umetheroleofsitesafetysupervisorandshalldevoteasmuchtimeasrequiredtoadvisingtheprojectmanagementteamsofthemosteffectivemeansofpromotingasafer,healthierworkingenvironment.TheSiteSafetysupervisorwilldealwithhazardsandissuesonsiteonadaytodaybasis.现场安全管理人员将监督现场的安全管理，并花尽可能多的时间建议项目使用最有效的方法以达到一个安全、健康的工作环境。现场安全管理人员将每天处理现场出现的危险和行为。RoleResponsibility任务责任Tominimiseallinjuriesandpursuetheconceptthatallaccidentsarepreventable坚持奉行所有事故都是可以预防的和把伤害降到最小的观点。[ProvideaneffectiveresourceforJAQemployees^JAQ公司员工提供有效的资源[Identifyhazardsandtakeaffirmativeactiontoensurethathazardousconditionsareresolved识别危险，采取积极的行动以确保危险条件的解决[Ensuresafetyinductionsarecarriedoutfornewandexistingemployees,andthattheinductionremainscurrent.确保对新员工和现有员工进行安全培训，这种培训应保持更新。[AdviseandassistthemanagementintheimplementationandauditingoftheSafetyPlanandforaccident/injury/reportingandinvestigation建议并协助管理层对安全方案和事故伤害/事件报告和调查的执行和审查TheSiteSafetySupervisorwillliaisewiththeJAQSafetyManagertoaddressissuesrelatedtotheProjectSafetyManagementPlan,onsiteproceduresandseekadvicetoresolveissuesthatmayhaveanimpactonotherJAQProjects.现场安全管理人员与公司安全经理联络处理与项目安全管理计划有关的事务，并寻求解决可能对公司其他项目有影响的方法。SafetyCommunication-安全沟通SafetyCommittee-安全委员会Attherequestofeitherthesafetyrepresentativeoranymemberofthesitemanagementteamasafetycommitteeshallcommenceoperationatapredeterminedpointandshallalsobeattendedbyonsitecontractoremployerandemployeerepresentative.不管是按照安全代表的要求，或是现场管理团队的任一成员的要求，安全委员会应该在一个预先确定的观点下运作，并有现场承包商公司和雇员代表出席。AllmembersoftheSafetyCommitteearetohavetheirrolesexplainedtothemduringtheinitialmeetingoftheOHSCommittee.NoteamemberoftheOHSCommitteemaynotbeanOHSrepresentative.在职业健康安全委员会第一次会议期间解释所有安全委员会成员的任务。注意一个职业健康安全委员会成员可能不是职业健康安全代表。Minutesofmeetingsshallbeprovidedtoeachcontractoronsiteandpostedonnoticeboard/s.会议记录将被提供给现场每一个承包商，并贴在通告板上。ToolboxMeetings工具箱会议ToolboxmeetingsshallbedevelopedbyJAQandthecontentagreedbythesafetycommitteeand/orJAQSafetyManagertocommunicateissuesofconcernandimprovementtothesafetyplan.Contractorswillholdtoolboxtalkswiththeiremployeesandraiseissuesdetailedinthetoolboxtalk.安全工具箱会议由项目部开展，会上讨论经过安全委员会和JAQ同意的内容，沟通与安全方案相关的事宜。承包商将与他们的员工一起召开工具箱会议，在会上提出具体问题。Legislation;法规OHSLegislationDetailsrelevantVictorianLegislationrelevanttotheProject.SMP职业健康安全法详细说明相关的与此项目有关的法规。SafetyCodeofPowerSupplyandConsumptionforInstallationConstructionEngineering（GB50194-93）and（JGJ46-2005）《建设工程施工现场用电安全规范》GB50194-93）和（JGJ46-2005）TechnicalSpecificationforSafetyOperationofConstructionMachinery（JGJ33-86）《建筑机械作用安全操作规程》（JGJ33-86）StandardofConstructionSafetyInspection（JGJ59-99）《建筑施工安全检查标准》（JGJ59-99）TechnicalCodeforSafetyofHighAltitudeOperationofBuildingConstruction（JGJ80-91）《建筑施工高处作业安全技术规范》JGJ80-91）FirePreventionLawofthePeoplesRepublicofChina（implementedfromSeptember1,1998）《中华人民共和国消防法》（自998年9月1日起施行）ConstructionLawofthePeople'sRepublicofChina《中华人民共和国建筑法》DecreeNo.15oftheMinistryofConstructionofthePeople'sRepublicofChina中华人民共和国建设部令第十五号SafetyStandardsofConstructionEngineeringinJAQ上海杰联建设工程有限公司安全标准Relevantrequirementsbytheownerforthesafetyofthisproject业主关于本工程安全的相关要求AccesstootherrelevantLegislationistobesoughtthroughtheJAQSafetyManager.其他相关法规的使用向公司安全经理寻求。SafetyTraining;安全培训AllJAQandsubcontractorsemployeeswhoworkonsiteshallhavetheappropriateskillsandknowledgetoundertaketheworkinasafeandeffectivemanner.Inadditionallemployeeswillbefullyinstructedbytheiremployerinregardtosafeworkpractices/methodsand/orjobsafetyanalysispriortocommencementoftheparticularworktaskonsite.Notwithstandingthis,thefollowingprogramsshallbeundertakenasappropriatebeforetheemployeecommenceswork.所有在现场工作的公司员工和分包商，在安全和有效的工作方法上都应具备适当的技能和知识。另外，所有员工在现场进行特殊工作之前都将由他们的公司官员安全工作技术/方法和/或工作安全分析进行全面说明。没有经过这些的话，下面项目必须在员工开始工作之前进行。SiteSpecificInduction(ReferPSMPAppendixEInduction)现场特定培训(参考PSMP附件E培训)AllprojectpersonnelwillbeinductedpriortocommencingworkontheprojectandwillberequiredtoacknowledgethereparticipationbycompletingJAQInductionrecordform.(ReferJAQ-C-S-ST-TL001InductionRecordsRegister).所有项目人员在开始着手工作之前都要接受培训，并要求通过完成公司培训记录表来确认他们参与过(参考JAQ-C-S-ST-TL001培训记录表)Theinductionprocesswilleitherbeintheformofapre-recordedtelevisionbasedpresentationoralternativelybyamemberoftheProjectteam.培训过程或以预先录制好的电视形势作演示或由项目小组的一个成员培训。Onceanindividualhassuccessfullycompletedtheinductionhe/sheshallbeissuedwithahelmetsticker/inductioncardthatmustbedisplayedatalltimeswhileonsite.(ReferAppendixE)一旦一个人员成功地完成了培训，他/她将会得到一个贴纸/培训证贴在头盔上。当他在现场时，此贴纸或培训证在任何时候都要显示出来。(参考附录E)ClientInduction业主培训Whereapplicableallprojectpersonnelshallcompletetheclientssiteinductionrequirements所有在项目上的工作人员应参加业主现场培训。Health&SafetyRepresentative健康和安全代表Subcontractorswhoprovidesafetyrepresentativesshallensurethatsuchrepresentativeshavecompletedtheapprovedhealthandsafety-trainingprogramandprovideevidenceofit.分包商提供的安全代表要确保这个代表已经接受过认可的健康和安全培训并提供证据。Training培训TheSafetyManagerandortheHumanResourcesManagershallcollectandcollateOHStraininginformationandkeepatrainingregisterthatliststherelevantskillsofallsitestaff.TheregistershallcontainrelevantdetailsforallJAQpersonnelworkingonsiteindicatinganytraining/certificatesorotherqualificationtheyh
