垃圾管理计划(新)

1、前 言INTRODUCTION1.本计划根据国际海事组织制定的国际防止船舶污染公约73/78附则V第10条的要求编写。This plan is written in accordance with the requirements Regulation 10 of Annex V of Pollution from Ships ,1973,as modified by the protocol of 1978 relating thereto(MARPOL73/78) by the International Maritime Organization. 2.本计划包括了国际海事组织制定的“垃

2、圾管理计划编制指南”所要求的全部资料和操作程序。This plan included all the requirements as stated in the Guidelines for the Development of Garbage Management plan by the International Maritime Organization.3.本计划是为本船船员在船上使用，以船员使用的工作语言和英文编写。This plan is used for the crew on board, and written in both Chinese and English.4.本船

3、船员应严格按照本计划的规定有效地管理垃圾，防止水域污染。Crew onboard should observe the requirements of the plan in order to prevent garbage pollution.第一章垃圾管理计划实施人员职责Chapter I Duties of the persons of theimplementation of the plan1.总负责人职责Duties of the persons in full charge of carrying out the plan 本船垃圾管理计划实施总负责人是本船船长，其主要职责是：T

His duties will include:（1）.负责垃圾管理计划在船上的全面贯彻实施；Be in full charge of implementation of the plan;（2）.负责组织全体船员的培训、教育工作；Be in charge of the training and drilling for the crew;（3）.船舶发生垃圾污染事故时，组织船员进行应急处理并及时报告主管机关；Muster the crew to take emer

5、gency action when garbage pollution happens2.具体实施负责人职责The duties of the designated person本船垃圾管理计划具体实施负责人是本船大副，其主要职责是：The chief officer is the designated person of the implementation of the plan, his duties will include:（1）.检查“垃圾公告牌”是否符合要求；Ensuring placards are displayed in accordance with the Regula

6、tions specified in MARPOL 73/78;（2）.教育船员遵守船上垃圾管理计划；Monitoring the crew to comply with the plan;（3）.根据设备功能进行垃圾焚烧；Incineration of wastes in accordance with the equipment manufacturers instructions;（4）.联系垃圾的岸上回收业务；Liaison the shore authorities for port reception facilities;（5）.按照规则的要求在记录簿上填写并签字。Signing

7、 the garbage record book as required by the regulations.3.垃圾收集处理人员职责Duties of the persons in charge of collecting, handling garbage船上的大厨、水手长、机工负责垃圾的收集、处理工作。Ships chief cook, bosun and motor man is responsible for collecting and handling garbage.垃圾收集处理人员的职责包括：Their duties will include:（1）. 收集处理船上垃圾；C

8、ollecting, handling daily garbage;（2）.垃圾分类；Separating garbage;（3）.保持垃圾储存点的卫生。Cleaning the place of storing garbage.4.垃圾处理设备管理人员职责Duties of persons who operate the garbage handling equipment（1）.操作设备；Operating the equipment（2）.负责所管设备的维修保养，使其处于良好状态。Maintenance the equipment and make them in good condit

9、ion.5.全体船员职责Duties of the crew on board.（1）.严格遵守垃圾管理计划的要求；Observe the plan strictly;（2）.认真参加垃圾管理计划的培训和演习；Take part in the training and drilling;（3）.船舶发生垃圾污染事故时，按大副指令参加应急处理工作。Take emergency actions when garbage pollution happens.第二章 法定要求Chapter II REGULATORY REQUIREMENTASMARPOL 73/78 附则V第10条Regulatio

10、n 10 of Annex V of MARPOL 73/78 reads as follows:第10条 Regulation 10公告标牌、垃圾管理计划和垃圾记录Placards,Garbage management plans and garbage record-keeping1. 1总长在12米及以上的船舶，以及固定或浮动平台，均须张贴公告牌，根据具体情况告知船员和乘客本附则第3、4、5和6条的排放要求。Every ship of 12 m or more in length overall and fixed or floating platforms shall display

11、placards which notify the crew and passengers of the discharge requirements of regulations 3, 4, 5 and 6 of this Annex, as applicable.1. 2 公告牌须使用船员的工作语言，对于航行于本公约其他缔约国管辖权限范围内的港口或离岸式码头的船舶，还须使用英语、法语或西班牙语。The placards shall be written in the working language of the ships crew and, for ships engaged in v

13、 of 100 gross tonnage and above, and every ship which is certified to carry 15 or more persons, and fixed or floating platforms shall carry a garbage management plan which the crew shall follow. This plan shall provide written procedures for minimizing, collecting, storing, processing and disposing

