4、culties.theyconcern,thankgod,onlymaterialthings.valueshaveshrunkentofantasticlevels;taxeshaverisen,ourabilitytopayhasfallen,governmentofallkindsisfacedbyseriouscurtaiimentofincome,themeansofexchangearefrozeninthecurrentsoftrade;thewitheredleavesofindustrialenterpriselieoneveryside,farmersfindnomarke

5、tsfortheirproduce,andthesavingsofmanyyearsandthousandsoffamiliesaregone.moreimportant,ahostofunemployedcitizensfacethegrimproblemofexistence,andanequalandgreatnumbertoilwithlittlereturn.onlyafoolishoptimistcandenythedarkrealitiesofthemoment.andyet,ourdistresscomesfromnofailureofsubstance,paredwithth

6、eperilswhichourforefathersconquered,becausetheybelievedandwerenotafraid,wehavesomuchtobethankfulfornaturesurroundsuswithherbountyandhuman,effortshavemultipliedit.plentyisatourdoorstep,butageneroususeofitlanguishesintheverysightofthesupplyprimarilythisisbecausetherulersoftheexchangeofmankind'sgoo

14、ces.handinhandwiththat,wemustfranklyrecognizetheoverbalanceofpopulationinourindustrialcentersandbyengagingonanationalscaleinaredistributioninanefforttoprovidebetteruseofthelandforthosebestfittedfortheland.yesthetaskcanbehelpedbydefiniteeffortstoraisethevalueoftheagriculturalproductandwiththisthepowe

15、rtopurchasetheoutputofourcities.itcanbehelpedbypreventingrealisticallythetragedyofthegrowinglossesthroughforeclosuresofoursmallhomesandourfarms.itcanbehelpedbyinsistencethatthefederal,thestate,andthelocalgovernmentactforthwithonthedemandsthattheircostsbedrasticallyreduce.itcanbehelpedbytheunifyingof

16、reliefactivitieswhichtodayareoftenscattered,uneconomical,unequal.itcanbehelpedbynationalplanningfor,andsupervisionofallformsoftransportation,andofcommunications,andotherutilitiesthathaveadefinitelypubliccharacter.therearemanywaysinwhichitcanbeofwork,evilsofanendtoseekthehelped,butitcanneverbehelpedb

17、ymere1ytalkingaboutit.wemustact,wemustactquickly.andfinallyinourprogresstowardaresumptionwerequiretwosafeguardsagainstthereturnofthetheoldorder;theremustbeastrictsupervisionofallbankingandcreditsandinvestments;theremustbespeculationwithotherpeople-smoney;andtheremustbeprovisionsforanadequatebutsound

18、currency.these,myfriends,arethelinesofattack.ishallpresentlyurgeuponanewcongressinspecialsession,detailedmeasuresfortheirfulfillment,andishallimmediateassistanceofthe48states.throughthisprogramofaction,weaddressourselvestoputtingourownnationalhouseinorder,andmakingincomebalanceoutflowourinternationa

19、ltraderelations,thoughvastlyimportant,areinpointoftimeandnecessitysecondarytotheestablishmentofasoundnationaleconomyifavorasapracticalpolicytheputtingoffirstthingsfirst.ishallsparenoefforttorestoreworldtradebyinternationaleconomicreadjustment,buttheemergencyathomecannotwaitonthataccomplishment.theba
