When assessing departmental Sustainable Development Action Plans, the Sustainable Development Commission rated the department as leading the pack. The Commission was equally complimentary of DWPs performance in work

2、ing towards cross-Government sustainability targets, where we are already delivering results.It must be our clear goal to incorporate sustainable development into our thinking but more importantly our actions. Considering what our actions mean for business, the environment and the community must bec

3、ome second nature in all our commercial dealings. DWP is making progress towards achieving that goal but this Departments size, spending power, its resources and welfare objectives mean that we still have much, much more to do.In the Procurement community this sustainable procurement strategy is key

4、 to ensuring that we specify sustainable goods and services wherever possible, and encourage best sustainable practice throughout our supply chains. In achieving sustainability in its fullest sense we will maximise the potential our contracts hold for driving social, economic and environmental impro

7、T “Sustainable Procurement (SP) is a process whereby organisations meet their needs for goods, services, works and utilities in a way that achieves value for money on a whole life basis in terms of generating benefits, not only to the organisation, but also to society and the economy, whilst minimis

8、ing damage to society.”PRIORITY AREATARGETS revised in 2006 these are the current UK Government and DWP targets, replacing those originally published in 2002 and 2004.CLIMATE CHANGE & ENERGYCARBON EMISSIONS FROM OFFICESReverse the current upward trend in carbon emissions by April 2007.Reduce carbon

Sustainable Procurement Strategy3DWP SUSTAINABLE PROCUREMENT STRATEGYThe Strategy provides a framework to achieve the objectives and make the Vision a reality. It defines the Departments Sustainable Procurement Targets and Action

20、Plan to manage and monitor progress. The Strategy is supported by a set of Strand Strategy papers and a series of Commodity papers to ensure that all aspects of commercial activity have an agreed and approved method by which to deliver sustainability.REFTARGETOWNER1Manage and maintain the DWP Sustai

21、nable Procurement Strategy (and supporting documentation) to ensure it is current, relevant and in line with Government set targets; reporting on progress of deliverables every four months. Manage processes that achieve full and auditable compliance with DWP SP policy, procedures and best practice.

22、This strategy document will be reviewed on 16/9/08 (or annually from the date of release). 30、s the approach that will be taken by the Procurement function when assisting customers to fulfil their business needs to ensure that sustainability is given full consideration at all stages of the contracting process.STRAND 6AssuranceThis Strand outlines the activity to apply the Sustainable Procure

We will:work with the Risk Assurance Division and Commercial CoEs to apply a risk based approach to assess Sustainable Procurement assurance across DWP;assure that sustainability has been effectively taken account of as a feature of the general assurance of commerc

32、ial strategies for specific procurement projects.agree management arrangements to improve performance and share best practice on Sustainable procurement across the DWP procurement function and with OGCs/OGDs.support the cross-Government commitment to environmental and Sustainable Development by comm

33、unicating DWP Sustainable Development policy statement to all suppliers; undertaking environmental audits of our procurement procedures and contracts.the CoEs will conduct supply base analysis, produce rationalisation plans and develop best value strategies and Sustainable Procurement plans for the

34、specific range of goods and services.STRAND 4SuppliersThis Strand outlines the activity that will be undertaken to manage our supplier relationships and the markets they operate in to promote Sustainability.STRAND 2PeopleThis Strand outlines the approach that will be taken to attract, retain and dev

35、elop sufficient staff with the right sustainable procurement skills and experience to effectively support and guide customers business needs and therefore deliver this Strategy. STRAND 3ProcessThis Process Strand outlines the action that will be taken by the procurement function in contract letting;

36、 contract management and purchasing (including end-to-end requisitioning; ordering; receipt and invoice matching to payment).STRAND 5StructureThis Strand outlines the organisation of commercial activity across the DWP and addresses the Commercial Strategy objective to achieve the “best deal” for the

37、 business by providing DWP with the most effective procurement organisation and the best use of skilled resource. In supporting the Sustainable Procurement agenda we will follow the same structural principles, that is, the Commercial Centres of Expertise (CoE) will specialise in certain commodities

38、and integrate Sustainable Procurement into the way they work.
