In certain situations, it may be necessary to evacuate a building. Such occasions would include
4、 smoke/fires, gas leaks, and bomb threats. Planning and rehearsal ensure that building occupants recognize the evacuation alarm and know how to respond. Practicing evacuations (fire drills) provides training for genuine emergency situations. Additional safety and security information, covering such
5、issues as severe weather, active shooters, etc., can be found at: /emergency/procedures; the Environmental Health and Safety (EHS) website :/; and the University Police Department website s:/.FIRE EVACUATION DRILL POLICY1.Evacuation drills will be conducted at l
6、east once in the fall and spring semesters. These drills may be obstructed (having various means of egress made temporarily unavailable) to familiarize occupants with secondary routes of evacuation.2.Evacuation drills will be scheduled by the Evacuation Coordinator and the Environmental Health and S
7、afety Department.3.Evacuation drills will involve all occupants. Everyone should leave the building when the fire alarm sounds. Exceptions are strongly discouraged. It may be advisable to notify someone needing special assistance prior to planned evacuation drills.4. In the conduct of drills, emphas
8、is should be on orderly evacuation under proper discipline rather than on speed. The Evacuation Coordinator and Floor Proctors are always expected to perform their assigned duties as if it were an actual emergency situation.5. EHS will evaluate each drill and report to campus authorities. REPORTING
9、AN EMERGENCY If you discover a need to evacuate (fire, gas leak, etc):1.Activate a manual fire alarm pull station if possible. These are located at the lower right of the bulletin board next to the west passenger elevator on floors 2 through 12. On the ground floor, pull stations are located in the
10、elevator lobby by Room 102 and on the marble walls at the east and west exits. The basement pull stations are in the elevator lobby and at either end of the main hall.2.If you are not in immediate danger, notify the City of College Stations Emergency Operator (9-911 from a campus phone; 911 from a c
11、ell) and provide:Your NameFire Location (O&M, Bldg. #_0443, Floor #_, Room #_)Type of EmergencyAdditional information requested by the operator3.If you are not in immediate danger, also notify the Evacuation Coordinator (Maureen Reap; 862-3290).4.If you are trained in the use of portable fire exting
12、uishers and are not in immediate danger, you may attempt to fight the fire. Do not place yourself or others in danger. Training with various types of extinguishers is available through EHS.If you are TRAPPED and cannot find a way out:Call the Emergency Operator (9-911) and give your exact location.I
13、f you receive a bomb threat, or any threat of violence, by telephone:Call the Emergency Operator (9-911 from a TAMU phone; 911 from a cell phone). See Attachment C in this Evacuation Plan. 23、TOR RESPONSIBILITIES O&Ms Evacuation Coordinator is Maureen Reap; Rm 210D, 862-3290, 1.Serve as a liaison with emergency responders (e.g., fire department, UPD, ambulance, Environmental Health & Safety). 2.Meet responders upon their arrival and convey specific information about hazards
24、in the building, access, locations of persons with special needs, etc.3.Maintain communication with Floor Proctors.4. Upon receiving clearance from the emergency responders, notify Floor Proctors and building occupants that the building is safe for re-entry.5. Keep Evacuation Plan, Contact Persons a
25、nd Numbers and Floor Diagrams up to date. 6. Conduct and/or assist in fire drills.7. Assign area(s) to assemble after evacuation.8. Assist in training and/or scheduling of training the building occupants in emergency procedures.9.Inform classroom instructors of their responsibility to provide pertin
26、ent information, both at the beginning of a semester and at the time of the evacuation, to ensure that students evacuate the building in a safe manner.In the unlikely event of a bomb threat targeting O&M, the Evacuation Coordinator will oversee the clearance of the building per instructions of campu
27、s authorities. Listen for an announcement over the PA system or respond to the fire alarm. FLOOR PROCTOR RESPONSIBILITIES1.Note possible fire hazards on your floor and report to the Evacuation Coordinator.2.Know locations of and how to use fire protection equipment (pull stations, fire extinguishers
28、) on your floor.3.Ensure that occupants (especially new employees) are familiar with evacuation procedures.4. Be aware of occupants who may require assistance during an evacuation (e.g., hearing- or vision-impaired, on crutches, in a wheelchair). Some personnel may have health issues that are not ap
29、parent. Take them at their word if they say they cannot take the stairs.5.Make sure that everyone on your floor is aware of the emergency and that they are REQUIRED to evacuate. Bang on closed/locked doors someone may be inside who needs assistance. In the case of a bomb threat, the occupant may not
30、 have checked his/her text messages or email.6.Call 9-911 and/or pull the fire alarm whenever a situation could pose immediate danger to people or property in the building.7.Assist in the evacuation process as indicated in the Floor Proctor Evacuation Procedure.A floor proctor may encounter an able-
31、bodied individual who refuses to leave the building. Do not argue with him/her; you wont win, and it will waste time you could be using to exit yourself. Report this persons location to the Evacuation Coordinator or University Police officers.You may comment to these people that yes, they have the r
32、ight to stay in place and die of smoke inhalation if they wish. But firefighters are required to attempt to rescue them, and it is unconscionable to add to the danger these men and women already face in protecting us. After 9/11, there are few who will dispute this point.In the event of a bomb threa
33、t targeting O&M, the Evacuation Coordinator will oversee the clearance of the building per instructions of campus authorities. Listen for an announcement over the PA system or respond to the fire alarm as if for a fire. FLOOR PROCTOR EVACUATION PROCEDURE In case the fire alarm is activated:1.On your
34、 way out, try to close all hall doors (but do not lock them). Knock on closed doors; someone may be inside. Maintain orderly evacuation of occupants. Check the restroom on the landing below your floor. No one should stay in a restroom during the evacuation. They once were places of refuge, but their
