22、moneyintoscieneeeducation,thethoughtofChinaandIndiaturningouthundredsofthousandsofengineersandscientistsisscaringAmericaintostimulatingitsbrightesttodotheirbest.Thephilosophybehindthistalentsearchisthatabilityisinnate;thatitcanbediagnosedwithconsiderableaccuracy;andthatitisworthcultivating.InAmerica
