2、fety Policy.本文件的目的是为了描述穆格中国的安全政策。穆格中国的安全政策应是符合相关的法律法规,标准及穆格集团的安全政策的要求。2 Applicability/Scope适用范围This policy applies to本程序适用于All MOOG China employees所有穆格中国员工;ü Visitors to MOOG facility访客;ü Sub-contractors work in MOOG facility在穆格工厂工作的分包商;3 Definition定义SHC: Safety & Health Committee安全与健康

3、委员会S&H: Safety & Health安全与健康PPE: Personal Protective Equipment个人防护用品4 Responsibility职责In MOOG China, the Safety & Health Committee is the organization tolead the establishment and implementation of safety & health policy, regulation and instruction, but all employees could be deeply

4、involved in any issues related to safety & health.在穆格中国,安全与健康委员会负责建立并执行安全与健康体系,政策及规章制度,但每一个员工都需要积极参与到安全与健康的工作中。Safety & HealthCommittee Organization安全与健康委员会组织结构Responsibility职责:Chairman主席: ü Overall responsibility of safety & health in MOOG China全面负责穆格中国的安全与健康的事务; ü Ensure comp

6、ineer安全工程师:ü Implementation of safety & health policy, regulation, instruction确保安全与健康政策及规章制度的全面贯彻执行;ü Conduct S&H policy training for new employee and on regular basis执行新员工入职及定期的安全与健康政策的培训;ü Initiate & co-ordinate regular S&H inspection发起及协调定期的安全与健康检查;ü Initiate &

7、amp; co-ordinate regular S&Hmeeting发起及协调安全与健康评审会议;ü Ensure record all accidents & near misses确保所有的事故及侥幸未发事故的纪录存档;ü Organize, initiate accident investigation, root cause analysis, ensure corrective and preventiveactions were taken组织发起事故的调查,事故原因分析及纠正及预防措施的实施;ü Handle employee fe

11、es安全与健康政策Safety First!坚持安全第一、预防为主的方针.6.1 MOOG Corporate Safety PolicyMOOG has always maintained a policy of conducting its operation in the safest manner possible. Historically, we have found that the maintenance of safe operating procedures results in a benefit far beyond any monetary savings. The

12、human value involved is of far greater importance to both MOOG and the community. Also, the acceptance and practice of fundamental safety principles by management and employees not only help reduce personal accidents and injuries to a minimum, but inject an element of teamwork that does much to fost

13、er the spirit of trust and cooperation throughout MOOG.穆格一直在执行并维持着使他的运作尽可能达到最高级别的安全的政策。一直以来,我们发现维护安全运作的一系列措施所带来的利益远远超过了任何金钱的储备。人的价值的对于穆格和整个社会来说都是非常重要的。同时,管理人员和员工接受和实施基本的安全准则不仅减少了个人事故的发生和将伤害最小化,还在团队合作中注入了重要的元素,为贯穿整个穆格的协作精神和信任的培养做出了很大的贡献.Industrial injuries are costly to the employee and jeopardize hi

14、s/her future with MOOG as well as his/her familys security and well being. These injuries also prove costly to Moog, in loss of production as well as other costs. Our employees are MOOGs most important assets, and we are all responsible for each others safety while in the work place.工业事故伤害对于员工来说是代价非

15、常高的,危害了他/她在穆格的未来和他/她家人的安宁和幸福。对于穆格来说也是代价很高的,生产的损失和其他相关的成本增加。我们的员工是我们最宝贵的财富,我们同时也对每个人在工作中的安全负有责任。6.2 Safety & Health training procedure安全与健康培训流程S&H training should include:ü Related S&H law, regulations;ü Company S&H policy, regulation, instruction;ü Working place &

16、job potential safety risk, protection method, and accident emergency handle process;ü Personal protection equipment function and using method;安全生产教育和培训内容主要包括:ü 安全生产的法律、法规和规章制度;ü 公司的安全政策和规章制度,安全操作基本技能和安全技术基础知识;ü 作业场所和工作岗位存在的危险因素、防范措施以及事故应急措施;ü 劳动防护用品的性能和使用方法.All the training

17、should have training record and keep by HR dept.所有安全与健康培训的纪录由人力资源部存档。6.2.1 On board training新员工入职培训Once new employee on board, the S&H training should be provided to employee before conducting any work at MOOG China, HR will organize the training, safety engineer will conduct this training;新员工入职

