SEVERN FOUNDATION SCHOOLF2 PROGRAMMES BEGINNINGAUGUST 2013PROSPECTIVE APPROVAL OF OVERSEAS F2 PLACEMENTSBefore completing your application, please familiarise yourself with the guidance notes below.The application form needs to be returned to the Foundation School by 18 January 2013.GUIDANCE NOTESFrom Foundation Programme Reference Guide:F2 training outside of the UK12.21Foundation doctors wishing to undertake F2 outside of the UK should contact their deanery/foundation school in which they are completing their F1 year. This means that foundation doctors should complete their first year of foundation training in the foundation school considering their application.12.22Deaneries/foundation schools should publish their policy on acquisition of foundation competences outside of the UK and make this available to those applying to the Foundation Programme. Not all deaneries/foundation schools support F2 abroad.12.23Prospective approval must be granted if the training outside of the UK is to count towards the requirements for satisfactory completion of the Foundation Programme. It is the foundation doctors responsibility to arrange a suitable placement and confirm that the unit has agreed to provide training, assessment and support in accordance with the requirements for satisfactory completion of the Foundation Programme.7.94Medical students and foundation doctors must act in accordance with the GMCs guidance in Good Medical Practice on accepting posts and then refusing them, i.e. they must give the foundation school sufficient time to make suitable arrangements to meet patient and service needs. Appointees and employees are expected to meet the terms and conditions of their contract if they wish to resign (see 10.54 10.55 and 11.50 11.51 resignation).POLICY1.It is the responsibility of the Postgraduate Deanery to assess the suitability of posts and programmes for Foundation training. In the UK, the quality of training provided by F2 posts is assured by the GMC through Postgraduate Deaneries quality control mechanisms. 2.The Foundation Programme Reference Guide does allow trainees to undertake F2 training outside the UK. But the acquisition of information about the quality and propriety of overseas posts for Foundation Training presents a particular challenge. The following need to be assured:a. the training, supervision and experience is appropriateb. the F2 trainee will have the opportunity to gain F2 competencies and to undertake the necessary assessments c. the post will deliver the F2 curriculum 3.Prospective approval of an overseas placement for F2 training will require the overseas hospital to provide evidence that it can meet all the requirements for Sign Off, ie:a. it delivers high quality training programmes for doctors at a similar stage of experienceb. it will enable UK F2 trainees to develop skills and achieve the required F2 competenciesc. it can deliver the F2 curriculum (http:/www.foundationprogramme.nhs.uk/pages/home/key-documents)d. it will provide appropriate clinical and educational supervision e. it will provide a named educational supervisor/trainer who will provide supervision/mentorship for the F2 trainee and ensure (with colleagues) that the F2 trainee fulfils all e-portfolio requirementsf. it will provide the trainee with access to career advice and support4.Programmes must be 12 months in duration and include substantive posts in at least two, and ideally three but no more than four, specialties5.The trainee must, whilst in the placement, cover the topics outlined in the F2 curriculum http:/www.foundationprogramme.nhs.uk/pages/home/key-documents6.A record must be kept of all annual, sickness and study leave. This should be forwarded to the Foundation School Director. Trainees should note that they will NOT be eligible to claim their Study Leave budget if F2 is undertaken overseas.7.The Foundation School Director must be notified if there are any significant educational or training concerns.The Trainees Commitment whilst in an Overseas F2 Placement1.The trainee seeking to undertake F2 outside the UK must agree to:a. complete their e-portfoliob. undertake all requirements for F2 Sign Offc. follow the F2 curriculumd. maintain contact with the Foundation School2. The trainee must provide evidence that:a. the F2 competencies have been achievedb. they have attended and recorded (on e-Portfolio) regular educational meetings with their Clinical and Educational Supervisorsc. they have completed 360 appraisal (TAB) and engaged educationallyd. they have attended the required number of teaching sessions and/or any other educational activities3.The e-portfolio must be maintained during the year, and will be checked at regular intervals by the Foundation School.4.The trainee must also undertake any processes/assessments required by the local (overseas) programme.5.At the end of the year the trainee will be subject to an Annual Review of Competence Progression (ARCP) and must submit all the necessary documentation within the required timescales.6.The trainee needs to be aware that sometimes between appointment to a placement overseas and taking up the post (as well as during the placement itself) fundamental changes such as to the clinical content of the post, the consultants and educational supervisors, the rota worked, the educational component, even the hospital involved can occur. It is the responsibility of the trainee to notify any such changes as soon as possible to the Foundation School. Failure to do so may result in the trainee not being Signed Off at the end of the year.7.Any trainee not being Signed Off by the Foundation School will have to undertake an F2 placement on return to the UK.8.The Foundation School will not retrospectively approve overseas posts for F2 training.PROCESS1.In the first instance, identify a suitable 12 month programme, in an English speaking hospital, that meets the criteria set out above.2.Discuss your plans with your Educational Supervisor and Trust Foundation Programme Director.3. Complete the Overseas F2 application form and obtain the signatures required.4. Your completed form and supporting documentation must be submitted to Clare Moorcroft, Foundation School Manager. The deadline for submissions is 18 January 2013.5. Incomplete or incorrectly completed forms will not be considered.6. The Foundation School will notify you of the outcome of your application by 15 March 2013.7. If you are unsuccessful, you may lodge an appeal against the decision.8.