14、of garbage, including the use of the equipment on board. It shall also designate the person or persons in charge of carrying out the plan. Such a plan shall be based on the guidelines developed by the Organization2 and written in the working language of the crew.3.驶向本公约其他缔约国管辖权范围内的港口或离岸式码头的400总吨及以上的

15、船舶和经核准载运15人或以上的船舶，以及固定或浮动平台，均须配备垃圾记录薄。垃圾记录薄无论是否为官方日志的一部分或其他形式，均须使用本附则附录中规定的格式。Every ship of 400 gross tonnage and above and every ship which is certified to carry 15 or more persons engaged in voyages to ports or offshore terminals under the jurisdiction of another Party to the Convention and every

16、fixed or floating platform shall be provided with a Garbage Record Book. The Garbage Record Book, whether as a part of the ships official logbook or otherwise, shall be in the form specified in the appendix to this Annex:3.1每次排放入海或排至某一接收设施，或者完成的焚烧作业，须及时记录在垃圾记录薄中并且由主管高级船员在排放或焚烧作业的当日签署。垃圾记录薄每页记录完成时须由船

17、长签字。垃圾记录薄须至少使用英语、法语或西班牙语填写。如垃圾记录薄同时还以船舶的船旗国官方语言填写的，在出现争执或不一致情况时，须以船旗国官方语言填写的为准。Each discharge into the sea or to a reception facility, or a completed incineration, shall be promptly recorded in the Garbage Record Book and signed for on the date of the discharge or incineration by the officer in char

18、ge. Each completed page of the Garbage Record Book shall be signed by the master of the ship. The entries in the Garbage Record Book shall be at least in English, French or Spanish. Where the entries are also made in an official language of the State whose flag the ship is entitled to fly, the entri

19、es in that language shall prevail in case of a dispute or discrepancy3.2每次排放或焚烧作业记录须包括日期和时间、船位、垃圾的种类以及排放或焚烧垃圾的估计量。The entry for each discharge or incineration shall include date and time, position of the ship, category of the garbage and the estimated amount discharged or incinerated3.3垃圾记录薄须留存在船舶、固

20、定或浮动平台上的适当处所，以备在所有合理时间内随时可查。该记录簿在完成最后一次记录后须至少保留2年。The Garbage Record Book shall be kept on board the ship or the fixed or floating platform, and in such a place as to be readily available for inspection at all reasonable times. This document shall be preserved for a period of at least two years from

21、 the date of the last entry made in it3.4若发生本附则第7条所指的任何排放或意外灭失，须在垃圾记录薄中予以记录，或者对于400总吨以下的船舶，须在船舶官方日志中予以记录。记录包括排放或灭失的位置、环境和原因，排放或灭失物的详情，以及避免或尽可能减少该类排放或灭失的合理预防措施。In the event of any discharge or accidental loss referred to in regulation 7 of this Annex an entry shall be made in the Garbage Record Book,

22、 or in the case of any ship of less than 400 gross tonnage, an entry shall be made in the ships official logbook, of the location, circumstances of, and the reasons for the discharge or loss, details of the items discharged or lost, and the reasonable precautions taken to prevent or minimize such di

23、scharge or accidental loss. 4.主管机关可对以下情况免除垃圾记录薄的要求：The Administration may waive the requirements for Garbage Record Books for:4.1经核准载运15人或以上的、持续航行时间为一小时或以下的任何船舶；或Any ship engaged on voyages of one (1) hour or less in duration which is certified to carry 15 or more persons or 4.2固定或浮动平台。Fixed or floa

24、ting platforms5.本公约缔约国的主管当局可对停靠本国港口或离岸式码头的、本条对其适用的任何船舶上的垃圾记录簿或航海日志进行检查，并可将记录簿中任何记录制作副本，也可要求船长证明该副本是有关记录的真实副本。所有经船长证明是船舶垃圾记录薄或船舶航日志某项记录的真实副本，须可在任何的诉讼程序中作为该项记录中所记录事实的证据。主管当局根据本款针对垃圾记录薄或船舶官方日志的检查以及制作被证明的副本须尽可能迅速进行，不使船舶发生不当延误。The competent authority of the Government of a Party to the Convention may ins

25、pect the Garbage Record Books or ships official logbook on board any ship to which this regulation applies while the ship is in its ports or offshore terminals and may make a copy of any entry in those books, and may require the master of the ship to certify that the copy is a true copy of such an e

