5G智慧电台系统技术要求

1范围

本文件规定了5G智慧电台系统的系统架构、业务逻辑、技术要求和运行管理要求。

本文件适用于5G智慧电台系统的建设和应用。

2规范性引用文件

下列文件中的内容通过文中的规范性引用而构成本文件必不可少的条款。其中,注日期的引用文件,

3术语和定义

下列术语和定义适用于本文件。

3.1

5G智慧电台系统intelligentradiosystemby5G

基于5G通信技术、互联网、区块链、人工智能、大数据、云计算等技术,实现广播集成化、智能

化播出的广播编播系统。

3.2

5G智慧电台系统云服务平台cloudserviceplatformofintelligentradiosystemby5G

为5G智慧电台系统提供数据信息采集、语音合成、资源存储与下载等服务的互联网平台。

3.3

语音合成speechsynthesis

通过机械的、电子的方法产生人造声音的技术,将计算机自己产生的或外部输入的文字信息转变为

听得懂的、流利的口语进行输出的技术。

3.4

区块链blockchain

一种在对等网络环境下,通过透明和可信规则,构建防伪造、防篡改和可追溯的块链式数据结构,实

现和管理事务处理的模式。

3.5

节目分发programdistribute

在5G智慧电台后台管理系统的管理控制下,按照节目编排规则,把对应广播节目音频文件通过5G

智慧电台云服务平台传输给相应的播出客户端。

5G智慧电台系统应采用云服务平台、后台管理、客户播出端、移动端的系统架构,见图1。

5.25G智慧电台系统云服务平台

5.2.1应通过国家相关部门的云计算服务安全评估。

5.2.2应提供数据采集、数据分析、语音合成、存证溯源等基础服务。

5.2.3存证溯源服务由5G智慧电台系统区块链平台提供,详见附录A。

5.35G智慧电台系统后台管理

应具备广播节目的编辑、编排与审核等功能。

5.45G智慧电台系统客户播出端

5.4.1调频广播、村村响广播、应急广播、公共广播、移动设备等播出设备中应安装5G智慧电台系统

客户播出端。

5.4.25G智慧电台系统客户播出端应能访问云服务平台,获取广播节目,根据编排规则,完成审核和

播出。

5.5传输网络

5.5.1宜采用5G/4G网络、VPN或ISP接入internet互联网络。

5.5.2宜采用多线接入、自动路由切换,确保传输稳定。

6.1业务逻辑图

业务逻辑结构见图2。

6.2节目生产

6.2.1节目来源

应符合国家广播电视、信息网络传播等相关法律法规、行业准则和管理规定。

6.2.2信息分析

系统应具备自动对广播节目的信息进行去重、敏感词过滤、提取关键信息等功能。

6.2.3信息分类

按照GB/T20093—2013执行。

6.2.4节目编辑、编排及输出

5G智慧电台系统应具备语音合成技术,实现文本与音频文件的相互转换,并支持音频文件的

剪辑、混缩、音效等功能。

5G智慧电台系统应具备广播节目的模板化编排或自定义编排等功能。

经过编排的广播节目应能自动存储为音频文件,并自动或手动进入节目审核流程。

6.3节目审核

6.3.1节目审核流程

节目审核流程见图3。

6.3.2节目审核

应遵循国家广播电视节目制作相关要求,确保节目导向正确、权威、准确。

6.3.3智能审核

应能把生产的广播节目音频文件转换为文本内容。

应能自动对文本中涉恐、涉黄、涉敏感词、多音字等进行审核标注,具备识别负面内容的能

力。

应能自动生成审核报告。

6.3.4人工审核

初审。由人工主审,系统辅助,应出具初审报告。

二审。由人工主审,系统辅助,应出具二审报告。

三审。由人工主审,系统辅助,应出具三审报告。

6.3.5加密转码

通过审核后的广播节目,应上传至5G智慧电台系统云服务平台和区块链平台,广播节目信息

上链包括节目内容哈希、节目摘要信息。

5G智慧电台系统云服务平台存储的节目内容应采用区块链加解密技术,密钥长度宜不低于

256位,各个区块链节点的业务数据应保持一致性。区块链加密技术见附录B。

6.4节目分发

6.4.1节目分发流程

节目分发流程见图4。

6.4.2节目下载

客户播出端应能访问云端存储,下载所需要的广播节目资源。

6.4.3链上查证

系统应能对已下载的节目文件与区块链上存储的节目文件信息自动比对。

6.4.4确认并编排

经过链上查证后的信息应能自动编排至客户播出端。

6.4.5解码转换

客户播出端应能将加密的节目文件进行解码、转换为可播放的MP3、WAV等广播节目通用音频格式。

6.5节目播出

6.5.1辅助人工播出

客户播出端可辅助人工完成广播节目的播出。

6.5.2智能播出

5G智慧电台系统在无人值守状态下应能实现语音合成并自动播出。

语音合成应符合GB/T21024—2007要求。

语音的音质质量应符合GB/T16463—1996。

7技术要求

7.1系统安全等级

5G智慧电台系统应通过公安部门信息安全“等保三级”备案,并符合GY/T352—2021第三级安全

要求。

7.2信息采集

5G智慧电台信息采集符合以下要求:

