ForewordInordertomeettherequirementsofhighwayconstruction,theMinistryofTransporthasissuedtheDocument[1999],No.739anddecidedtoreedittheSpecificationforDesignandConstructionofExpresswaySafetyAppurtenances(JTJ074-94)whichwasimplementedfromJune1,1994;andtheResearchInstituteofHighwaywasentrustedandinchargeofthework.Therecensionworkfollowedupthehighwayconstructionconcept"Safety,EnvironmentalProtection,Comfort,Harmony",anditiscarriedonthebaseofsumminguptheserviceexperienceofhighwaytrafficsafetyfacilitiesofChinafrom1994andborrowingideasfromoverseasrelevantstandardsandadvancedtechnology;itfullyincarnatedthemodusoperandiof"Peopleforemost,Safetyfirst".ThereeditedcodewasdividedintothreevolumesofSpecificationforDesignofHighwaySafetyFacilities,TechnicalSpecificationforConstructionofHighwaySafetyFacilitiesandDesignDetailsofHighwaySafetyFacilities.Afterreedited,theTechnicalSpecificationforConstructionofHighwaySafetyFacilitiesisdividedinto10chapters,theyare1GeneralRules,2PreparationofConstruction,3RoadBedGuardrails,4BridgeGuardrail,5TrafficSign,6TrafficGuideLine,7BarScreenandBridge-girderProtectiveFences,8Anti-dazzlingFacilities,9Delineators,10FloatingRail.Comparewiththeformercode,thescopeofapplicationofTechnicalSpecificationforConstructionofHighwaySafetyFacilitiesisexpanded,itisexpandedfromexpresswayandfirst-classroadtonewandremodeledhighwaysindifferentgrades;also,theconstructionmethodsofguardrailsindifferentanti-collisiongradesofSpecificationforDesignofHighwaySafetyFacilitiesarespecified;thecontentsrelatetotrafficsign,trafficguidelineandfloatingrailsareadded;thematurednewmaterialsandnewtechnologiesoftrafficsign,trafficguideline,barscreen,anti-dazzlingfacility,delineatorsandfloatingrailwhicharebroughtoutinrecentyearsareabsorbed,anditconnectsupproperlywithcurrentnationalandprofessionalstandardsandmakethestandardbeequippedwithdefiniteadvancements;inadditional,checkandacceptprevisionsareaddedinthiscode.Allrelevantorganizationsarekindlyrequestedtosumupandaccumulateyourexperiencesinactualpracticesduringtheprocessofimplementingthiscode.Therelevantopinionsandadvice,whenevernecessary,canbepostedorpassedontoRIOHTransportConsultantsLtd.,oftheResearchInstituteofHighwayofMinistryofTransport(Address:No.8,XituchengRoad,HaidianDistrict,100088,BeijingTelephoneE-mail:hx.iu@)fortheuseofnextrecension.ChiefDevelopmentOrganization:ResearchInstituteofHighwayofMinistryofTransportParticipatingDevelopmentOrganizations:RIOHTransportConsultantsLtd.,GuangdongProvinceCommunicationCo.,Ltd,BeijingZhongluanTrafficTechnologicalCo.,Ltd.ThiscodewaspreparedbyLiuHuixue,LiAimin,YangJiuling,TangZhengzheng,HuangChen,JiaRixue,ZhongJikai,TangWenjie,ChengNing,XuXuemin,GeShufang,YangFeng,ZhangZhi,ZhangWeihan,WuJingmen.Contents1GeneralRules 