前言

本规程为推荐性标准。

本规程是《房屋建筑修缮工程定案和施工质量验收规程》DB11/509-2017的修订版。根

据北京市市场监督管理局关于印发《2023年北京市地方标准修订项目计划（第一批）》的

通知，列入《2023年北京市地方标准修订项目计划（第一批）》（项目编号20231055）,

由北京建设工程质量检测和房屋建筑安全鉴定行业协会组织北京市建设工程安全质量监督

总站等单位共同编制。

根据北京市住房和城乡建设委员会的要求，规程修订编制组进行了广泛的调查研究，按

照“删繁就简、强化实用、突出重点、兼顾管理”的要求，依据《建设工程施工质量验收统

一标准》（GB50300）规定的原则，参照国家相关技术标准，认真总结历年来房屋修缮工程

定案和质量验收实践经验，结合北京地区特点，并在广泛征求意见的基础上，制定了本规程。

本次修订的主要内容:一是调整了章节，增加了附属构筑物和节能与绿色环保两章房屋

修缮专业性较强的内容;二是在部分章节中调整细化了修缮工程定案标准和相关技术管理内

容；三是对照国家近几年先后颁布的一些相关新技术标准和规范，删除了原规程与其不一致

或相重叠的部分内容。

经修订后本规程的主要内容包括：1总则、2术语、3基本规定、4地基与基础、5砌体

结构、6混凝土结构、7钢结构、8木结构、9屋面与防水、10建筑装饰装修、”附属构筑

物、12建筑给水排水、13建筑供热采暖、14通风与空调、15建筑电气、16电梯、17节能

与绿色环保、18建筑智能化系统、附录A房屋修缮工程分部（子分部）、分项工程划分、

附录B检验批质量验收记录、附录C分项工程质量验收记录、附录D分部（子分部）工程

质量验收记录、附录E单位工程质量竣工验收记录。其中附录A〜附录E为规范性附录，

总则、术语和基本规定三章是规程的总纲，第4至第18章依照修缮工程分部、分项内容进

行了规定。

本规程由北京市住房和城乡建设委员会和北京市市场监督管理局共同负责管理，由北京

市住房和城乡建设委员会归口并负责组织实施，北京建设工程质量检测和房屋建筑安全鉴定

行业协会负责日常管理和具体技术内容的解释工作。为提高标准质量，请各单位在执行本标

准过程中，结合工程实践，认真总结经验，随时将意见和建议反馈至：北京建设工程质量检
