6、4职责 Responsibilities 4.1 总经理是消防第一责任人，负责公司消防程序的审批、执行工作。 Project General Manager shall, as primary principal, be responsible for review and approval of SEPCO fire control procedure documentation and implementation. 4.2施工经理部协助消防部门对施工现场消防器材的配备进行规划。SEPCO Construction Department shall give assistance to f

7、ire fighting department in working out scheme of fire fighting equipment configuration at construction site. 4.3 HSE负责对消防部门的监督、检查。 SEPCO HSE Department shall be responsible for supervision and check of what firefighting department is planning and doing. 4.4 综合办保卫部职责 Responsibilities of Security Grou

10、ination and provision 4.4.3每周组织各单位专职消防员对施工现场、生活区重点要害部位进行一次消防安全检查。每月组织施工部、HSE、消防负责人对施工现场、生活区进行一次全面、系统的消防大检查。 Shall be responsible for taking weekly inspection of fire fighting/safety preparation that all full time fire control groups make at major construction site, living campus locations; taking mo

11、nthly comprehensive inspection, in together with principals from Construction Department, HSE and Fire Control Groups, of fire control configuration at construction site, living campus locations. 4.4.4负责对检查中发现的隐患提出整改措施，督促有关部门及时进行整改，并负责复查验收。 Shall be responsible for putting forward the action how to

12、rectify potential hazard, and urging its implementation and subsequent recheck for it. 4.4.5组织火灾的扑救，负责本工地火警、火险、火灾事故的调查、分析、处理和统计。 Shall be responsible for organizing the action of putting out fire, also for investigating into the fire alarming, fire risk and fire accident occurrence. 4.5 分包商职责 Respon

13、sibilities of Subcontractor4.5.1 SEP1公安保卫部在SEPCO综合办保卫部的领导下负责本公司消防理，对所属区域进行消防设施的配备、维护，重点部位的防火检查。所使用的消防器材自行购买、配备。消防器材要指派专人负责管理，消防员每周定期对消防器材配备情况、设备状况、是否完好等进行检查,并做好检查记录，发现问题要及时处理。在本公司内部组建义务消防队，并报SEPCO综合办保卫部存档。 SEP1 Security Group shall, under leadership of SEPCOs Administration Office, be responsible fo

14、r independent purchase, configuration and maintenance of fire control equipment/facility with full time personnel in charge of these affairs. Firemen must make weekly check of fire control equipment by means of keeping record, ensuring them in good availability at any time. Any problem, if found, mu

15、st be timely solved. SEP1 shall organize its own firehouse and then submit it to SEPCO Administration Office for filing. 4.5 .2 SEP2公安保卫部职责同上。 SEP2 Security Group shall do the same as SEP1 does. 5火灾风险分析及预防措施 Fire Risk Analysis and Preventive Actions 根据防火对象的性质和特点，按“四大”（即火灾危险性大；发生火灾后损失大；人员伤亡大；发生火灾后影响大

16、；）原则，经火灾风险分析，制定以下防火措施。 In view of fire control characteristic, fire control action plan is drawn up in accordance with the principle of Four Significant Considerations (severe danger, severe loss, severe personal injury and severe consequence) as follow: 5.1物料贮存 Material Storage 5.1.1物料的贮存，不得阻碍、埋压消防

17、设施，不得阻挡消防通道。在爬梯底座周围，至少要留出91 cm半径的空隙。 Material must be stored at place where there is no obstruction to or concealing fire fighting access. Round the foot of access ladder, at least 91 cm clearing. 5.1.2 物料不得阻碍洒水喷头。至少要留出91 cm的空隙。 Material must be stored at location where there is no possibility of hi

18、ndering water spraying nozzle, ensuring 91cm clearing away from nozzle. 5.1.3 作业区域内存放的物料应限制在实际需要的最少数量，其贮存方式应当防止靠近火源。 Material must be stored in quantity as least as possible on the basis of actual demand. In addition, storage location must be kept away from anything that may cause fire. 5.1.4 在任何内侧开

