Thiscodeconsistsof10chaptersand1appendix,covering:generalprovisions,terms,basicrequirements,designfortechnicalprotectionsystem,designforphysicalprotectionsystem,designforengineeringofsecurityandprotectionsystemofprotectedobject,otherdesignrequirements,projectconstructionandsystemcommissioning,xengineeringinspectionandacceptance,operationalmanagementevaluation,etc.
Theprovisionsprintedinboldtypearemandatoryonesandmustbeimplementedstrictly.

1.0.1Thiscodeisformulatedtoregulateengineeringconstructionandmanagementforthepublicsecurityandprotectionsystemofurbanrailtransitandtoensuretheprojectquality,toprotectthepersonalpropertyintheurbanrailtransitareas,andtoguaranteethesecurityofurbanrailtransitoperations.
1.0.2Thiscodeisapplicabletothedesign,construction,inspection,acceptanceandoperationalmanagementofthepublicsecurityandprotectionsystemengineeringofurbanrailtransitfornewconstruction,extensionandrenovation.Thiscodeisnotapplicabletothetramsystems.
1.0.3Theconstructionofthepublicsecurityandprotectionsystemengineeringofurbanrailtransitshallcoordinatewiththeurbanrailtransitsystem,Securityprincipleshalltakepriority,whereasopenaccesstotheurbanrailtransitbythepublicshallnotbeaffected.Thedesignandimplementationofsecurityandprotectionmeasuresshallmeettherequirementsofurbanrailtransitforfast,efficientandpunctualoperation.
1.0.4Thepublicsecurityandprotectionsystemengineeringofurbanrailtransitshalltakemultiplemeasuressuchastechnicalprotection,physicalprotection,personnelprotection,etc.,inordertoconstructanintegratedpublicsecurityandprotectionsystemofurbanrailtransit.Technicalprotectionandphysicalprotectionshallcoordinatewitheachotherandbecapableofsupportingpersonnelprotection.
1.0.5Thepublicsecurityandprotectionsystemengineeringofurbanrailtransitshallbesafe,open,scalableandflexibléinitsusage,anddesignedwiththeadvancedtechnologyforreliabilityandcosteffective;thetechnicalprotectionsystemsshallhaveinter-operablecommunicationcapabilities.

2.0.8publicsecuritysurveillanceandcontrolcenter
Thecentralcontrolroomofthesecurityandprotectionsystem.Thelocationwherethesecuritymanagementsystemreceivesandprocessesthevideoinformation,thealarmsinformation,thestatusinformation,etc.,fromthesecuritysurveillancesub-centerandeachsubsystem,andsendstheprocessedalarminformationandmonitoringinstructionstothesecuritysurveillancesub-centerandrelatedsubsystems.Alsoreferredtoasthesecuritysurveillanceandcontrolcenter.