18、后,在从事工作之前必须接受入职安全培训,培训由人力资源部组织,安全工程师实施;6.2.2 Work place/specific job S&H training作业场所,工作岗位安全与健康培训This training should be conducted at any of below situations符合以下情况时培训必须实施:ü New employee before working on his specific work place and job新员工在特定作业场所及岗位开始工作前;ü Employee didnt conduct the job

19、 for more than 6 months离岗超过6个月的员工;ü Employee change working place or job更换工作岗位的员工;ü Any change on process, material, machinery, technology采用新工艺,新材料,新设备,新技术后的有关员工;This training should be organized and conducted by each department该类培训由各部门组织实施.6.2.3 Regular safety & Healthtraining定期安全与健康培

20、训Each employee work in workshop, facility maintenance, warehouse, production, inspection should have S&H training at least every 12 months在车间从事生产,检验,设施维护,仓库管理及物流的工作人员每12个月至少进行一次安全与健康培训;This training should be organized and conducted by each department该类培训由各部门组织实施.6.2.4 Additional training should

21、 havewhen accidents and near misses occur事故发生后的培训;6.2.5 Safety engineer & SHC member safety training安全管理人员的培训.6.3 Safety regulation and safety operation instruction安全生产规章制度和安全操作规程MOOG China established safety regulations, instructions for each work place and specific job, and train employee to f

22、ollow the regulations & instruction.MOOG 中国根据具体的生产区域和不同的工作岗位制定安全生产规章制度和安全操作规程,培训并要求员工严格遵守。6.3.1 Special equipment & special operation特种设备及特种操作Special equipments & operations are those defined by related law and regulation. The regulation, instruction established & implemented in MOOG

23、 will comply with related law and regulation.MOOG China has below special equipments & operations and operation regulation/instruction were established.特种设备及特种操作是由相关的法律法规规定的,穆格制定的相关安全规章制度及安全操作规程需符合法律法规的要求。在穆格中国有以下特种设备及特种操作:ü Forklift叉车, ü Air compressor 空气压缩机, ü Electrical install

24、ation电气电工操作,ü Elevator登高车.6.3.2 Standard work标准工作Standard work which include标准工作包括如下:ü Mechanical assembly 机械装配ü Box wire assembly控制柜配线ü Battery assembly 电池组装ü Cable assembly 线束组装ü Warehouse, goods receiving, packing & shipping仓库,包装,收货及发货ü Incoming inspection进货

25、检验Employee should follow S&H regulation and instruction established for those works, when there is need to use special equipment & operation, related regulation & instruction need to apply.作业人员在从事此类工作时除了必须遵守相关的安全规章制度及操作规程之外,若使用特种设备或进行特种操作还须遵守具体对应的安全规章制度及操作规程。6.3.3 Non-routine work非常规工作An

26、y job that is conducted where a written procedure or working instruction does not exist was defined as Non-routine work, below is example:任何工作若没有正式的流程和作业指导书,都被视为非常规工作,举例如下:ü New products development (may change on process, material, machinery, technology, etc)新产品研发(比如涉及工艺,材料,设备, 技术等的改变)ü T

27、rial production试生产ü Repair of facility厂房,设备,设施的修理维护ü Field service客户现场服务When prepare and conduct these work, employee should follow the procedure4800-004-516 Risk Mitigation for Non-routine Job to mitigate the risk, in addition to that, other related S&H regulation and instruction shou

28、ld applied too.当准备及从事此类工作时,员工需按照4800-004-516非常规工作安全风险控制流程以控制安全风险,此外,其他适用的安全规章制度也需遵守。6.4 Regular safety & health inspection定期安全与健康检查MOOG China will conduct S&H inspection at least on monthly basis, but upon the need, additional inspection could be conducted. 4800-02 Safety & Health Inspec

29、tion Reportshould be created.Safety engineer is to initiate and organize the inspection. 定期安全检查至少每月进行一次,安全检查可以在需要时适当增加。检查的结果需纪录在4800-02安全与健康检查报告中。安全与健康检查由安全工程师发起和组织。6.5 Regular safety & health review meeting定期安全与健康评审会议MOOG China will conduct S&H review meetingat least on monthly basis, but u

30、pon the need, additional meeting could be conducted. 4800-03Safety & Health Meeting Minutesshould be created. Safety engineer is to initiate and organize the meeting. 定期安全与健康评审会议至少每月进行一次,安全评审会议也可在需要时适当增加。会议内容需纪录在4800-03安全与健康评审会议纪要中。安全工程师负责发起和组织会议。6.6 Personal Protective Equipment-PPE个人防护用品6.6.1