19、孔或起吊间的1.8 m范围之内，不得堆放任何物料。 In any vessel with inside opening or shop with hoisting equipment, prohibit laying down any material. 5.1.5 物料贮存方式应该是堆叠、上架、阻塞、或互锁，以防止滑动、坠落、或倒塌。 Material storage must be kept by means of piling, storage rack, backup, or interlocking so as to avoid sliding, falling or collaps

20、e. 5.1.6贮存区域应保持清洁，物料摆放整齐。 Material storage area must be clean, tidy. 5.1.7施工物料应摆放整齐有序。 Material for construction must be laid down in ordered way. 5.1.8贮存物料，数量应最小化。 Material must be stored in quantity as least as possible. 5.2易燃和可燃液体 Flammable and Explosive Liquid 5.2.1不得使用易燃液体（例如汽油、丙酮、变性酒精）进行清洗设备。

21、Absolutely prohibit the use of flammable liquids, such as gasoline, acetone, alcohol as equipment cleanser. 5.2.2在火源附近不得使用易燃/可燃溶剂。 No flammable/explosive solvent use is permitted at location adjacent to anything that may cause fire. 5.2.3 易燃液体只能装在经过批准的、贴有正确标签的、安全的金属罐中进行搬运和使用。 Flammable liquid must b

22、e stored within safe metal tank with affirmed identification label prior to handling and use. 5.2.4当需要贮存的易燃液体的数量超过了56.8升时，应该提供经过批准的、贴有正确标签的贮存柜子。 In the case of more than 56.8 liter flammable liquid to be stored, it is required to make available approved storage tank with affirmed identification labe

23、l. 5.2.5不得将易燃和可燃液体贮存在作为逃生路线的区域、楼梯间或走廊内。 Flammable liquid storage area must not be designed as escape route (either stairway or corridor) in the case of fire risk occurrence. 5.2.6便携式贮油罐应存放在一个周围筑有护堤、并且加有衬里的区域；油罐到建筑物和易燃物的距离必须符合消防安全管理规定。 Where there is portable oil tank piling up, closing levee must be

Distance between oil tank and structure, or/and flammable thing must be specified in accordance with fire control requirement. 5.2.7油库区，应张贴清晰、醒目的警告标志。 In oil storage area, striking warning sign must be installed. 5.2.8对于燃料补充软管，应该在软管的管口处设置一个截止阀，以消除燃料溢出。 In order to prevent fuel leakage

25、, check valve must be set at nozzle of fuel hose. 5.2.9可燃液体（其中包括油或润滑脂）应该贮存在容器或贮油罐内，贴好标签，注明其中所装的物品和油罐的容量。每个油罐都应该： Flammable liquid (include oil or lube) must be stored into vessel or oil tank, with identification label put on, indicating title, capacity. Each tank must be: ·能够承受与贮存液体的类型相适应的工作压力和

26、应力； same type in term of specified pressure and stress that the stored liquid being capable of bearing. ·应采用一种能够防止泄漏的方式进行存放； stored in a way of avoiding leakage. ·放置在一个没有可燃物质的区域； placed where there is no flammable substance around. · 远离明火； kept away from open flame. ·提供排空口或其它措施，以

27、防止由于填充、倒空、或大气温度变化而引起的压力或真空积累； located where there is vent or other means for preventing pressure or vacuum accumulation as a result of filling in, emptying, or atmospheric temperature change. 5.2.10 在贮存或转运易燃物质的位置附近，必须配置适当的灭火设备。 At place where there is stored or transferred flammable material around,

28、 appropriate fire extinguisher must be set.5.3 化工库 Chemicals Warehouse 5.3.1化工库内应通风、防潮，符合要求，保管员应熟悉懂得各类化学物品的性能及使用、保管运输等方面的基本知识，并向领用人员交底。 Chemical warehouse must be designed in accordance with the requirement of ventilation, moisture-proof. Storekeeper must be familiar with all chemicals characteristi

29、cs and usage, including the knowledge in connection with chemicals transport. Storekeeper shall always make explanation to anyone wanting to withdraw chemicals about necessary precautions to be followed. 5.3.2能自燃的物品和化学易燃物品堆垛应当布置在温度较低，通风良好的场所，并应当有专人定时测温记录。 Self-igniting or spontaneous combustion chem

