2、arlybroughtforwardtheguidelinesofdevelopingproduction,improvinglivingstandards,fosteringmorecivilbehavior,improvingtheoverallcleanlinessofvillages,andexercisingdemocraticmanagement.Theproblemsfacingagriculture,ruralareasandfarmerswasamostessentialissueinthebeginningofChinasreform.1982-1986,Chinapubl

3、ishedfourNo.1DocumentsoftheCPCCentralCommitteefocusedonagriculture.From2004on,theChineseGovernmenthasconsecutivelypublishedfourNo.1Documentsandformulatedaseriesofpoliciesofsupportingagricultureandgivingfavorabletreatmenttofarmers.Allthesehavepressedonwiththeincreaseinbothproductionandincomesoffarmer

4、sandimprovedthecomprehensiveagriculturalproductivecapacity.TheChineseGovernmentabolishedtheRegulationsonAgricultureTaxonJanuary1,2006.ThismeansthattheagriculturaltaxthathasmaintaineditspresenceinChinaformorethan2,000yearshasformallybecomeapartofhistory.Themeasuresinabolishingtaxonspecialagricultural

5、products,animalhusbandrytaxandslaughteringtaxtakenbythegovernmentmayrelievethefarmersfromaburdenofRMBI20billioneachyear.In2006,theChineseGovernmentdecidedtoexempttheprimaryandjuniormiddleschoolstudentsinthewesternruralregionsfromalltuitionfees,offerfreetextbookstopovertystrickenstudentsandsubsidizeb

6、oarderswiththeirlivingexpenses.Inordertofurtherlightentheburdensoffarmers,theChineseGovernmenthasexemptedthestudentsintheruralareasacrossthecountryfromcompulsoryeducationtuitionfeesin2007.Nearly150millionruralkidsnowareabletogotoschoolforfree.Since2006,theChineseGovernmenthasconsiderablyraisedthefar

7、mersmedicalsubsidystandards.AccordingtothestatisticsoftheMinistryofHealthofChina,inthefirstthreequartersof2007,726millionpeopleparticipatedintheNewRuralCooperativeMedicalSystem(CMS),theparticipatingratefortheCMSreached85.96%,and263millionperson-timeofpeoplebenefitedfromit.Currently,ruralbasiclivinga

8、llowancesystemshavebeenestablishedinallthe31provinces,autonomousregionsandmunicipalitiesdirectlyundertheCentralGovernment,and20.68millionfarmershavebenefitedfromit.AccordingtotheChineseGovernment,newcooperativemedicaltreatmentandmedicalaidsystemswillbebasicallyestablishedinthecountrysideofthewholeco

9、untrybytheendof2008.Withsteadilygrowthinagriculturalproduction,sustainedincreaseinfarmersincomesandremarkableachievementsmadeinbuildinganewsocialistcountryside,theagriculturalandruraldevelopmentinChinahasenjoyedagoodmomentumin2007.Maintaininganannualgrowthrateofmorethan6%forfourconsecutiveyears,ther

10、uralpercapitanetincomehasexceededRMBI,000Yuan,ariseofabout7%.ItwasthefourthconsecutiveyearofincreasedfoodproductionforChinainthenewcentury,withthetotalfoodoutputexceeding1trillionJin.Bygropingforwaystobecomerich,teachingagriculturaltechnologies,improvingruralenvironment,developingroadtraffic,establi