3Basicrequirements
3.1Generalrequirements
3.1.1Theengineeringdesignofthepublicsecurityandprotectionsystemofurbanrailtransitshallbebasedontheoptimumusageoftheavailablepublicsecurityresources,andshallcomplywiththesecuritypolicies,preventativeproceduresandpreventativemeasurestoconstructasecuritysystemthatcoordinatesdeterrence,prevention,detection,delayandresponse,Thedesignshallalsoenhancethecapabilitiesofpreventionandcontrol,reducethepossibilityofsecuritythreatsoccurringwithintheurbanrailtransitarea,andminimizepersonnelinjuriesandpropertylossesincaseathreatoccurs.
3.1.2Theprotectedobjectsintheurbanrailtransitshallbedeterminedaccordingtothearea,location,andthetechnicalcharacteristics.Thesecurityandprotectionsystemengineeringshallbecapableofemployingcompleteandrelativelyindependentsecuritytechnologiesandmeasures.
3.1.3Theengineeringdesigncontentofthepublicsecurityandprotectionsystemofurbanrailtransitshallcomprisethedesignoftechnicalprotection,physicalprotection,personnelprotection,andemergencyresponseprocedure.
3.1.4Theengineeringdesignofthepublicsecurityandprotectionsystemofurbanrailtransitshallreservespaceandarrangeevacuationroutesbasedonemergencyrescue.Thedesignshallincludepassengerevacuationareas,firstJaidareas,rescuecommandposts,materialdistributionareasandtemporarystorageareas.
3.2Comprehensiveplanningandlayout
3.2.1Theoverallplanninganddesignofthepublicsecurityandprotectionsystemengineeringofurbanrailtransitshallincludegeneralsecurityandprotectiondesign,securityandprotectiondesignofprotectedobjects,andcorrespondingemergencyresponsespacedesign.Thesecuritystrategiesandmeasuresshallbedetermined,safetychannelsandspacesshallbeplanned,andevacuationspacesshallbeformed.Whensupportingsecuritycontrolcenteristobeprovided,itshallbeconstructedaccordingtothecorrespondingstandardsandregulations.
3.2.2Thedesignofthepublicsecurityandprotectionsystemengineeringshallcomprisethefollowingstrategiesandmeasures:
1Deterrenceandpreventativemeasures,includingvisibleandnotablesecurityfacilitiesandequipment,warningsigns,environmentaldesignsusedforpreventingandclearlywarning,andphysicalprotectionmeasures.
2Detectionandmonitoringmeasures,includingsecurityinspectionanddetection,video
surveillance,andidentificationtechnologies.
3Reinforcementandoptimizationmeasures,includingreinforcementandbackupofkeyfacilitiesandequipment,useofelasticmaterials,designofsecuritydistances,andanoptimizedlayout.
4Rescueandrecoverymeasures,includingoptimizingevacuationroutesandsettingtheirsigns,
establishingtemporaryshelters,rescuesites,andrelevantrescuefacilitiesandequipmentoutsideurban
railtransitstations.

3.2.3Theplanninganddesignofthepublicsecurityandprotectionsystemengineeringshallmeettheprotectionrequirementsoftheprotectedobjects.Theprotectedobjectsthatareclearlyspecifiedinthiscodeshallbeprotectedinaccordancewiththerequirementsofthiscode.TheprotectedobjectsthatarenotcoveredinthiscodeshouldbeassessedinaccordancewiththeprovisionsinAppendixAofthiscode,andtheprotectionmeasuresshallbecompatiblewiththesecurityrisklevelsoftheprotectedobjects.
3.2.4Theplanninganddesignofpublicsecurityandprotectionsystemengineeringshallrunthroughtheentireprocessoftheurbanrailtransitengineeringdesign,andshallbeincludedinthecorrespondingphasereportsoftheurbanrailtransitengineeringdesign.Thedesignresultsofeachphaseshallincludethefollowingcontents:
1Feasibilitystudystageoftheurbanrailtransitengineering:
1)Securityobjectivesandtheanalysisplanofsecuritystrategy.
2)Cost-effectivenessanalysisoftheprotectionmeasuresfortheprotectedobjects.3)Technicalplanforthesecuritymeasureandsecuritytechnology.
4)Feasibilityplan,includingsystemcomposition,themajorfunctionality,comparisonand
selectionofkeytechnicalmethodandcharts5)Investmentestimation.
2Preliminarystageofthedesignoftheurbanrailtransitengineering:
1)Systemcomponents,mainfunctions,selectionofmaintechnicalmeasures,maintechnical
specificationsandinterfacesofthesystem.
2)Quantitylistsofmajorprojects,majorequipmentandmaterials,andsketches.
3)Budgetestimate.
3Constructiondrawingdesignstageoftheurbanrailtransitengineering:
1)Technicalspecificationswhichincludesystemcomposition,systemfunctionalrequirements,majortechnicalspecificationsofthesystemandequipment,specificequipmentconfiguration,interfacerequirements,majorengineeringquantitylist,majorequipmentandmaterialsquantitylist,anddrawings.
2)Detaileddesigndocuments,includingdesigndescription,tableofthenumberofprojects,quantitytableofequipmentandmaterials,anddetailedconstructiondrawings.