24PAGE24TechnicalSpecificationforConstructionofHighwaySafetyFacilities1GeneralRules1.0.1Thiscodeisformulatedwithaviewtoimprovetheapplicationeffectsofhighwaysafetyfacilitiesandensuretheconstructionqualityofhighwaysafetyfacilities.1.0.2ThiscodeisapplicabletoConstructionandrenovationhighways.1.0.3Theconstructionof1.0.4Theconstructionqualitysuperintendentoftheconstructionorganizationshallchecktheprojectbyhimself,andthesuperintendentshallcooperatewiththesupervisingengineertocheckandacceptaftertheprojectiscompleted.1.0.5Thepreparationbeforetheconstructionandactualconditionsoftechnology,constructionorganizingandconstructionmanagementworkunderconstructionmustbedonefortheconstructionofhighwaysafetyfacilities,andtherelevantprevisionsofthiscodeandtechnicalregulationsshallbemet.1.0.6Thematurenewtechniques,newprocess,newmaterialandnewfacilitieswhichareapprovedbythecompetentauthoritiesshallbeadoptedfortheconstructionofhighwaysafetyfacilities.1.0.7A1.0.8Asforthehighwaysafetyfacilities,theprincipleofCivilizedConstruction,ManufacturedinSafetyshallbefollowedupandthesafetyoperationspecificationshallbeobservedstrictly,furthermore,thesafeproductioninstructionshallbeenhancedandthemanagementsystemofsafeproductionshallbe1.0.9Asfortheconstructionofhighway2PreparationofConstruction2.0.1Theconstructionmanagementplanshallbecompiledaccordingtothetenderingandbiddingdocuments,constructioncontract,designdocumentandrelevantcodes.2.0.2Theconstructionsiteshallbepreparedwell,andtheconstructionmechanismandcalibrationtestmechanismshallbeinstalledandadjustedtoimplementthefieldinspectionandconstructionalmeasurement.2.0.3A2.0.4Allmaterialsshallbestor2.0.5Theconstructionmanagementplanshouldincludethefollowingcontents:compilationexplanation,constructionorganizations,constructionplan,constructionmethod,resourceplan,aggregateschedulingandprogresschart,qualitycontrol,safeproductionandenvironmentalprotection.2.0.6Theconstructionorganizationmustestablishandconsummatethequalityassurancesystem.3RoadbedGuardrails3.1GeneralRequirements3.1.1Thecompactnessofsub-gradesoilandgroundbearingcapacityofconcreteguardrailofthecableguardrailsandwaveformgirderguardrailsshallmeettherequirementsofdesigndocuments.3.1.2Theantiseptictreatmentshallbecarriedoutforallsteelmembers.TheantiseptictreatmentshallmeettherequirementsofcurrentnationalstandardSpecificationforSteelComponentsAnticorrosionofHighwayTrafficEngineeringAppurtenanceswithaserialnumberofGB/T18226unlesstherearecontraryprovisionsinthiscodeanddesigndocuments.Asforthefastenersandconnectingpieceslikescrewboltsandnuts,thethreadmustbecleanedandthecentrifugalseparationtreatmentmustbecarriedoutaftertheantiseptictreatmentisfinished.3.2CableGuardrails3.2.1Material(1)Unlesstherearecontraryprovisionsinthedesigndocuments,thedifferentkindsofmaterialsofcableguardrailswhichareusedonbothsidesofthehighwayshallmeetthefollowingprevisions:①Thecordage-usedwireropesshallmeettherequirementsofcurrentcodeGalvanizedStrandedWirewithaserialnumberofYB/T5004,theperformanceandtheconstructshallmeetthosespecifiedinTable3.2.1.Table3.2.1PerformanceandConstructofCablDiameterofthewirerope(mm)Single-wirediameter(mm)StructureNominaltensilestrengthofwirerope(MPa)Cross-sectionalarea(mm2)MakingmethodUnitweight(kg/m)183.863sections7cores≥1270134Allshallbetwistedright1.09②Thecomponentslikeendcolumn,intermediateendcolumn,intermediatecolumn,intervalkeeper,screwbolt,nutandgasketshallmeettherequirementsofQ235steelincurrentnationalstandardCarbonStructuralSteelswithaserialnumberGB/T700.③ThesteelplatewhishisusedforthebracketshallmeettherelevantrequirementsofcurrentnationalstandardHot-rolledPlainCarbonandLowAlloyStructuralSteelSheetsandStripswithaserialnumberof(GB/T912).