9、al character lookup method突然停电应急预案一、影响简析与应急等级划分突然停电，将产生多方面的影响，一是作为公用工程设施，如果长时间因为停电而不用作，则有可能将使入网企业停产，二是集水井提升泵停转，导致管网积水，污水从管网沿线溢出，影响周围环境，三是突然停电带来的感应电流导致厂内设备损坏。因此，突然停电，属于事故灾难的公共设施和设备事故，同时也是环境污染和生态破坏事件。由于污水管网沿线没有经过水源保护区和特殊环境保护地，因此，不会造成重大环境的事故，也不会造成伤亡事故，应急等级属于 IV 级（一般） 。二、总体预案见下图突 然 停 电维护发电设备电话供电局或周边企业是否

11、班班长应立即报告厂长，并通知电工，记录停电时间。2、先期处置2.1、电话警戒、切断污水来源（1）当班班长立即派人电话通知污水提升泵站，告知由于厂区停电禁止送水。然后立即电话各个企业警戒污水池水位，说明突然停电，要求暂时禁止送污水。（2）泵站管理员接到通知后，立即停泵（或不开泵），并电话通知工业区各企业警戒污水池水位，说明突然停电，要求暂时禁止送污水。备注：电话通知顺序应先选择大水量企业。电话名录见表二。表二：突然停电先期处置电话联系单表（抄送泵站一份）名称电话名称电话名称电话2.2、检查设备班长组织生产人员将现场所有设备退出运行状态。3、应急处置1、查明原因电工负责电话询问供电局或周边企业，查

12、明供电方是否有故障。如果不是，则应立即厂内电路是否正常。2、应急维修（1）若低配系统出现问题，则由电工立即维修，同时预计好维修时间，如时间过长，则由班长派人再次电话二次警戒各入网企业，禁止送水。（2）若高配出现问题，则由电工立即通知电力局抢修部门，如抢修部门预计的维修时间过长，则由班长派人再次电话二次警戒各入网企业，禁止送水。3、如果是供电方有故障，则由电工负责启动自备发电设施。4、启动发电设施后，班长组织人员启动各设备，如果发现有设备因为突然停电而损坏，则应立即有机修负责、电工配合维修。4、应急结束正常供电后，并且各设备正常启动，工艺可以正常运行，则为应急结束，可以由班长负责组织人员电话通知各企业进行送水，为了防止突然供水增加，班长应负责组织人员加强监控集水井水位，随时准备增开备用水泵。五、应急小组突然停电应急小组以电工和当班班长为核心，具体见表三。表三：突
