ofAugust,producedseveralsuchexamplesfromAfricandAsia;italsodemonstraedthatenvironmentaldegradationaffectsthepoormorethantherichaspoorerpeoplederiveamuchhgherproportionoftheir directlyfromthenaturalresourcesaroundthem.Buttherearealsomanyexamplesofgrowingwealthbytrashingtheenvironment,inrichandpoorpartsoftheworldalike,whetherthroughunregulatedmineralextraction,dasticwateruseforagriculture,slash-and-burnfarming,orfossil-fuel-guzzling(大量消耗)transportOfcourse,suchgrowthmaynotpersistinthelongterm—whichiswhatMrBrownandtheStockholmdeclarationwerebothattemptingtopointout.PerhapsthebestexampleofboomgrowthandbustdeclineistheGrandBanksfishery.Foralmostfivecenturiesaverylargesupplyofcod()providedabundantrawmaterialforanindustrywhichatitspeakemployedabout40,000people,sustainingentirecommunitiesinNewfoundland.Then,abruptly,thecodpopulationcollapsedTherewerenolongerenoughfishintheseaforthestocktomaintainitself,letaloneanindustry.Morethanadecadelatertherewasnosignoftheecosystemre-buildingitself.Ithad,apparently,beenfishedoutofexistence;andtheoncemightyNewfoundlandfleetnowgropesaboutfranticallyforcrabontheseafloor.ThereisaviewthatmodernhumansareinevitablysowingtheseedofaglobalGrandBanks-styledisaster.Theideaisthatwearetakingmoreoutofwhatyoumightcalltheplanevironmentalbankbalancethanitcansustain;wearelivingbeyondourecologicalmeans.Onerecentstudyattemptedtocalculatetheextentofthis“ecologicalovershootofthehumaneconomy”,andfoundthatweareusing1.2Earth’s-worthofenvironmentalgoodsandservices—theimplicationbeingthatatsomepointthedebtwillbecalledin,andallthoseservices—thethingswhichtheplanetdoesforusforfree—willgrindtoahalt.Whetherthisisright,andifsowhereandwhentheecologicalaxewillfall,ishardtodeterminewithanyprecision—whichiswhyernmentsandfinancialinstitutionsareonlybeginningtobringsuchrisksintotheireconomiccalculations.Itisalsothereasonwhydevelopmentagenciesarenotunitedintheirviewofenvironmentalissues;whilesome,liketheWRI,maintainthatenvironmentalprogressneedstogohand-in-handwitheconomicdevelopment,othersarguethatthepriorityistobuildathrivingeconomy,andthenusethewealthcreatedtotackleenvironmentaldegradation.Thisviewassumesthatrichsocietieswillinvestinenvironmentalcare.Butisthisright?Dothingsgetbetterorworseaswegetricher?HeretheStockholmdeclarationisambiguous.“Inthedevelocountries,”itsays,“mostoftheenvironmentalproblemsarecausedbyunderdevelopment.”Soitissayingthateconomicdevelopmentshouldmakeforacleanerworld?Notnecessarily.“Intheindustralisedcountries,environmentalproblemsaregenerallyrelatedtoindustriaisationandtechnologicaldevelopment,”itcontinues.Inotherwords,poorandrichbothover-exploitthenaturalworld,butfordifferentreasons.It’ssimplynottruethateconomicgrowthwillsurelymakeourworldcleaner.Clearly,richersocietiesareabletoprovideenvironmentalimprovementswhichliewellbeyondthereachofpoorercommunities.Citizensofwealthynationsdemandnationalparks,cleanrivers,cleanairandpoison-freefood.Theyalso,however,usefarmorenaturalresources—fuelwater(allthosebathsandgolfcourses)andbuildingmaterials.Acasecanbemadethatrichnationsexportenvironmentalproblems,themostgraphicexamplebeingclimatechange.Asacountry’swealthgrowssotsgreenhousegasemissios.Thefiguresavailablewillnotbecompleyaccurate.Measuringemissonsisnotaprecisescience,paricularlywhenitcomestoissuessurroundinglanduse;notallnationshavereleasedupto-datedata,andinanycase,emissionsfromsomesectorssuchasaviationarenoincludedinnationalstatistics.Butthedataisexactenoughforacleartrendtobeeasilydiscernible.Ascountries esopopular?Partoftheansweristhatthisiswhatalwayshappensduringperiodsofhighunemployment—inpartbecauseexpertsandystsbelievethatdeclaringtheproblemdeeplyrooted,withnoeasyanswers,makesthemsoundserious.I’vebeenlookingatwhatself-proclaimedexpertsweresayingaboutunemploymentduringtheGreatDepression;itwasalmostidenticaltowhatVerySeriousPeoplearesayingnow.Unemploymentcannotbebroughtdownrapidly,declaredone1935ysis,becausetheworkforceis“unadaptableanduntrained.Itcannotrespondtotheopportunitieswhichindustrymayoffer.”Afewyearslater,alargedefensebuildupfinallyprovidedafiscalstimulusadequatetotheeconomy’sneeds—andsuddenlyindustrywaseagertoemploythose“unadaptableanduntrained”workers.Butnow,asthen,powerfulforcesareideologicallyopposedtothewholeideaofernmentactiononasufficientscaletojump-starttheeconomy.Andthat,fundamentally,iswhyclaimsthatwefacehugestructuralproblemshavebeenmultiplying:theyofferareasontodonothingaboutthemassunemploymentthatiscripplingouteconomyandoursociety.Sowhatyouneedtoknowisthatthere’snoevidencewhatsoevertobacktheeclaims.Wearen’tsufferingfromashortageofneededskills;we’resufferingfromalackofpolicyresolveAsIsaid,structuralunemploymentisn’tarealproblem,it’sanexcuse—areasonnottoactonAmerica’sproblemsatatimewhenactionisdesperayneeded.WhatdoestheauthorthinkistherootcauseofmassunemploymentinCorporate
