7.1.1环境管理机构及职责Environmental Management Institutions and Their Responsibilities1.环境管理机构Environmental Management Institutions按照国家有关规定和实际工程的需要，本项目应设置专门的环境管理机构，负责工程施工期和运营期的环保监理与环境管理、环境监测工作，对照国家环保法规和标准，及时监督和掌握污染情况。在施工期和营运期，各项目的环境管理计划中将包括各级政府和专业机构，包括世行项目办公室、环保局、建设单位等单位。各机构及其职责见表7.1-1。According to states relevant regulations and demand of actual project, this project shall set up professional environmental management institution in charge of such work as environmental management, environmental monitoring and environmental supervision of this project in construction and operation period as well as to supervise and master the pollution situation timely in light of states regulations and standards of environmental protections. In the construction and operation period, each environmental management plan of the project will include all levels of governments and professional institutions, such as Project Office of World Bank, Environmental Protection Bureau, construction unit and so on.目前该项目已成立省、市及部分县的项目办，项目办人员中大部分具有一定的水利工程管理经验及组织沟通协调能力，但在世行项目环境管理经验方面有所欠缺，所以下一步需对项目办人员进行此方面的培训。评价建议在省项目管理办公室下分别设置省环境管理办公室，建立一套以环境管理办公室为中心的环境管理体系，如图7-1所示。At present, the project has established provincial and municipal project office as well as for some counties. Most of the project office stuff has certain management experience of hydraulic engineering and organization, communication and coordination ability. However, they are short of environmental management experience of World Bank Project, thus trainings on this aspect shall be conducted to project office stuff next.
