1、创建文明(示范)路工作方案 为强化市容秩序管理,推进城市管理行政执法工作,打造休闲商务区,全面提升我分局“依法行政,文明执法”水平,为此,特制订行政执法分局创建文明(示范)路工作方案。 一、指导思想以邓小平理论和“三个代表”重要思想为指导,认真贯彻落实党的十六大、十六届三中、四中全会精神,紧紧围绕“廉洁公正,作风优良,业务精通,素质过硬”的建队宗旨,全面落实以人为本的科学发展观,认真履行职责,为打造“高效XX”,实现把XX建设成休闲商务区的战略目标,努力建设一个经济繁荣,人居典范、社会和谐的新桂城。 二、任务目标 摸索长效管理机制,实行中心城区、郊区和道路分级管理,主干道要按照文明(示范)路的
2、要求,实行严格管理,次要干道实行严格控制,小街巷实行规范管理,坚持人定路(区)、路(区)定标、标定责的岗位责任,逐步建立和完善长效管理机制,努力改变“整治反弹再整治再反弹”的不正常现象,改变突击式、运动式的工作模式,提高执法效率,巩固执法成果。三、组织领导分局成立创建文明(示范)路领导小组。名单如下:组 长:XXX副组长:XXX成 员:各中队队长领导小组要结合创建文明(示范)路工作实际,研究制定具体的工作方案,协调组织创建文明(示范)路工作。 四、首批文明(示范)路经分局研究,决定将XX大道作为首批文明(示范)路。XX大道道路红线宽度为55米,路宽55米,人行道宽20米。路长5400米,道路面
3、积297000平方米(其中人行道面积108000平方米)。分局将按照文明(示范)路的标准,对XX大道进行整治。 五、文明(示范)路标准1、建筑物管控。建筑物严禁加建、搭建任何设施,在外墙立面和阳台、露台及飘板上不准有违规搭拉、吊挂和堆放物件等影响市容观瞻的现象;首层飘蓬下不允许乱搭遮阳蓬。2、店铺经营场所管控。店铺经营场所不得存在油烟、噪音超标准排放、污水违规外流现象,未经批准经营业主不得超出建筑物外墙进行摆卖。3、市政设施和施工管控。不准乱堆、乱占、乱挖路面,禁止任何施工单位以路面为载体就地拌和沙浆或灰浆。4、建筑工地管控。工地封闭围档设施要规范,污水处置符合环保要求,工地出入口洗轮胎设施正
4、规使用,施工围墙外无堆放建材和余泥垃圾,不得超时施工和超标排放噪音。5、园林绿化设施管控。路树不得乱搭拉、乱钉挂,路边花基不得堆放杂物和存放垃圾。6、环境卫生管控。街头、路边和闲置地不得存在乱倒余泥现象,业户要对卫生责任区落实责任,运行中的车辆不得出现洒漏现象,不得露天焚烧沥青、橡胶、垃圾及其他产生有毒气体的物质。7、静态交通管控。在划有标志线的准停路段,车辆必须按规范停放,不得在禁停路段乱停放车辆。8、悬挂物管控。未经审批不得挂设。审批必须严格控制,挂设规范,查验到位。9、广告牌和灯箱管控。广告牌和灯箱必须按规范设置,不得乱竖乱挂广告牌、灯箱。10、小广告张贴和喷涂管控。不得出现乱张贴乱喷涂
5、的现象。11、废品收购站管控。所收物品全部入室堆放。12、空地管控。空地内外无乱倒余泥垃圾、无乱搭建窝棚及其他违建物。 六、工作措施 1、加强宣传教育。通过派发宣传单张,借助新闻媒介宣传报道等方式,使创建文明(示范)路工作做到家喻户晓,为创建文明(示范)路工作营造良好的氛围。2、突出工作重点。创建文明(示范)路工作要突出重点,努力抓好管理的制度化和规范化建设,加大城市管理力度,提高城市管理水平,把城市管理行政执法工作提高到一个新水平。3、落实管理责任制。牢固树立“依法行政,文明执法”的思想,抓好执法队伍的教育,增强他们的法规观念、责任意识、培养职业道德。实行考核制,严格规范执法行为。 七、创建
6、工作时间与步骤 (一)宣传发动阶段(x月x日x月x日)各中队要依据本方案,结合自身特点和实际情况,召开会议,提高思想认识,明确任务要求,分解目标,落实责任。并结合自身实际情况,制定可行性、操作性强的具体实施方案。 (二)组织实施阶段(x月x日x月x日)各中队要认真对照标准和要求,认真查找不足和缺漏,进一步落实分局各项规章制度,加大巡查、处罚力度,细化资料的整理和归档工作,按照文明(示范)路的要求对道路进行整治。 (三)验收阶段(x月x日x月x日)分局统一组织,对各文明(示范)路进行检查验收,对工作扎实,有创新精神的中队给予表扬推广。(四)巩固提高阶段(x月x日x月x日)各中队在验收的基础上,进