4Designfortechnicalprotectionsystem
4.1Generalrequirements
4.1.1Thetechnicalprotectionsystemofurbanrailtransitshallmeettheprotectionrequirementsoftheprotectedobjects.
4.1.2Thetechnicalprotectionsystemshallbeincorporatedintotheoverallurbanrailtransitsystemandbedesignedwiththeoperationalsecuritysystem.
4.1.3Thesystemdesign,emergencyresponseandperipherytrafficmanagementoutsidethestationshallbecoordinatedandconnectedtoeachother.
4.1.4Inthesystemdesign,thedesignunitshallmake\rationaluseofsecurityresources,balancesecurityinvestment,designprotectivemeasures,andformanintegratedpublicsecurityandtechnicalprotectionsystem.
4.1.5Thesystemshallbeflexibleinuse,andshallbecapableofflexiblyformulatingoperatingproceduresaccordingtothemanagementrequirementsandmeettheusermanagementsecurityrequirements.
4.1.6Thesystemshallbestandard,integrated,structured,modularandnetwork-based,scalable,andaccommodatetherequirementsofsystemmaintenance,upgrades,capacityexpansionandtechnologicaldevelopment.Whenthesystemlisupgradedandexpanded,itshallbeensuredthatthehistoryrecordscontinuetobeaccessibleeasily,
4.1.7Thesystemshallbehighlyreliable,andwithredundancyandbackuptechniques.Thedatabaseandsoftwarefordatarecordinginthetechnicalprotectionsystemshallhavestoragefunctions.
4.2Generaldesign
4.2.1(Thepublicsecurityandtechnicalprotectionsystemengineeringofurbanrailtransitshallbeplanned,constructed,inspectedandacceptedsynchronouslyinlinewiththeoverallprojectofthenewlyconstructedurbanrailtransit.Theexistingurbanrailtransitsecurityfacilitiesshallberenovatedandextendedinaccordancewiththerequirementsofthiscodewhentheexistingurbanrailtransitsystemisrenovatedorexpanded.
4.2.2Technicalprotectionsystemofurbanrailtransitshallbeequippedwithvideosurveillanceandcontrolsystem,intrusionalarmsystem,securityinspectionanddetectionsystem,accesscontrolsystem,guardtoursystemandintegratedsecurityplatform.
4.2.3Thesubsystemsofthepublicsecurityandtechnicalprotectionsystemofurbanrailtransitshallbeintegrated,andthenmanagedbyanindependentintegratedsecurityplatform.
4.2.4ThesystemsecuritydesignandelectromagneticcompatibilitydesignshallcomplywiththecurrentnationalstandardGB50348TechnicalCodeforEngineeringofSecurityandProtectionSystem.
4.2.5Thesysteminformationsecuritydesignshallmeettherequirementsofthesecond-levelof
informationsystemsecurityandprotectiongradespecifiedinthecurrentnationalstandardGB/T22239
InformationSecurityTechnology—BaselineforClassifiedProtectionofInformationSystemSecurity,
andshallcomplywiththecurrentnationalstandardGB/T22080InformationTechnology—Security

