1、國立臺中教育大學環境教育研究所碩士論文實驗室化學品管理系統網路建置之研究-以某研究機構為例指導教授：林素華 博士 林盛隆 博士研究生：康惠雯 撰中華民國九十七年六月實驗室化學品管理系統網路建置之研究-以某研究機構為例指導教授：林素華博士、林盛隆博士研究生：康惠雯有關實驗室或工廠因不當的運作化學品所釀成的災害事件層出不窮，化學品運作人員於化學品的使用、貯存、運送、廢棄等過程中，可能因管理不當、運作疏失等因素，引起了化學品洩漏、火災、爆炸、污染等化學災害事故。本研究以研究機構為對象，機構內實驗室的化學品依教學、試驗或研究計劃等需求，經常變動且呈現非常多元化，且因化學品種類多量少的特性，使實驗室潛藏

2、著化學品的危害風險。根據學者研究統計，於實驗室發生的化學品事故約每2個月就有1件。有鑑於此，實驗室化學品的管理成為實驗室災害預防的首要重點。本研究藉由一種有效的工具或方法將化學品管理困難的問題整合起來，選擇以廣為流通、訊息傳輸快速的網路平臺建置化學品填報管理系統。透過化學品管理系統之建置，以利進行化學品運作管制、運作記錄管理、配合政府各部會主管機關之管制申報及資料登錄作業，並提供機構內化學品資源共享機制與平臺，有效管理機構內化學品，以期達到研究與環境之永續發展為目的。本研究依循戴明管理PDCA循環模式，建構一套適用於研究機構之化學品填報管理系統（CRMS），系統建置完成後，以問卷調查與作業查核

3、進行PDCA-Check、Action階段之檢查與矯正，以便瞭解化學品填報管理系統之運作滿意度，及填報資料之正確性與可用性。整體系統運作滿意度達35%感到滿意，40%感到普通，25%感到不滿意，本系統獲得大多數系統操作人員的認同，以普通、滿意回覆者佔75%。另外，透過操作者依實際操作所提出之改善建議，以作為本系統未來持續改善之參考，使系統更臻完善且永續運作。關鍵字：化學品、化學品填報管理系統、PDCA循環The Development of an Internet Platform for Chemicals Management System in Labortaries - A case

5、used on the chemicals used in a research institute, because the laboratory chemicals in the research institutes are used for many different purposes, such as teaching, testing, experimentation and study projects, chemicals are stored in a “volume little but numerous kinds” condition. It always makes

6、 the laboratory under the danger chemical risk. Many studies have pointed out that, the chemical accidents happen in the laboratory at least once every 2 months. Therefore, the management of laboratory chemicals is the primary focal point to prevent laboratory calamity. This study the constructed a

7、chemical register management system which is based on computer network to administrate chemicals. Through the characteristic of wide bandwidth, fast transmission and powerful database, this system provides operation controlling, storing record management and control reporting functions to government

8、, another institutes and laboratory who join this system. Additionally, it also offers resource-sharing to every laboratory in order to reduce the storing cost and to use chemicals easily and effectively.The “Deming PDCA Cycle module” is adopted in the chemical register management system (CRMS). 9、er the systematic construction was completed, a questionnaire investigation was conducted and practical implementation was also processed to test the system, especially in PDCA-Check and PDCA-Action steps to inspection and correction. The results showed that there is 35% in whole systematic operation satisfaction feel “satisfied”, 40% feels “ordinary” and 25% feels “ unsatisfied “. This system about 75% responders satisfied.