35、 badly warped doors disqualify them from that status now.2.Ensure that all personnel with special needs are alerted and, if needed, that someone can assist them with their evacuation. Determine if the special needs person will remain in the stairwell landing or if s/he will attempt to evacuate. Noti
36、fy the Evacuation Coordinator of their status.3.If the emergency is located on your floor AND you are not in immediate danger:If you are trained in the use of portable fire extinguishers, you may attempt to fight or contain a fire. NEVER place yourself or others in danger.4.Evacuate the building and
37、 report pertinent information to the Evacuation Coordinator (e.g., evacuation status, location of persons with special needs, type and location of emergency). She will be in Rm 102 (fire alarm office; ground floor).5.Proceed to your assigned entrance, if you have one, until further notice. Do not al
38、low personnel to re-enter the building until you have been notified to do so. Firefighters often silence the alarm in order to communicate with each other. Silencing the alarm is NOT a signal for personnel to re-enter.In case Code Maroon orders an evacuation:Code Maroon may order a building evacuati
39、on in response to a potential threat. This order will come by classroom PA, text message, email or radio broadcast. The buildings PA system may announce the situation. The fire alarm will NOT be activated in the case of a campuswide bomb threat. Proceed to clear your floor as you would for a fire al
40、arm, except that the elevators can be used in these cases. You should especially encourage handicapped persons to take the elevators. FLOOR PROCTOR ENTRANCE ASSIGNMENTS EVACUATION PROCEDURES FOR PEOPLE NEEDING ASSISTANCEA person with a disability or medical condition may need assistance during an ev
41、acuation. Employees should inform their Floor Proctor if they may need help during an emergency situation; see the Emergency Evacuation Special Needs Notification form (Attachment A). The Floor Proctor will communicate the individuals special needs to the Evacuation Coordinator or to other emergency
42、 personnel as appropriate.The Floor Proctor should ensure that individuals with disabilities are provided with assistance during an emergency situation. Never attempt to use an elevator unless instructed to do so by emergency personnel.Individuals with a disability should inform the Floor Proctor an
43、d/or colleagues of any special assistance that may be required in the event of an emergency evacuation (i.e., hearing the alarm, guidance during the alarm, etc.). Disabled persons should also try to remind the Floor Proctor of their situation at the time of an evacuation.In an emergency situation, t
44、he Floor Proctor or a colleague will make sure of the location of the disabled person, then inform the Evacuation Coordinator or emergency personnel that a person in that location needs assistance. Firefighters will evacuate that person if necessary. Otherwise, the person should stay where s/he is u
45、ntil the all clear is given.EVACUATION OPTIONS Horizontal EvacuationIf the stairwell is blocked by fire or smoke, move the disabled person away from the area of imminent danger to a safe distance (i.e., opposite end of corridor). Area of RefugeIf the person with a disability cannot get far away from
46、 the danger using the Horizontal Evacuation, then that person should seek an area of refuge away from danger. Areas of refuge in the O&M Building are the stairwell landings. Vertical (Stairway) EvacuationThe stairs should be used by those who are able to evacuate with or without assistance. Persons
47、with sight disabilities may require the assistance of a sighted person. Those who use crutches or other walking aids should use their own judgement. Encourage these people to stay on the landing in the stairwell. Stairwells are considered safe refuges in fire emergencies. Stay in PlaceUnless danger
48、is imminent, a disabled person may choose to remain in a room with an exterior window and a telephone, closing the door if possible. The Floor Proctor or a colleague should report the persons whereabouts to the Evacuation Coordinator or uniformed authorities. Mobility Impaired (Wheelchair)A person u
49、sing a wheelchair should stay in place or move to an area of refuge when they are notified of an emergency situation. If a building evacuation is required, the Floor Proctor should report his/her location to the Evacuation Coordinator. If the disabled person is alone on the floor, s/he should dial 9
50、-911 and tell the emergency operator their location and that they need assistance. Never attempt to use an elevator unless instructed to do so by emergency personnel. Mobility Impaired (Non-wheelchair)Persons with mobility impairments, who are able to walk independently, may be able to negotiate sta
51、irs in an emergency with some assistance. If danger is imminent, the individual should wait until heavy foot traffic has cleared before attempting the stairs. If there is no immediate danger (detectable smoke/fire, or unusual odor), the disabled person may choose to stay in the building, using the o
52、ther options, until emergency personnel arrive. Never attempt to use an elevator unless instructed to do so by emergency personnel. Visually ImpairedMost buildings are equipped with fire horns/strobes that sound the alarm and flash strobe lights. The horn is for sight-impaired persons. Most people w
53、ith a visual impairment will be familiar with their immediate surroundings and frequently traveled routes. Since the emergency evacuation route is likely different from a commonly traveled route, persons who are visually impaired may need assistance in evacuating. An assistant should offer to guide
54、him/her through the evacuation route. Never attempt to use an elevator unless instructed to do so by emergency personnel. OCCUPANT RESPONSIBILITIES 1.YOU are responsible for your own safety! Stay calm avoid panic and confusion.2.Know how to report an emergency (9-911 from a TAMU phone; 911 from a cell).3.Know the locations of and how to use fire extinguishers.4. When the fire alarm sounds, make sure other people in your immediate area are aware of the alarm. Inform visitors of evacuation procedures.5.Close but DO NOT LOCK doors as you leave. Secure valuables
