III.Selecttalentactivelywithvariousforms

Theselectionanduseoftalentshouldfollowtheswaggeringprinciple,i.e.usethetalentinplacesbestfitforplayinghisabilityandcompleteabilityanduse.Itmainlybuildthescientificandreasonabletalentselectionsystem,andthepointistobuildthesystemofpublicelectionofleadingcadresandopenrecruitmentoftalentselection.