30、icals must be stored at place where there exists a lower temperature and good ventilation, with full-time personnel assigned to take regular temperature measurement and recording.5.3.3库房内不准设办公室、休息室，不准住人，不准用可燃材料搭建搁层。 In chemicals warehouse, no permission is given for setting up office, rest room, res

31、idence in, nor erecting interlayer with flammable material. 5.3.4在库房或露天堆垛的防火间距内，不准堆放可燃物品和搭建货棚。 Within fire control distance from warehouse or air storage location, no permission is given for piling up flammable things, nor erecting freight shed. 5.3.5遇水容易发生燃烧、爆炸的化学易燃物品，不得存放在潮湿和容易积水的地点。 Those chemica

32、ls which are easy to burn, or explode when contact with water must not be stored at location where there is moisture and ponding possibility. 5.3.6保持化学危险物品储存库内通风。对易燃、易爆品应注意通风散热。 Effort shall be made to keep ventilation in hazardous chemicals warehouse, including heat dissipation in the case of flamm

33、able and explosive chemicals storage. 5.3.7库区和库房内要要经常保持整洁，对散落的易燃、可燃物品和库区的杂草应当及时清除。用过的油棉纱、油抹布、沾油的工作服、手套等用品，必须放在库房外的安全地点，妥善保管或及时处理。 Neatness and tidiness must be maintained in chemicals storage and warehouse. Loose chemicals, including ruderal, must be cleared away. Wasted oily cotton yarn, rag and wo

34、rk clothes/glove, etc, must be placed a safe location outside warehouse, then properly disposed of. 5.3.8在库区及库房内使用电器机具时，必须严格执行安全操作规程。电线要架设在安全部位，免受物品的撞击、砸碰和车轮碾压。 When using electric implements at storage area or within warehouse, it is strictly required to observe safety operation procedure. Electric

35、 cable must be routed along safe location, avoiding impacting and vehicle wheel rolling on. 5.3.9使用领料单应严格审批手续。剧毒品、爆炸品的包装破漏不能出库，避免散落引起爆炸、中毒事故，严格执行领发料制度。 Material withdrawal must be through strict examining and approving process. Packing containing virulent chemicals or exploder, if broken or damaged,

36、 must not be withdrawn away for the purpose of avoiding poisoning and explosion accident. Regulations on chemicals withdrawal and distribution must be stringently executed. 5.3.10严格按有关规定对危险化学物品的管理方法执行，剧毒、爆炸物品应设专库、专柜存放，专人保管。 For virulent or explosive chemicals, special-purpose warehouse/tank must be

37、arranged, with full-time personnel in charge of safekeeping, as required in relevant hazardous chemicals management procedure. 5.3.11库内应按规定配备消防器材。 Necessary Fire Fighting Equipment set in Warehouse 5.4压缩气体钢瓶 Compressed Gas Cylinder 5.4.1压缩气体钢瓶上的阀门在下列情况下都必须关闭：（1）工作结束，（2）钢瓶已空，或（3）钢瓶准备移动。 The valve on

38、top of compressed gas cylinder must be closed in the cases of job completed, cylinder empted or to be moved away. 5.4.2在搬运气瓶过程中，气瓶运输前应旋紧瓶帽，轻装轻卸，严禁抛、滑或碰击。汽车运输应备有灭火器，严禁在车上吸烟或点火。 During gas cylinder being moved away, cylinder cap must be tightened, handled gently, and firmed reliably, avoiding throwing

39、, sliding or impacting. Vehicle carrying compressed gas cylinder must be equipped with extinguisher. Prohibit someone smoking or striking fire on vehicle. 5.4.3在起吊压缩气体钢瓶时，不得通过阀门保护帽起压，不能用钢丝绳起吊，而应用专用的吊笼或固定在框架上起吊。 When lifting up compressed gas cylinder, no permission is given for making use of valve p

40、rotection cap, nor wire rope. Special purpose suspension cage or frame is required for lifting up operation. 5.4.4压缩气体钢瓶始终都应以直立向上的位置进行固定；短时间搬运除外。 Compressed gas cylinder must be placed always upright except handling within short time. 5.4.5贮存和放置压缩气体钢瓶时，应避免靠近到火花、热的焊渣、或火焰。如.果无法避免，则必须提供阻火屏障。 Compressed

