银山镇教育办公室按照《关于在全县教育系统开展“提高教学质量，

加快教育发展”大讨论活动的通知》要求，以科学发展观为指导，以

加快教育发展、办人民满意教育为落脚点，从我镇工作实际出发，分

步骤、高起点、严要求在系统内组织开展大讨论活动，活动中注重学

习与工作实践相结合，深刻查摆存在问题和困难，采取统一要求、同

步开展、上下联动、共同提高的方法，在不到两个月的时间里，扎实

有效地开展了大讨论活动，现将工作情况总结如F：(Inaccordance

一、建立机构、加强领导(1.Establishinstitutionsandstrengthen

leadership)

我镇教育系统有近400多人的教职工队伍，涉及点多、面大，要切实

组织开展好大讨论活动，建立一个敢于负责、高效有力的领导机构是

关键。根据县局的要求，我镇成立了以教育办公室主任邵泽周为组长,

相关领导为成员的大讨论活动领导小组。领导小组成员分包各中小

学，责任到人，形成一把手负总责，分管领导具体抓的工作体系。各

中小学也按要求成立了相应的工作领导小组。(Ourtown's

大讨论领导小组办公室经过调研分析制定出《银山镇开展“提高教

学质量，加快教育发展”大讨论活动实施方案》，以文件形式下发全

镇各中小学。并召开动员会，对全镇开展活动进行了布署安排，各中

小学进入了时间程序要求的大讨论活动。(Afterinvestigationand

大讨论活动三个阶段的工作内容环环相扣，合为一体，为确保各个阶

段的工作扎实开展，取得成效，教育办公室和各中小学着力在以下三

学习好是讨论好、反思好的基础，为使学习活动扎实开展，领导小组,

制定了学习计划、拟定统一的讨论提纲，认真学习县委书记陈湘安、

县长赵德健重要讲话精神和县委、县政府《关于加快全县教育事业发

展的意见》精神，把全镇广大教师的思想认识统一到县委、县政府的

决策部署上来。在此基础上，还增加了镇党委王建伦书记在教育工作

座谈会上的讲话等作为学习内容。学习过程中，采取以个人学习为主,

集学习为辅，学习工作两不误的方式，做到个人学习写体会，集体学

习讲心得，紧扣加快发展的主题，用县委、县政府的决策统一思想。

在学习中，教育办公室中心学习组成员分组深入到各学校与基层教职

工一起开展学习讨论。通过深入的学习讨论活动，教育系统干部教师

对素质教育的实质有了更进一步的认识和提高，对我镇教育工作面临

的新形势新任务有了清醒的认识，提高教学质量，加快教育发展的紧

迫感、责任感有了进一步的增强。通过学习，切实把教育系统干部职

工的思想统一到县委安排部署要求上来，为全面完成大讨论活动奠定

(二)抓重点，在关键环节上下功夫((2)Focusonkeypointsand

学习效果的检验，在于敢不敢正视问题，解决矛盾，有没有勇气解决

制约教育发展的思想观念、思维方式，思想作风、工作作风，管理方

式和机制体制。针对实际，大讨论活动领导小组，于XX年9月20日

召开查摆问题阶段动员会。对查摆问题工作作出具体要求：第一、查

摆问题要从每位干部、教师做起，先个人查摆再进行学校和集体查摆。

查摆要紧扣系统方案制订的论题开展，要按照“实、准、高、深”的

要求进行，每位干部、教师都要认真写一篇学习心得。第二、认真开

展调查研究，掌握实情，发现问题，解决问题。第三、在查摆问题工

作中教育办公室、各中小学要通过发放征求意见表、召开座谈会、开

展恳谈活动的方式，广开渠道来发现问题，化解矛盾。（Thetestof

渠道的意见建议，存在的困难问题认真进行分析研究归纳，并向全县

中小学进行镇了反馈。二是要求教办领导、学校干部、教师，由上而

下带头整改，强化认识，统一思想。三是对集中起来的意见建议，采

(一)对素质教育的实质有了正确的理解，认识到办人民满意的教育

才是最好的素质教育。对我镇教育面临的新形势新任务新挑战有了更

加清醒的认识，广大干部教师进一步树立了责任意识、质量意识、争

先意识，干部教师的精神面貌焕然一新，办人民满意的教育成为全镇

教师和教育工作共同奋斗的目标。((1)Haveacorrect

(二)各校普遍制定完善各种规章制度，特别是以教学质量为核心的

教师综合考核评价体系和评优树先奖惩办法，荣誉资金向一线倾斜，

做到“先画圈后打枪”，理顺了教师的情绪，提高了教师工作的主动

性，充分挖掘出内在潜力，调动起了一切积极因素。((2)Schools

银山镇教育办公室按照《关于在全县教育系统开展“提高教学质量，

加快教育发展”大讨论活动的通知》要求，以科学发展观为指导，以

加快教育发展、办人民满意教育为落脚点，从我镇工作实际出发，分

步骤、高起点、严要求在系统内组织开展大讨论活动，活动中注重学

习与工作实践相结合，深刻查摆存在问题和困难，采取统一要求、同

步开展、上下联动、共同提高的方法，在不到两个月的时间里，扎实

我镇教育系统有近400多人的教职工队伍，涉及点多、面大，要切实

组织开展好大讨论活动，建立一个敢于负责、高效有力的领导机构是

关键。根据县局的要求，我镇成立了以教育办公室主任邵泽周为组长,

相关领导为成员的大讨论活动领导小组。领导小组成员分包各中小

学，责任到人，形成一把手负总责，分管领导具体抓的工作体系。各

中小学也按要求成立了相应的工作领导小组。(Ourtown's

大讨论领导小组办公室经过调研分析制定出《银山镇开展“提高教

学质量，加快教育发展”大讨论活动实施方案》，以文件形式下发全

镇各中小学。并召开动员会，对全镇开展活动进行了布署安排，各中

小学进入了时间程序要求的大讨论活动。(Afterinvestigationand