31、MOOG China provides PPE to all affected employees, PPEshall be used and maintained in a sanitary and reliable conditions. Areas and operations where PPE is required shall be clearly described on document. Conditions where PPE shall be used include but may not limitedto the following公司为员工提供所需的个人防护用品,

32、PPE必须进行适当的维护以保证卫生及可靠性。需要使用PPE的工作场所及工作岗位都需在文件中作明确的规定。需要使用PPE的工作场所及工作岗位包括但不局限于以下:ü Hazards of processes or environments危险的过程及环境ü Chemical Hazards危险化学品ü Mechanical irritants which can cause injury or impairment through absorption, inhalation, or physical contact可能通过吸收,吸入或直接接触导致受伤或损害的物理伤害

33、。6.6.2 MOOG China will select personal protective equipment that complies with related safety standards.公司根据相关标准来选择采购个人防护用品。6.6.3 Training shall be provided to each employee who uses PPE. The employee shall be effectively trained to the following: 公司为使用PPE的人员提供培训,员工需有效地接受以下培训:ü When PPE is nece

34、ssary何时使用PPEü What PPE is necessary使用何种PPEü How to properly put on, take off, adjust, and wear PPE如何正确的穿戴,调整PPEü The proper care, maintenance, storage, useful life, and disposable procedures of PPE, PPE的维护,存放,使用寿命及报废。6.6.4 PPE includes the following个人防护用品包括如下:1) Eye and face protectio

35、n眼睛和面部的防护ü Goggles安全眼睛ü Face Shields面罩2) Foot protection脚部防护ü Safety shoes安全工作鞋3) Hand protection手部防护ü Gloves手套4) Protective clothing工作服ü Uniforms, smocks, aprons制服,外套等ü Sleeves袖套5) Head protection头部防护ü Hard hats安全帽6) Hearing protection听力防护ü Ear plug耳塞7) Fall

36、protection防跌落ü Body belts安全带6.7 Machinery & equipment设备维护Ensures safety devices on machinery & equipment are maintenance and working properly.确保设备的安全防护装置进行正确的维护和保养,保证正常工作。6.8 Safety sign安全标识Ensure hazards are clear identified with proper sign.确保危险源都有正确的安全警示标识。6.9 Employee suggestion, fe

37、edback handling员工建议及反馈的处理Any employee could contact SHC to raise their concern or suggestions regarding safety & health, the SHC should provide feedback to employee about investigation, analysis and actions as necessary.All suggestions and feedback should recorded by safety engineer.所有的员工都可以对安全与

38、健康提出建议及反馈,建议和反馈提交到SHC. SHC 需对员工的建议及反馈作及时的回复,所有建议与反馈由安全工程师作纪录。6.10 Visitor and sub-contractor访客与分包商的管理6.10.1 Visitor访客ü All visitor should register at reception, reception should provide badge and safety visa to visitors;所有访客需在前台作登记,前台需提供访客徽章及安全签证;ü Reception inform related MOOG employee to

39、 meet with visitor, visitor should wait in lobby before MOOG employee come;前台通知相关的穆格员工负责接待,在此之前,访客需在大堂等候;ü MOOG employee should accompany the visitor if go to workshop, the area could be accessed by visiting is only the work way which are identified by yellow/black zebra line. In case of there

40、is request to visit production area, work place and warehouse, approval should obtained from production manager or supply chain manager. MOOG employee should inform visitor about potential hazards risks and ask for visitors to follow related regulations;若访客需到车间参观,穆格员工必须随同,但访客参观路线仅限于黄/黑线规定的通道。如果需要参观生

41、产测试区域及仓库,需得到生产经理或供应链经理的批准。穆格员工需告知访客相关区域的潜在安全风险,并要求访客严格遵守;ü If visitor need to involved in any production activities (eg. Factory acceptance test by customer, quality inspection), approval should obtained from Operations manager or Engineering Manger. Ensure proper training was provided to visit

42、or and they are fully understood. Training should have training record.若访客需参与任何生产活动(例如:客户来进行出厂接收测试,供应商参与质量检验等),需经营运经理或工程经理的批准。参与之前需进行适当的培训,确认明了后方开始作业。培训需有培训记录。ü Return badge and safety visa to reception.访客离开时需归还访客徽章及安全签证。6.10.2 Sub-contractor分包商ü Sub-contractors worked in MOOG facility sho

