thisisadayofnationalconsecration,andiamcertainthatonthisdaymyfellowamericansexpectthatonmyinductioninthepresidencyiwilladdressthemwithacandorandadecisionwhichthepresentsituationofourpeopleimpeis.thisispreeminentlythetimetospeakthetruth,thewholetruth,franklyandboldlynorneedweshrinkfromhonestlyfacingtheconditionsfacingourcountrytodaythisgreatnationwillendureasithasendured,willreviveandwillprospersofirstofall,letmeexpressmyfirmbeliefthattheonlythingwehavetofearisfearitself-nameless,unreasoning,unjustifiedterror,whichparalyzesneededeffortstoconvertretreatintoadvance.ineverydarkhourofournationallife,aleadershipoffranknessandvigorhasmetwiththatunderstandingandsupportofthepeoplethemselves,whichisessentialtovictoryandiamconvincedthatyouwillagaingivethatsupporttoleadershipinthesecriticaldays.

insuchaspiritonmypartandonyours,wefaceourmondifficulties.theyconcern,thankgod,onlymaterialthings.valueshaveshrunkentofantasticlevels;taxeshaverisen,ourabilitytopayhasfallen,governmentofallkindsisfacedbyseriouscurtaiimentofine,themeansofexchangearefrozeninthecurrentsoftrade;thewitheredleavesofindustrialenterpriselieoneveryside,farmersfindnomarketsfortheirproduce,andthesavingsofmanyyearsandthousandsoffamiliesaregone.

andfinallyinourprogresstowardaresumptionofwork,werequiretwosafeguardsagainstthereturnoftheevilsoftheoldorder;theremustbeastrictsupervisionofallbankingandcreditsandinvestments;theremustbeanendtospeculationwithotherpeople-smoney;andtheremustbeprovisionsforanadequatebutsoundcurrency.

thebasicthoughtthatguidesthesespecificmeansofnationalrecoveryisnotnarrowlynationalistic.itistheinsistence,asafirstconsiderationupontheinter-dependenceofthevariouselementsinallpartsoftheunitedstatesofamerica-arecognitionoftheoldandthepermanentlyimportantmanifestationoftheamericanspiritofthepioneer.itisthewaytorecoveryitistheimmediatewayitisthestrongestassurancethatrecoverywillendure.

ifireadthetemperofourpeoplecorrectlywenowrealizewhatwehaveneverrealizedbefore,ourinter-dependenceoneachother,thatwecannotmerelytake,butwemustgiveaswell.thatifwearetogoforward,wemustmoveasatrainedandloyalarmywillingtosacrificeforthegoodofamondiscipline,becausewithoutsuchdiscip1ine,noprogresscanbemade,noleadershipbeeseffective.weareallreadyandwillingtosubmitourlivesandourpropertytosuchdisciplinebecauseitmakespossiblea1eadershipwhichaimsatthelargergood.this,iproposetooffetwearegoingtolargerpurposes,binduponus,binduponusall,asasacredobligationwithaunityofdutyhithertoevokedonlyintimesofarmedstrife.

withthispledgetaken,iassumeunhesitatingly,theleadershipofthisgreatarmyofourpeoplededicatedtoadisciplinedattackuponourmonproblems.actioninthisimage,actiontothisend,isfeasibleundertheformofgovernmentwhichwehaveinheritedfrommyancestors.ourconstitutionissosimple,sopractical,thatitispossiblealways,tomeetextraordinaryneeds,bychangesinemphasisandarrangementswithoutlossofacentralform,thatiswhyourconstitutionalsystemhasproveditselfthemostsuperblyenduringpoliticalmechanismthemodernworldhaseverseen.ithasmeteverystressofvastexpansionofterritoryofforeignwars,ofbitterinternalstrife,ofworldrelations.
