37、子品质和附加值，强化农业资源综合开发，增强了产品竞争力。该场生产的小麦平均亩产已由原来的600多斤增加到1000多斤、水稻由800斤增加到1200斤，皮棉每亩由80斤增加到近200斤，产品在市场供不应求。二、建设地点大丰市稻麦原种场位于大丰港经济开发区北首，交通便利。所在地交通便利，地理条件优越，s332省道西侧连接大丰城区和大丰港区。三、建设内容及规模1、建设的主要内容大丰市稻麦原种场科研楼及食堂，初步规划单层，局部二层，根据项目实施要求需建一幢占地1158科研楼。同时，由于大丰市稻麦原种场良种生产规模的不断扩大，场部工作人员的增加，场部现有的职工食堂已不能满足需求，需新建一幢占地480食堂

48、农委拟在大丰市城东新区重新规划建设市稻麦原种场科研楼及食堂。1.2项目建设是创建文明和谐单位的需要。目前绝大多数单位是“三无”（无会议室、无图书阅览室、无文化活动室）单位，不符合文明和谐单位创建要求。该项目的建成可以满足便民服务和文化活动的需求，对达到创建文明和谐单位提供必要的硬件条件。2、项目建设的可行性2.1稻麦原种场科研楼及食堂项目符合中央有关政策。中共中央、国务院关于进一步严格控制党政机关办公楼等楼堂馆所建设问题的通知中指出：党政机关办公楼建设必须体现庄重、朴素、实用和节约资源的原则；党政机关办公楼建设必须符合土地利用和城市规划要求，从严控制用地规模，严禁超标准占地、低效利用土地，不得

49、占用耕地，不得配套建设大型广场、公园等设施。稻麦原种场科研楼及食堂的建设符合大丰市城市建设用地规划，是解决本单位分散服务，不能统一管理的最佳方案。2.2建设项目在建设条件上完全具备。拟建地的水源、电源、热源均为市政配套管网，各公用条件供应能力充足，可以满足项目建设需要。综上所述，稻麦原种场科研楼及食堂项目的建设符合各方面发展的需要，是必要可行的。第三章 建筑设计方案一、建筑设计指导思想与原则 便民服务中心的建设应满足为人民服务的需要，本项目的设计思想有以下几个方面为指导原则：1、 人性化设计本着以尽可能的满足便民服务需要。充分考虑辖区实际情况，以解决服务辖区居民需要，构建社会主义和谐社会。2、

57、较丰富。斗龙港：斗龙港是里下河地区1.1万多平方公里范围内四港（即斗龙港、新洋港、黄沙港、射阳河）排涝入海的干河之一，排水量占里下河地区入海流量的10%，原上游起自草堰正闸，与串场河相通，向东北流经西团、大中西河口、新丰、金墩、龙王庙（即三龙）至下明闸入海，全长51.7公里，曲折系数为93%，河口宽50至120米，河底高程负1.9米至2.5米。1965年该河整治后，又分新、老斗龙港，从兴盐界河向东北至斗龙港闸称新斗龙港；从新老河交汇处向南至西团称老斗龙港；西团至草堰北闸称五十里河。二卯酉河：二卯酉河为垦区由南向北排列的第二条东西向河，西起老斗龙港，向东经大中集、裕华、东坝头、王港乡，至新海堤富河，全长29.4公里，底宽10米，底高程负1.5米，边坡1比3，流域面积95平方公里。经改建后，二卯酉河已成为垦区中部，王港滩途兴垦引、排的主要河道，并可调节西部地区排水，也是大中集内外交通的唯一干线。老斗龙港：老斗龙港是大丰市境内由南向北流的河道，河道面宽约5060m