26、ntry. Any copy so made, which has been certified by the master of the ship as a true copy of an entry in the ships Garbage Record Book or ships official logbook, shall be admissible in any judicial proceedings as evidence of the facts stated in the entry. The inspection of a Garbage Record Book or s

27、hips official log-book and the taking of a certified copy by the competent authority under this paragraph shall be performed as expeditiously as possible without causing the ship to be unduly delayed6.当发生第7.1.3项和7.1.4项所规定的可能会对海洋环境或航行带来严重威胁的渔具意外灭失或抛弃时，须向该船的船旗国报告，如灭失或抛弃行为发生在某个沿岸国管辖水域内，还须向该沿岸国报告。The ac

28、cidental loss or discharge of fishing gear as provided for in regulations 7.1.3 and 7.1.4 which poses a significant threat to the marine environment or navigation shall be reported to the State whose flag the ship is entitled to fly, and, where the loss or discharge occurs within waters subject to t

29、he jurisdiction of a coastal State, also to that coastal State.第三章 船舶垃圾及防污染Chapter III PREVENTION OF POLLUTION FROM GARBAGE1.为了确保经济效应和环境保护，船舶垃圾管理人员应合理调节以下工作：To achieve cost-effective and environmentally sound results, many garbage management planners use a combination of three complementary techniqu

30、es to manage garbage;1.1尽量减少垃圾的产生数量Source reduction 1.2垃圾的再利用Recycling, and1.3垃圾的处理Disposal of 2.公司应提出船舶被供应伙食/备件时，尽量减少原始垃圾，并对此实行奖励制度以鼓励。When requisitioning stores and provisions, shipping companies should encourage their suppliers to apply the sub-stitutionary principle in order to reduce, to the gr

31、eatest possible extent and at an early stage, the generation of garbage on board ships.3.船上的垃圾种类，根据MARPOL73/78附则V的分类。但可根据地区、国家或地方另分类，如：生活、航行、货物、食品，检修方面所产生的垃圾。船舶的垃圾按MARPOL73/78附则V第10条分成9大类。The ships garbage is made up of distinct components, some of which are addressed in MARPOL73/78, whilst others m

32、ay be addressed locally, nationally or regionally, e.g., domestic, operational, cargo-associated, food and maintenance wastes. In according to regulation 10 of MARPOL73/78 annex V, the garbage is divided into 9 categories.4.垃圾记录簿及记录Garbage record book and garbage record-keeping4.1按照附则V，船舶的垃圾记录簿应该是船舶

42、 the discharge or loss and general remarks.4.2.垃圾数量 Amount of garbage 船上的垃圾量应以立方米估算，如可能，按照种类分别估算。垃圾记录簿中多次提及垃圾的估算量。垃圾估算量的精准度尚有待解释，这是公认的。估算量在垃圾处理前后会有不同。一些处理程序可能无法进行数量估算，比如，食品废弃物的连续处理。在记录和解释既有记录时应对这些因素予以考虑。The amount of garbage on board should be estimated in cubic metres, if possible separately accord

43、ing to category. The Garbage Record Book contains many references to estimated amount of garbage. It is recognized that the accuracy of estimating amounts of garbage is left to interpretation. Volume estimates will differ before and after processing. Some processing procedures may not allow for a us

44、able estimate of volume, e.g., the continuous processing of food waste. Such factors should be taken into consideration when making and interpreting entries made in a record.5.船舶垃圾管理原则及减少垃圾的措施The principal of garbage management and the measures taken to reduce garbage (1).本船垃圾采取分类收集和储存，按不同要求加工和处理；Ga

50、nd separation为了收集和分类，船上在餐厅、厨房、卫生间、盥洗间、船员生活区走廊、机舱、和甲板等处所设置了适当的有明显标志的收集容器。Suitable marked receptacles shall be provided at proper place，such as dinning room，kitchen，toilet，wash room，accommodation passages，engine room and main deck.（1）“红色”标记的容器用于收集塑料和混有塑料品的垃圾；Receptacles marked with RED is used to coll

53、 private rooms and collected and separated by each responsible person；（3） 食品：餐厅和厨房的水果、蔬菜、禽肉类、肉类为来源，由大厨分类收集；Food wastes are generated in the galley and dining room ，i.e.，any spoiled or unspoiled victual substances such as fruits，vegetables，dairy products，poultry，meat products，food scraps，food particl