④ThestayboltofropeendgroundtackleandgroundtackleaswellasthepinusedforfixingthecableshallmeettheprovisionsofNo.45qualitycarbonstructuralsteelsofcurrentnationalstandardQualityCarbonStructuralSteels(GB/T699).(2)Whenhot-dipgalvanizingantiseptictreatmentiscarriedoutforthecable-usedwirerope,themethodofmonofilhot-dipgalvanizingshallbecarriedout,andrelevantprovisionsofzinccoatwhosemassis250g/m2incurrentstandardofGalvanizedStrandedWire(YB/T5004).ThezincwhichisusedforcoatingshallmeettheprovisionsofzincofSpecialNo.1orNo.1inZincIngots(GB/T470).3.2.2Construction(1)Setting-out①Accordingtothedistributionofon-sitebridge-girder,archculvert,passage,routecrossandtunnel,thepositionofthecontrolledcolumnsshallbedeterminedand,andthespacebetweenthecontrolledcolumnsshallbemeasured,thenregulatethesettingpositionsofendcolumn,intermediateendcolumnandintermediatecolumnaccordingtothegivenreason.②Itissuitabletosurveythatifthefacilitieslikeundergroundlinesandstructuresexistunderthecolumnandtreatthemproperly.(2)Thesettingofendcolumnandintermediateendcolumneq\o\ac(○,1)Thecolumn,cockermegandsoleplateshallbeweldedintofirmtrilateralsupportsaccordingtotherequirementsofdesigndocument.eq\o\ac(○,2)Thepitexcavation,foundationinspection,foundationtreatmentandconcretecastingshallmeettherequirementsofTechnicalSpecificationsforConstructionofHighwayBridgesandCulverts(JTJ041).③Asfortheendcolumnsandintermediate-endcolumnsonthestructureslikebridge-girder,archculvert,passageandretainingwall,theembeddedfoundationshallbecarriedoutaccordingtotherequirementsofdesigndocument.(3)Settingofintermediatecolumn①Thepositioningoftheintermediatecolumnshallbeexact,thelongitudinalandhorizontalpositionsshallbeconsistentwiththehighwaylineform.②Asfortheintermediatecolumnswhicharelocatedintheearthfoundation,theduffing-and-buryingmethod,hole-drillingmethodordriving-inmethodmaybeadoptedfortheconstruction.Theelevationofthecolumnshallmeetthedesignrequirementsandtheendofthecolumnmustnotbedamaged.③Theintermediatecolumnsontheconcretefoundationmaybesetintheembeddedthimbleandfixedinfillingmortarorconcrete,orconnectedinanchorboltandbridge-girderbeltingprotectedleatherfoundation.(4)InstallationofbracketThebracketsontheintermediatecolumnorintermediateendcolumnshallbeinstalledexactlyaccordingtothestatedbracketserialnumberandcombinationinthedesigndocument.(5)Mountingofcableeq\o\ac(○,1)Cablesshallbemountedwhenthedesignstrengthofconcretefoundationoftheendcolumnandintermediateendcolumnachievesto80%andabove.②Cablesshallbemountedontheinnersideofthecolumn,rolledandplacedtoanotherendwithintermediatebracket.Itisstrictlyprohibithaulingthecablesforalongdistance.③Thecableononeendmaybeanchoredontheropeendgroundtacklewithwedgeorinthemethodofinfusingalloy,asshowninFigure3.2.2-1.Branch-SectionofCableBranch-SectionofCableWedgeCableCableAnchorheadofropeendFigure3.2.2-1Branch-SectionofCableandWedgeAnchoringeq\o\ac(○,4)Thereversiblechainblockorlever-typereversiblechaintightenershallbesetonanotherendcolumnorintermediateendcolumntostrainthecabletemporarily,asshowninFigure3.2.2-2.TheinitialtensionofcableguardrailsofClassAandBshallbe20kN,theinitialtensionofcableguardrailsinotherclassesshallmeettherequirementsofthedesigndocument.TightenerTightenerThebrokenlineshowsthestatebeforetightening.Figure3.2.2-2TemporaryTensioningCable⑤Theredundantcableshallbecutoffaccordingtothespecificationforropeendgroundtackles,asshowninFigure3.2.2-3.Thecutsurfaceofthecableshallbeverticalandregular,anditmustnotbeincompact.Thecablemaybeanchoredontheropeendanchorheadaccordingtotherequirementsof③inthisclause.TensecableCuttingsectionofcableTensecableCuttingsectionofcableFigure3.2.2-3CuttingPositionofCable⑥Thetemporarytensioningforcemaybeunloadedaftertheropeendgroundtacklesareinstalledontheendcolumnorendcolumn.⑦Thecableshallbemountedfromtoptobottom.⑧Therope-gripscrewboltsoneachintermediatecolumnandintermediateendcolumnbracketshallbetightenedupafterthecableisadjusted.3.2.3Receivinginspection(1)Theburieddepthofthecolumnmustnotbelessthanthedesignvalue.Whendiggingandburyingmethodisadopted,thebackfillingshallbetampedinlayersandachievetothestatedcompactness.Whenthecolumnsareembeddedintotheconcretefoundation,thefundamentalgeometricaldimensionandstrengthlevelshallmeetthedesignrequirements.(2)Thephenomenalikeobviousdeformation,incline,distortionorcrimpingshallnotappearonthetopofthecolumn.(3)Theropeendgroundtackle,bracket,rope-gripscrewboltshallbeinstalledcorrectlyandfixedfirmly.Thebracketcombinationshallbeinaccordancetothecategoryofthecableguardrail.(4)Thesurfaceblemisheslikegasbubbles,flake,missedplatingandscratchshallnotappearonthesurfaceofthesteelmember.(5)Thelineformofthelinearportionguardrailshallbeflatandthelineformofthecurvedportionguardrailshallbesmooth.(6)Theheightofthecolumnmiddleordinate,verticalityofthecolumn,cableshallmeetthedesignrequirements.3.3CorrugatedSheetBeamsforGuardrails3.3.1MaterialUnlesstherearecontraryprovisionsinthedesigndocument,specificationandqualityofdifferentkindsofmaterialwhichareadoptedforcorrugatedsheetsteelbeamsforguardrailofthehighwaysideandmedialdividersshallmeettherequirementsofCorrugatedSheetSteelBeamsforGuardrail(JT/T281),Thrie-BeamGuardrailforHighway(JT/T457)andColdFormedSteelHollowSectionsforGeneralStructure--Dimensions,Shapes,WeightandPermissibleDeviations(GB/T6728).3.3.2Construction(1)Setting-outofcolumns①Thesetting-outofcolumnshallbecarriedoutaccordingtotherequirementsofdesigndocument,anditissuitabletomeasurethedistanceandlocatebaseonthecontrolofcolumnpositioninbridge-girder,passage,archculvert,tunnel,medialdivideropening,emergencytelephoneopeningandtrafficinterchange.②Thedistancemaybeadjustedwithadjustingplatewhensettingoutforthecolumns,andtheremnantquantityofthespacingmaybetreatedindistributionmethod.③Itissuitabletocheckifthereisanyfacilitylikeundergroundlineordrainpipeexistsonthelocationofthecolumnorincompletesituationofearth-burieddepthonthestructuretop.(2)Installationofcolumn①Thecolumninstallationshallcoincidewiththerequirementsofdesigndocumentandassortwiththelineformofhighway.②Asfortheintermediatecolumnswhicharelocatedintheearthfoundation,thedigging-and-buryingmethod,hole-drillingmethodordriving-inmethodmaybeadoptedfortheconstruction.Theelevationofthecolumnshallmeetthedesignrequirementsandtheendofthecolumnmustnotbedamaged.a.Whenthedrive-inmethodisadoptedandover-depthisdroveandthesectionalcolumnmus
