I cherish FIFA mre than anything and I want t d nly what is best fr FIFA and fr ftball. I felt cmpelled t stand fr re-electin, as I

2、believed that this was the best thing fr the rganisatin. That electin is ver, but FIFAs challenges are nt. FIFA needs a prfund verhaul.While I have a mandate frm the membership f FIFA, I d nt feel that I have a mandatefrm the entire wrld f ftball ndash; the fans, the players, the clubs, the peple wh

3、 live, breatheand lve ftball as much as we all d at FIFA.Therefre, I have decided t lay dwn my mandate at an etrardinary elective Cngress. Iwill cntinue t eercise my functins as FIFA President until that electin.The net rdinary FIFA Cngress will take place n 13 May 2019年 in Meic City. This wuldcreat

4、e unnecessary delay and I will urge the Eecutive Cmmittee t rganise anEtrardinary Cngress fr the electin f my successr at the earliest pprtunity. This willneed t be dne in line with FIFAs statutes and we must allw enugh time fr the bestcandidates t present themselves and t campaign.Since I shall nt

5、be a candidate, and am therefre nw free frm the cnstraints that electinsinevitably impse, I shall be able t fcus n driving far-reaching, fundamental refrms thattranscend ur previus effrts. Fr years, we have wrked hard t put in place administrativerefrms, but it is plain t me that while these must cn

6、tinue, they are nt enugh.The Eecutive Cmmittee includes representatives f cnfederatins ver whm we have ncntrl, but fr whse actins FIFA is held respnsible. We need deep-rted structuralchange.The size f the Eecutive Cmmittee must be reduced and its members shuld be electedthrugh the FIFA Cngress. The

7、integrity checks fr all Eecutive Cmmittee members mustbe rganised centrally thrugh FIFA and nt thrugh the cnfederatins. We need term limitsnt nly fr the president but fr all members f the Eecutive Cmmittee.I have fught fr these changes befre and, as everyne knws, my effrts have been blcked.This time

Mr. Scala is the Independent Chairman f urAudit and Cmpliance Cmmittee elected by the FIFA Cngress. He is als the Chairman f thead hc Electral Cmmittee and, as such, he

Mr.Scala enjys the cnfidence f a wide range f cnstituents within and utside f FIFA andhas all the knwledge and eperience necessary t help tackle these majr refrms.It is my deep care fr FIFA and its interests, which I hld very dear, that has led me t take thisdecisin.