41、 gas cylinder must be stored and placed in a way of avoiding being close to spark, hot weld residue or flame. If this kind of danger source cannot be kept away, fire barrier must be available at site. 5.4.6 压缩气体钢瓶不能当作一个电气回路使用，也不能将气瓶放置在可能会变成电路一部分的场所。 Absolutely not use compressed gas cylinder as elec

42、tric loop, nor placed at some point which possibly becomes part of electric loop. 5.4.7不得将压缩气体钢瓶当作辊子使用。 Not use compressed gas cylinder as roller purpose. 5.4.8贮存过程中，不同类型的钢瓶（氧气与燃料气体）应该通过1.5 m高、1小时阻火额定值的屏障隔开，或者中间留出6.1 m的距离。 During storage, various kinds of steel cylinder (containing oxygen and fuel g

43、as) must be isolated from each other with fire barrier in terms of 1.5m high and one hour duration. 5.4.9各类压缩气瓶应使用合格的减压器，严禁不装减压器直接使用。乙炔气瓶必须装设专用的减压器，回火防止器。 Compressed gas cylinders containing must be equipped with qualified decompressor. No use of compressed gas cylinder is permitted if without insta

44、lling decompressor. Acetylene cylinder must be equipped with special-purpose decompressor and backfire prevention device. 5.4.11 钢瓶贮存位置应保持良好保护、通风和干燥，距离高度可燃物质至少6.1 m，并且要远离出口通道，例如楼梯间和电梯。不得使用钢条去撬或松动保护帽。 Good ventilation and dry ambient must be maintained where steel cylinder is placed. Steel cylinder m

45、ust be away 6.1m from flammable the combustible, also away from access to exit, such as stairway and elevator. Not use steel bar to loosen protective cap on cylinder. 5.4.11已经损坏或有缺陷的钢瓶不得再使用；应该将它们挂好标签，返回厂家 Damaged or defective steel cylinder must not be used again. On the contrary, this kind of cylin

46、der must be labeled, then returned to vendor. 5.4.12氧气钢瓶上不得有油或脂。 Make sure that there is no any oil or grease stick to oxygen cylinder.5.4.13压缩气体钢瓶在运输、使用和贮存时都应保持在直立向上的位置。 Compressed gas cylinder, when transported, used and stored, must be placed upright. 5.4.14气瓶在使用时，应用链条、金属夹或绳子固定。不能固定到建筑物上，或无固定设施及躺

47、在地上。气瓶的内六角板手应用线绳固定在气瓶上，使用的管路应摆放整齐。 In using gas cylinder, it is desirable to use chain, metal clamp or rope for fixing it. Inner hexagon spanner, by means of cotton rope tied to cylinder, should be available at any time. Tube and hose must be put nearby in ordered way5.4.15不允许将钢瓶固定到任何建筑物结构上、让它自行站立、或

48、横躺在地面上。 Steel cylinder must be placed upright or horizontally laid down, instead of being fixed to any structure.5.4.16如果需要一把套筒扳手，则应该用一截钢丝绳将它固定到钢瓶手推车上；使用期间，始终都要将它放置在乙炔钢瓶的阀门上。 Socket wrench, if needed, should be connected to cylinder trolley using a segment of wire rope, and be ensured to be located

49、on acetylene cylinder when cylinder use. 5.19不用时，压缩气体钢瓶上的阀门应彻底关闭。 Valve on compressed gas cylinder, when cylinder is no longer needed, must be tightened by means of valve on cylinder.5.4. 20不同气瓶应用不同颜色加到区别并注明气体名称： Different type of gas cylinder shall be identified with diverse color, also indicating

50、gas name. 氧气瓶为天蓝色，并标注“氧气” oxygen cylinder labeled as blue, with Oxygen mark 乙炔气瓶为白色，并标注“乙炔” acetylene cylinder labeled as white, with Acetylene mark. 氩气瓶为深绿色，并标注“氩气” Argon cylinder labeled as dark green, with Argon mark. 5.4.21压缩气体钢瓶内的气体不得全部用尽，氧气瓶应留2公斤/C Gas in compressed gas cylinder must not be used out, but 2kg/cm2 remaining is preferred. 乙
