OPMT

质量管理计划确定了对质量管理体系具体交付的方法。它必须始终贯彻于重庆化医MDI一体化项目工程的整个活动和工作过程中,从而完成对重庆化医MDI一体化项目联合装置的设计、施工和运行的目标。OPMTQualityManagementSystem OPMT 质量管理体系TheOPMTQualityManagementSystem(QMS)willbedeliveredtomeettheintentofGB/T19001:2008(idtISO9001:2008),andwillincorporatestatutoryandregulatoryrequirementsoftheChineseNationalandLocal(Chongqing)Government.OPMT质量管理体系应符合GB/T19001:2008(等同于ISO9001:2008),并满足中国国家和地方(重庆)政府的法令和要求。TheOPMTQMSisdocumentedinthe“OPMTQualityManagementStrategy,”CQMCP1-0000-QTA-PLN-001.OPMT质量管理体系包含在文件 ”isan–integralcomponentoftheQMS.Itidentifiesandreferencestheproceduresanddocumentsneededtoensureeffectiveplanning,operationandcontrolofprocesses,anddefinestherolesandaccountabilityinvolvedinapplyingtheQMSwithintheoverallMDIComplexProjectbytheOPMT,inclusiveofeachDepartment,FunctionandPET.本文件–“OPMT质量管理计划”-是质量管理体系不可分割的一部分。它确定并参考所需要的程序和文件,保证对工作过程进行有效的计划,运行和控制;同时它还确定了OPMT,包括各个部门、各职能部门和项目执行部,在整个重庆化医MDI一体化装置实施质量管理体系的过程中所承担的角色和责任。TheOPMTQualityManagementPlanisapplicabletoallworkperformedinassociationwiththeMDIProject,intheexecutionofplanningandcontrolofengineering,design,procurement,supply,constructionandcommissioningoftheMDIComplexFacilities.OPMT质量管理计划适用于和重庆化医MDI一体化项目有关联的所有工作任务。具体表现在重庆化医MDI一体化装置的设计、采购、供货、施工和调试的计划编制和控制。OPMTProjectQualityMissionStatement –是所有工作的基础ReviewsrequiredtoassurethattheQMSisfunctioningthroughoutalllevelsoftheMDIComplexProject保证质量管理体系在MDI一体化项目的各个层次正常运转所需要的审查或评定TheOPMTQualityManagementPlanisalivingdocument,andassuchshallberegularlyreviewed,andrevisedasnecessary,toincludeamendmentstotheQMSoverthelifecycleoftheMDIComplexProject.OPMT质量管理计划是一份现行的文件,需要定期审查并根据需要进行修改,包括对MDI一体化项目整个周期中的质量管理体系的改进等。ThecomponentsofthisOPMTQualityManagementPlanaswellastheapprovedQualitystandardsandproceduresshallbeunderstoodtoberequirementsofOPMT,andshallbeappliedbyallgroupsthroughouttheorganization,fromtheOPMTManagementthroughDepartments,FunctionsandProjectTeams,downtotheContractorsandSuppliersandtheirlowertiersuppliers,subcontractors,etc.本OPMT质量管理计划以及经审批的质量标准和程序应理解为 一体化项目质量目标ThequalityobjectivesofOPMTinclude,butarenotlimitedtothefollowingOPMT的质量目标包括但不限于以下所列:Designqualityiszeroaccident.设计质量零事故100%qualificationofreceivingequipmentsandmaterialsinspectionmorethan99%.设备、材料入库合格率 100%Firstpassrateofweldingmorethan96%.焊接一次合格率大于 96%100%FPYofunits.单位工程合格率 100%ProduceExcellentProjectofNationality.争创国家优质工程Thekeytoeffectivelyachievingthisistogetthingsrightthefirsttime,whichisachievablewhenattention,ispaidthroughouttheprojectlifecycle:有效实现这一目标的关键在于,从最初开始就要以正确的方式将工作做好,只要在项目执行期间引起重视就可以完成这一目标。planningandimplementingascopeofworktodefinedparameters,根据确定的因素编制计划并实施有关工作,measuringandassessingtheworkaccordingtospecificregulations,procedures,andrequirements根据具体的规定、程序和要求,对工作进行测量和评估, AMEC的共同经验建立有关的标准和规定。OPMTQualityManagementSystemwillmeettheapplicableChinesecodes,standardsincludingregulatoryandstatutoryregulationsandrulesformajorconstructionprojectsinChinaOPMT质量管理体系应满足现行的中国规定和标准,包括中国项目建设的规章、法规和制度。OPMTQualityManagementSystemwillbedeterminedandtailoredonbasisofTotalRiskManagement根据总体风险管理确定和制定 OPMT质量管理体系。ThroughouttheMDIComplexProjectlifecycle,measuretheperformanceoftheMDIComplexProjectincludingthatofitsContractorsandSuppliersandmodifyourstrategiesandprocessesasnecessarytoimprovethedeliveryandeffectivenessofourServices.在整个MDI一体化项目执行周期中,对MDI一体化项目,包括该项目的承包商和供应商的执行过程进行评估,并对我们的策略和步骤进行必要修改从而提高交付质量和服务效率。1.2 术语和定义TermsusedwithinthisdocumentandotherdocumentscomprisingtheMDIComplexProjectQMSshallbeunderstoodtobeashavingdefinitionsconsistentwithISO9000:2000 “QualityManagementSystems Fundamentals–andVocabulary ”.对于本文件和包含 MDI一体化项目质量管理体系的其它文件,其中所采用的术语的定义应与ISO9000:2008 “质量管理体系-基本原理和词汇 ”中的定一致。Giventhecomplexitiesoflanguagetranslation,thisandotherQMSdocumentswillnotattempttoconformto “textural ”languageconventions. ItshallbegenerallyunderstoodthattheOPMTQualityManagementPlandefinesrequirementsthatshallapplytoallworkperSection2 –ScopeandApplication. ’QualityPlans承包商的质量计划ItisrequiredthateachService,Engineering/Procurement,DesignandConstructionContractorwillprovideaQualityPlaninaccordancewiththeOPMTpolicy,objectivesandrequirements.ShouldanyofthesepartiesnotbeabletoproduceaProjectspecificQualityPlanthentheOPMTProjectQualityPlancanbeusedwiththeirownproceduresusedtoformQMSprocedureswithinthistier.要求每个服务、工程 ’ownQMS.However,OPMT’sQMSrequirements,asdocumentedintheOPMTQualityManagementPlan(thisdocument)andtheQAProceduresmustalsobemet.WheretherearedeviationsofpurposeorconflictsbetweenOPMTandcontractors ’procedures,amutualresolutionshouldbereachedassoonaspossibletothesigningofthecontract;otherwise,OPMT ’srequirementsshallbeunderstoodtogovernallwork.承包商在此等级范围所编写的 OPMT质量文件,应与承包商