43、uld be trained on safety policy, regulations;在穆格工作的分包商需接受穆格安全政策及相关规章制度的培训;ü Ensure sub-contractor follow MOOG safety policy, regulations;确保分包商严格执行穆格的安全政策纪规章制度;ü Sub-contractor can only work in designated area approved by MOOG;分包商只可在穆格指定的区域作业;ü Ensure sub-contractor equipped with prope

44、r PPE, PPE should supplied by sub-contractor;分包商作业时需配备符合规定的PPE, 分包商需负责提供必需的PPE;ü Goods receiving and shipping can only be at designated area defined by Supply chain dept.收货与发货只能在供应链管理部指定的区域进行。6.11 Accident & near misses record, investigation, root cause analysis, corrective and preventive a

45、ction事故(包括侥幸未发生事故)的纪录,调查,原因分析及纠正预防措施6.11.1 All accident or near misses should report to SHC, safety engineer should record all accidents or near misses所有事故都必须汇报到到SHC,安全工程师负责纪录所有事故;6.11.2 All accident or near misses should be handled according to below process所有事故都需按以下流程处理:ü Accident description

46、事故描述ü Accident investigation事故调查ü Root cause analysis事故分析ü Corrective and preventive action纠正预防措施All above process should be recorded in4800-04Accident report by safety engineer.所有事故都需由安全工程师填写4800-04事故报告.6.12 Accident emergency response & report procedure事故应急处理及汇报流程6.12.1 Once the

47、re is accident happened, and havepeople injury, emergency medical response should taken by call 120-ambulance and provide first-aid based on the situation;事故发生后,若有人员受伤,立即拨打120救护,并根据现场的情况采取适当的急救措施;6.12.2 Report to Safety & health committee立即向安全与健康委员会汇报;6.12.3 Inform affected employees family通知受伤人

48、员的亲属;6.12.4 Inform employee of the accident通报全体员工.6.13 Fire protection消防安全Facilities are equipped with fire protection systems. Fire extinguishers are distributed throughout the facilities. 穆格工厂配备符合标准的消防设施及灭火器。4800-002-516 Fire-Fight Safety Management Procedure was established and implemented for fi

49、re protection火灾安全管理按4800-002-516流程实施.6.14 Emergencies and Disasters evacuation重大事故及灾害疏散In the event of any form of emergency or disaster occur, you will be alerted according to local policies and practices. In additional to that, 4800-003-516 Emergency evacuation procedure was established in MOOG Ch

50、ina.在任何形式的紧急情况或者灾害发生时,大家要按照当地的政策与实践采取迅速敏捷的行动. 此外,穆格也制定了4800-003-516应急疏散流程以规范管理。6.15 Hazardous chemicals and material handle危险化学品及材料的管理4800-005-516 Hazardous chemical and material handle procedure was established and implemented in MOOG China to ensure safe use and proper storage of hazardous chemica

51、ls and materials. 建立并执行4800-005-516危险化学品及材料的管理流程以保证正确的使用及储存危险化学品及材料。6.16 Insurance保险MOOG will provide insurances for employee according to related law and regulation.依法为从业人员办理工伤社会保险的事项.6.17 Non-smoking policy无烟政策Moog is committed to providing no-smoking facilities and work areas for all employees, c

52、ustomers, and visitors. This no-smoking workplace policy is communicated clearly in each Moog facility. If a facility has a designated smoking area, this will be clearly noted. 穆格有义务为所有的雇员,客户,与参观者提供禁止吸烟的设施和工作区域。在每个穆格设施里,这个工作场所禁止吸烟的政策要明确无疑地传达。如果一个设施有一个设定的吸烟区域,要明确指出。6.18 Drug and alcohol Prohibited Po

53、licy禁止毒品及酒精政策Moog is committed to achieving a safe work environment that is free from the influence of illegal drugs and alcohol. Moog strictly prohibits unauthorized use, possession, manufacture, distribution, or sale of illegal drugs, drug paraphernalia, controlled substances or alcohol on Company

54、 premises, during Company business, in Company vehicles, and/or during work hours. You are also required to be free from the influence of illegal drugs and alcohol while working.Moog encourages any employee with a drug or alcohol abuse problem to voluntarily seek treatment. Conscientious efforts to seek such