4.2.6TheequipmentinthesystemshallcomplywiththecurrentnationalstandardGB/T26718

4.3Videosurveillanceandcontrolsystem
4.3.1Thevideosurveillanceandcontrolsystemshallconsistofcameras,yideoprocessingequipment,storageequipment,monitoringandoperationterminals,managementsoftware,trahsmissionnetworkandauxiliaryequipment.
4.3.2ThevideosurveillanceandcontrolsystemshallcomplywiththecurrentnationalstandardGB
50395CodeofDesignforVideoMonitoringSystems.
4.3.3Thevideosurveillanceandcontrolsystemshallbecapableofcarryingoutreal-timeandeffectivevideosurveillanceoftheurbanrailtransitareas.Thesystemfunctionalityshallmeetthefollowingrequirements:
1Itshallbecapableofdisplayingandrecordingthecharacteristicsofpeopleandobjectsinthemonitoredareainreal-time.
2Itshallbecapableofretrieving,replaying/anddownloadingtherecordedhistoricalimageswhen
required.
3Thedisplayofthemonitoringscreenshallbeprogrammable,andshallsupportbothautomaticandmanualswitching;theindexnumberandlocationofeachcamera,andtimeanddateinformationshallbedisplayedonthescreen.
4Itshallbesynchronizedwiththeclocksystemofurbanrailtransit.
5Itshallbecapableofemittingwarningmessagesaccordingtothesetalarmtriggerconditions.
6Anoperationlogshallberecorded,andthestoredinformationshallnotbelostafterapower
failureorshutdown,Therecordinformationshallnotbestoredforlessthan90danddeletioncannotbeallowedduringthattimeperiod.
7Adigitalnetworkingmodelshallbeincluded.
4.3.4Thevideosurveillanceandcontrolsystemdesignshallmeetthefollowingrequirements:
1Thecameraconfigurationshallprimarilybefixedcameras,andpan-tilt-zoom(PTZ)camerascanbeimplementedforassistanceifneeded.
2Therecordedimageinformationshallnotbemodified.
3Thecamerasensitivityshallbecompatiblewiththeambientilluminance.
4Itshallbecapableofrunningandoperatingindependently,sendinginformationtotheintegratedsecurityplatform,beingconnectedtothepublicsecurityinformationsharingplatform,andcoordinatingwithothersubsystemsofthetechnicalprotectionsystem.Theinformationtransmission,informationexchange,andinformationcontrolofthevideosurveillanceandcontrolsystemofurbanrailtransitand
thepublicsecurityvideosurveillancenetworksystemshallcomplywiththecurrentnationalstandard
GB/T28181TechnicalRequirementsforInformationTransport,SwitchandControlinVideoSurveillanceNetworkSystemforPublicSecurity.
5Thereshallbenoobstructioninthemonitoringrange.
6Themonitoringdurationrequirementsoftheurbanrailtransitoperationsshallbemet;themonitoringequipmentinkeyprotectedareas,keysitesandunmannedlocationsshallmeetthe

7Thepicturetakenbythecamerashallnotbedeformedordistorted,andthequalitylevelofthe
real-timedisplayandvideoplaybackimageofthesystemshallnotbelowerthanthesubjectiveevaluationratinglevel4specifiedinthecurrentnationalstandardGB50198TechnicalCodeforProject
ofCivilClosedCircuitMonitoringTelevisionSystem.Theresolutionofthevideoimagesstoredand
playedbacklocallyatthestationshallbenolowerthan1280×720pixels,andtheimageframerateshallbenolessthan25fps.
8Theelectromagneticcompatibilityofthesystemshallcomplywiththecurrentnational
standardGB50395CodeofDesignforVideoMonitoringSystem.
9Thesystemshallhaveabackuppowersupply,anditshallbecapableofcontinuingtoworknormallyfornolessthan2hwhenapowerfailureoccurs.
10Thecamerasinstalledattheentranceandexitofrollingstockdepotsshallbecapableofclearlycapturingtheplatenumbersofallenteringandexitingvehicles.
11Forthecamerasinstalledattheentranceandexitofstations,itisnecessarytohaveatleastonecamerathatcaneffectivelycaptureandmonitortheactivitiesofpeopleandobjectswithina15mrangeoutsidetheentrance.Duringaperson'stimeinthestation,atleast2frontalimagesshallbetakenforidentificationpurposes.
12Thesurveillancecameradeployedonthestationplatformshallcoverthedoorareaofthetrainpassengercompartmentandfocusclearlyonpassengerswaitingforthetrain,aswellasthosegettingonandoffthetrain.Additionally,therecordedimagesshallbecapableofbeingseamlesslystitchedtogether.Incasethecivilstructureofatrainstationplatformreservesextralengthforadditionalcarriages,thesurveillancecamerasystemconstructionshallhavethecapacitytoaccommodateadditionalcameradeployments.
