovationandentrepreneurshipdevelopmentinhighervocationalcollegesisofgreatsignificance.BasedonthePESTELmodel,thispaperanalyzestheimpactofsixfactors:political,economic,social,technological,environmentalandlegal,ontheinnovationandentrepreneurshipdevelopmentofhighervocationalcolleges.Amongthem,politicalfactorshavearelativelysmallimpactontheinnovationandentrepreneurshipenvironmentofhighervocationalcolleges,whileeconomicfactorsareoneofthemainfactorsthataffecttheirdevelopment.Socialfactorsalsohaveacertaininfluenceontalentcultivationandemployment,whiletechnologicalfactorsprovidenecessarytechnicalsupportforinnovationandentrepreneurship.Environmentalfactorshaveanimportantimpactonthesustainabledevelopmentofhighervocationalcolleges,whilelegalfactorslimittheautonomyandflexibilityofinnovationandentrepreneurshipinhighervocationalcolleges.Onthisbasis,suggestionsareputforward,suchasstrengtheningeducationalinnovation,improvingentrepreneurialeducation,raisingenvironmentalprotectionawareness,andformulatingflexiblemanagementpolicies,toprovidestrongsupportfortheinnovationandentrepreneurshipdevelopmentofhighervocationalcolleges.
