Forthenexttenyears,theBBC'spositionlookssecure.Yetit'sgetting
increasinglyhardertoarguethatthegovernmentshouldmakethepublicpay

ItwaseasytogettheteenagedMr.PaintinginterestedintheBBCprograms
becausetherewasnothingelseon.Thatisnolongertrue.Firsttheother
terrestrialssprangup:ITV,followedbyChannel4andthenChannel5,from
the1990s,hundredsofnewchannelswerelaunchedonsatelliteandcable
platforms,creatinganew"multi-channel"world.TherapidriseoftheInternet
hasalsotakenatolloftheoldgeneralistchannels.Peopleareincreasingly
turningawayfromboththeBBCanditsterrestrialcompetitors.
Twodecadesago,theBBCcommanded47%ofalltelevisionviewingandits
rivals,ITVandChannel4,sharedtherest.AccordingtoOfcom,the
communicationsregulator,today,BBC1andBBC2,itsterrestrialchannels,
accountforjust33%ofallviewing,multi-channelservices(whichinclude
BBC3andBBC4,bothdigitalchannels)win30%.Inhomeswithsatelliteor
cabletelevision,thecorporation'ssharehasfallenfurther:BBC1andBBC2
togetherhavejust23%oftheformerand22%ofthelatter.
Youngpeopleespeciallyareabandoningpublic-serviceprogrammers.
