1、党的群众路线教育活动查摆问题、开展批评环节谈心交心活动实施方案为深入践行党的群众路线教育实践活动,实事求是挖出问题,讨论问题,解决问题,进一步提高我市党员领导班子、党员干部思想认识水平,为我市下一步开好专题民主生活会和组织生活会打好基础,根据xx党委要求、xx市党的群众路线教育实践活动查摆问题、开展批评环节谈心交心活动实施方案和xx市党的群众路线教育活动查摆问题、开展批评环节谈心交心活动实施方案文件精神,结合我市实际,制定谈心交心活动实施方案如下。一、目标要求紧紧抓住为民务实清廉主题,按照“照镜子、正衣冠、洗洗澡、治治病”总要求,对照“三严三实”问题,通过谈心交心深入查找我市领导班子、党员干部

2、在“四风”方面存在的突出问题,分析存在问题的原因,研究制定问题解决市法,为开好专题民主生活会和组织生活会奠定基础,并达到领导班子之间、党员干部之间加强沟通、增强凝聚力、改进工作作风的良好效果,进一步推动我市各项工作开展。二、基本原则(一)坚持实事求是、从实际出发的原则。本着对党组织负责,对党的事业负责,对同志负责,实事求是,一切从实际出发,说真话,道实情。谈心时,要给对方至少提出x条批评意见,见人见事见思想。(二)坚持以人为本、以诚相待的原则。尊重和关心同志,开诚布公,坦诚交流,善于听取同志意见,通过真挚的感情交流,诚恳的交心谈交心,防微杜渐,最终达到增进了解、关心爱护、共同进步的目的。(三)

3、坚持有的放矢、耐心疏导的原则。围绕“四风”方面存在的问题,有针对性地交换意见。互相提醒知无不言、言无不尽,用于指出问题、真诚帮助提高。在谈心中要相互耐心说服,做好心理疏导,把增进团结作为开展谈心交心活动的出发点和落脚点,形成“团结批评团结”的氛围。三、活动安排(一)时间安排。我市交心谈心活动安排为:x月x0日至xx日,领导班子和领导干部全部完成谈心交心,同时对查找出的问题系统梳理,撰写对照检查材料;x月xx日至xx日,领导班子召开班子会议审议班子对照检查材料,领导班子主要负责同志对材料审核把关;x月xx日至x月x日,领导班子和领导干部对照检查材料在我市一定范围内征求意见;x月x日至x日,领导班

4、子和领导干部对照检查材料上报党的群众路线教育实践活动第六督导组审核;x月 x日至x日,领导班子和领导颁布对照检查材料报上级党组织教育实践活动领导小组备案。(二)方式方法。以个别谈话为主,对情况特殊的谈话对象,可采取电话沟通、重点约谈、上门恳谈等方式进行。(三)谈话范围。根据上级要求,谈心交心要做到“四必谈”,即班子主要领导与班子每个成员比必谈,班子主要领导与每个党员干部必谈,班子成员之间必谈,班子成员与每个党员干部必谈。(四)轮次安排。谈心交心安排三个轮次:第一轮在查摆问题中进行;第二轮在撰写和修改对照检查材料期间进行;第三轮在民主生活会、组织生活会召开前一周进行。谈心交心要做到“五个谈透”,

5、即班子的问题谈透、个人的问题谈透、对方的问题谈透、拟在会上的批评意见谈透、改进的措施谈透。四、谈心内容(一)主动亮明自身存在的“四风”问题。(二)诚恳指出对方存在的“四风”问题。(三)互相交流对班子存在的问题的看法,深入探讨解决问题的意见建议。(四)班子成员之间对拟在专题民主生活会上开展批评的问题进行充分的沟通和交换意见。(五)交流思想上的困惑和工作中的问题。五、有关要求(一)高度重视,端正态度。全市领导班子成员、党员干部要把谈心交心过程作为发扬民主、征求意见曲一个重要途径,作为化解矛盾、增进团结、激发活力、推动工作的一项重要措施;要积极参与,防止和克服新的形式主义,坚决杜绝走过场;要正确对待

6、别人和自己,敛到解剖自己不峥严、批评别人要客观、接受批评要虚心。(二)狠抓落实,确保实效。要把谈心交心活动落到实处,坚持把话讲在当面、把问题摆上桌面、把矛盾化解在前面。专组织主要负责属志主动约谈、主动先谈,按序开展、循环进行。要舍得花时间、有足够的耐心,一次谈不好的要多次谈,直到谈充分、谈到位为止。坚持“三谈三不淡”:谈真心实意的话、具体实在的话、提醒帮助的话,不谈不着边际的话、模棱两可的话、维赞美的话,避免以研究工作代替谈心谈话。(三)做好记录,深入总结。谈话双方要认真记录谈话中提出的意见、建议、要求等具体情况。对谈心谈话中反映的问题能当面解答的要当面解答,不能当面解答的事后要有 反馈,真正