7、一步加大执法力度,巩固创建成果,提高管理质量。分局将不定期对各文明(示范)路进行检查,确保创建成果。 八、工作要求 在创建文明(示范)路工作中必须做到以下几点: 1、依法行政 坚持党的基本路线,认真贯彻执行相关的工作方针、政策和法律法规,坚持群众路线,强化“服务人民、奉献社会”的意识。执法人员做到刻苦学习、爱岗敬业、忠于职守、廉洁勤政、克己奉公,开拓进取,依法行政,保证工作质量,提高工作效率,办案程序规范。 2、文明执法 要坚持全心全意为人民服务的宗旨,工作态度严肃认真,严格执行工作标准和操作规范,认真履行职业责任、职业义务,遵守职业纪律和职业道德。正确运用相关的法律、法规,秉公执法,遵章守纪
8、。树立执法为公的思想,严于律己,不徇私情,坚持实事求是,严格按法律和政策办事。 3、文明服务 坚持以人为本,提高服务质量标准,克服服务态度“冷、横、硬、推”的现象。深化服务承诺制度和政务公开制度,自觉接受群众和社会舆论的监督,及时解决群众提出的热点难点问题。群众投诉处理率达到100%。 创建文明(示范)路的任务光荣而艰巨。我们要以“三个代表”重要思想和十六大精神为指导,全面落实上级指示精神,解放思想、开拓创新、结合实际、扎实工作,努力创建人民满意的执法队伍,全方位展现城市管理行政执法工作新形象。 本文为Word版资料,可以任意修改编辑。如果你看到我上传的资料这个后缀,请删除后使用。高效学习方法
9、和技巧学习需要方法,找到适合自己的方法,学习才能事半功倍。接下来,我结合我自己的学习情况,给大家总结的高效学习五部曲一、预习是学习的重要环节上课前充分预习,考试前充分地复习,与“打有准备之仗”有同曲之道。预习效果好,听课才能有针对性;听课有针对性,复习才能顺利进行;复习深刻,作业、考试才能得心应手。所以说预习是学生学习过程中一个必不可少的环节。二、掌握好高效的听课方法课上集中精力听课,是掌握知识的捷径。听讲时,思想上必须与老师讲解的思路保持一致,听老师对事物是怎样分析、推理;听老师解决问题是用什么方法、技巧;听老师对问题有哪些提问和解释。这样才能把握住听课的重点。听讲中,要把自己在预习中的理解
10、,和老师讲解的相比较,看自己和老师有哪些相同点和区别点。三、合理安排复习时间很多科学家通过研究发现,有几个时间段有利于巩固记忆:一是学习后最初几分钟内,电生理活动引起蛋白质的合成;二是学习后在48小时内复习;三是一周之后脑突触发生永久性变化。根据人在学习过程中这一生理变化,采用复习加强记忆就显得特别重要了。如果我们能够在学习的内容即将忘记时进行复习,那么复习的效果最好,效率也最高。著名的心理学家艾宾浩斯通过实验发现了人的记忆与遗忘规律。实验证明:在学习仅过了20分钟后,就忘记记忆内容的42%,1天后忘却量已经达到了66%,到了第31天,忘却量高达79%。他根据实验结果,画成了著名的遗忘曲线。并
11、表明遗忘的规律是“先快后慢”。这条规律提示我们,定要尽早、及时地对所学知识进行复习,以便在知识还在大脑内时就加深印记,否则大脑中已经没有痕迹了,只能再费精力重学。合理安排复习时间特别重要并且必要,制定复习计划,严格按精英特计划执行,并力求形成习惯,是我们每一位学生都应该力求努力做到。我们为什么要复习呢?因为我们记忆效果没有那么好,不可能过目不忘,所以需要重复、增强记忆。同时,复习的进展也有利于学习效率的提高。四、做作业的科学方法这里有七种做作业的技巧:1、先复习后做作业。复习是做好作业的关键,只有复习得好,作业才能做得好。做作业前先把老师这一节课所讲的内容认真地看一看,弄清楚基本原理和概念后再
12、去做作业,作业才能做得既快又好。2、认真审题。 做作业最关键的步就是审题,连题都判断错了,作业内容就全错了。首先第步要弄清楚题目的内容,所给的条件,什么要求,需要联系哪些知识等等;其次是考虑好解题思路、方法、步骤,要善于把道题分成几部分,化大为小、化难为易、分清其中的已知和未知,弄清各部分的联系,设计好整个解题步骤,定要让自己做到不明白题意不做题,不清楚方法步骤不下笔。3、细心的做题。 做题是表达思路的全过程,这个过程要求既动脑、又动手。做题的关键是要保证“规范”、“准确”。要做到这两点就要求学生认真的抄好题,书写格式必须正确、规范,严格按照各类题的解题要求,仔细演算解题的每步,得出正确的结果
13、。只有平时做题认真细致,步骤完整,思路正确,表达严密,准确无误,考试时才能按照这种良好的习惯进行五、重视错题积累在学习的过程中,同学们可能遇到过一错再错的现象究其原因,多数是由于在学习中不求甚解,不注意总结积累所致。那么,该怎么办呢?实践证明,自编一本“易错题集”是避免做题一错再错的最好办法。错题本的复习方法:1、每周把该周错题本中记录的题目快速浏览一遍;2、每月把该月错题本中记录的题目再快速浏览一遍;3、每个季度把错题本中三个月记录的题目再快速浏览一遍;4、大考前把该错题本中的所有题目认真复习一遍,确保题不二错¥¥®÷¥©®½