a)对支持HTTPS网站要求验证证书的有效性,宜采用OCSP验证;

b)对不支持HTTPS网站,应至少通过两个ISP运营商接入进行采集,交叉比对判别;比对出现异

常应触发安全告警;

c)针对采集源网站应建立域名与对应IP地址可信任库,出现异常应触发告警;

d)针对采集网站,应建立网站特征数据库,采集计算网站特征,若出现异常应触发告警;

e)信息采集模块在DNS解析时宜采用DoT/DoH技术。

7.3数据存证与溯源

7.3.1应使用区块链技术对节目摘要信息、文件hash值等进行存储、确权存证与溯源管理,宜以广播

节目维度在链上进行数据存证。

7.3.2节目摘要信息应包含节目的制作人、制作时间、审核人、审核时间等相关信息。

7.4安全审计

5G智慧电台的安全审计应符合以下要求:

a)应对系统中的用户操作、节目的摘要数据、网络设备运行状况、网络安全事件等进行日志记录;

b)日志记录应包括事件的日期和时间、用户、事件类型、事件是否成功及其他与审计相关的信息;

c)应能够根据日志记录数据进行分析,并生成审计报表;

d)系统运维操作应通过运维主机进行录像审计;

e)日志记录数据的保存时间不少于六个月。

7.5网络防护

7.5.1系统网络安全应符合GY/T352—2021要求。

7.5.2系统应具备监测网络攻击并自动阻断,同时触发告警的功能。

7.6运维

应建立运维检测机制,检测额定负载下的软件资源(打开文件数、线程数、Socket数等)、硬件资

源(CPU、内存、I/O、硬盘容量等),且具备有触发告警功能。

7.7系统架构

系统的各功能模块应符合GB/T25000.20—2021要求。

7.8备份

7.8.1应具有硬件备份功能,播出主机出现故障或宕机时,系统应具备自动重启或切换备用主机,完

成紧急情况下播出的功能。

7.8.2应具备对播出节目和数据信息进行自动备份的功能。

7.8.3系统发生故障时,应能提供文件紧急上传/下载、本地文件播出、系统备份/恢复等应急手段,

完成紧急情况下的播出。

7.8.4主备播工作电脑应保留有完整的播出数据。

7.8.5系统至少应具有24h的节目储备,当系统检测到出现大于8s的播出空档时,可自动填充储备节

目,完成紧急情况下的播出。

8运行管理

8.1定期重启

5G智慧电台系统宜每间隔30d至少重新启动一次。

8.2定期维护

应按照GY/T291—2015的要求,对服务器、后台管理系统、播出系统等进行检查和维护。

8.3运维存档

应建立设备维护档案和调整、测试系统记录,运维档案应保存不少于一年,并把相关信息上链存证。

附录A

(规范性)

5G智慧电台系统区块链平台

A.15G智慧电台系统区块链平台架构包括区块链层、数据管理计算层和业务系统层。见图A.1。

A.2区块链架构安全应符合YD/T3747—2020要求。

A.3区块链服务平台基于区块链系统提供区块链服务,分布式存储平台采用分布式寻址技术实现内容

定位和存储,信息系统应支持容器化部署,且满足GB/T20269—2006。

A.4数据管理计算层在区块链之上完成数据管理和计算,应包括数据摘要提取、数据加解密、权限管

理、数据接入管理和可信计算等。

A.5业务系统层结合区块链层和数据管理计算层,基于结构化和非结构化数据应具有提供具体业务的

能力。

附录B

(规范性)

区块链加解密技术

B.15G智慧电台系统应采用基于区块链技术和密码学技术的混合过程,实现5G智慧电台音频文件网

络传输过程的安全性,并保障音频文件的完整性和接收方的不可抵赖性。信息系统密码应用应符合GB/T

39786-2021要求。

B.2基于原始音频文件(F)采用数据指纹算法(SM3)写入区块链,获得存证交易ID(TxID),再将

交易ID写入音频文件元数据区,获得嵌入交易信息的音频文件(Fx),然后采用随机函数生成8位以上

字母数字等混合的文件密钥(Kf)并安全存储,通过对称密钥算法(SM4)对音频文件(Fx)进行加密获得

(Fxm)并存储。信息系统密码应用应符合GB/T39786—2021要求。

B.3设备需要接收音频文件时,接收方需通过已验证区块链公钥在链上发出特定文件密码请求,发送

方验证接收方公钥地址合法性后通过该公钥加密文件密码(Kfm),并通过区块链发送加密后的文件密码。

B.4接收方通过私钥解密文件密钥(Kfm)获得原始文件密码(Kf),并解密音频文件(Fxm),得到带

交易ID的音频文件(Fx),通过提取并剥离其中的交易ID,得到交易ID(TxID)和原始文件(F),通过

交易对音频文件确权和文件完整性验证,完成音频文件的安全可信共享过程。

音频文件的密钥交换与验证见图B.1。
