It can be a tripartite process - in which case the government is an official party to the dialogue. l It can also consist of bipartite relations between employers and workers representatives or between trade unions and employers organizations, in which the government is involved either directly or indirectly. l This dialogue can be informal or institutionalized, or a combination of both. It can be held at the national, regional or local level.
