前言

根据上海市住房和城乡建设管理委员会《关于印发<2019年上海市工程建设

规范、建筑标准设计编制计划>的通知》(沪建标定[2018]753号)下达的编制计

划,由上海市水务局、上海市水务建设工程安全质量监督中心站会同有关单位组

成了标准编制组,对上海市工程建设规范《水利工程施工质量检验与评定标准》

DG/TJ08-90-2014开展标准修订工作。标准编制组经广泛的调查研究,认真总结

实践经验,并参照国内外相关标准和规范,在反复征求意见的基础上,制定本标

准。

本标准主要内容是:1总则;2术语;3基本规定;4地基与基础工程;5河、

湖开挖及疏浚工程;6水生态治理工程;7水(涵)闸、泵站工程;8防汛墙及

护岸工程;9围垦工程;10农田水利工程;11闸门与拦污栅;12机电设备安装;

13自动化控制工程;14试运行。

1总则

1.0.1为加强上海市水利工程施工质量管理,统一施工质量检验评定方法,特制

定本标准。

1.0.2本标准适用于上海市中、小型水利工程施工质量检验评定

1.0.3水利工程质量检验除应符合本标准规定外,尚应符合国家、行业及上海市

现行有关标准的规定。

2术语

2.0.1水利工程hydraulicengineering

水利工程是指由国家投资、中央和地方合资、地方投资以及其他投资方式兴

建的防洪、除涝灌溉、围垦、水土保持、移民、水资源保护、土地整理田间配套

等工程(包括新建、扩建、改建、加固、修复)及其配套和附属工程的统称。

2.0.2水利工程质量qualityofhydraulicengineering

指工程满足国家和水利行业相关标准及合同约定要求的程度,在安全、功能、

适用、外观及环境保护等方面的特性总和。

2.0.3主要建筑物mainstructure

主要建筑物是指其失事后将造成灾害或严重影响工程效益的建筑物。

2.0.4单位工程unitproject

单位工程是指具有独立发挥作用或具有独立施工条件的建筑物。

属于主要建筑物的单位工程为主要单位工程。

2.0.5分部工程separatedpartproject

分部工程是指在一个建筑物内能组合发挥一种功能的部分工程,是组成单位

工程的各个部分。

对单位工程的安全、功能和效益起决定性作用的分部工程为主要分部工程。

2.0.6单元工程Seprateditemproject,

单元工程指在分部工程中由几个工序(或工种)施工完成的最小综合体,是

日常质量检验评定的基本单位。

2.0.7关键部位单元工程Seprateditemprojectofcriticalposition

关键部位单元工程是指对工程安全、功能或效益有显著影响的单元工程。

2.0.8重要隐蔽单元工程Seprateditemprojectofcrucialconcealment

重要隐蔽单元工程是指主要建筑物的地基开挖、地基防渗、地基加固处理和

排水等隐蔽工程中,对工程安全和功能有严重影响的单元工程。

2.0.9工序workingprocedure

按施工的先后顺序将单元工程划分成的若干个具体施工过程或施工步骤。对

单元工程质量影响较大的工序称为主要工序。

2.0.10主控项目dominantitem

对单元工程的功能起决定作用或对安全、卫生、环境保护有重大影响的检验

项目。

2.0.11一般项目generalitem

一般项目指除主控项目以外的检验项目。

2.0.12质量检验qualityinspection

通过检查、量测、试验等方法,对工程质量特性进行的符合性评价。

2.0.13质量评定qualityassessment

将质量检验结果与国家和行业技术标准以及合同约定的质量标准所进行的

比较活动。

2.0.14外观质量qualityofappearance

通过检查和必要的量测所反映的工程外表质量。

2.0.15质量事故accidentduetopoorquality

在水利工程建设过程中,由于建设管理、监理、勘测、设计、咨询、施工、

材料、设备等原因造成工程质量不符合国家和行业相关标准以及合同约定的质量

标准,影响工程使用寿命和对工程安全运行造成隐患或危害的事件。

2.0.16质量缺陷defectofconstructionalquality

对工程质量有影响,但小于一般质量事故的质量问题。

2.0.17中间产品intermediateproduct

工程施工中使用的混凝土拌和物、砂浆拌和物、混凝土预制构件等土建类工

程的成品及半成品。

2.0.18防汛墙Floodwall

江河湖泊沿岸具有挡潮防洪能力的墙式建筑物,属于堤防的一种新式,主要

由基础、墙身、护坡等主体结构和防汛通道等配套、附属设施组成。防汛闸门作

为防汛墙上设置的通道闸门,也是防汛墙的重要组成部分。

2.0.19海塘seawall

长江口、东海和杭州湾沿岸以及岛屿四周修筑的堤防(含堤防构筑物)及其

护滩、保岸、促淤工程。

2.0.20生态护岸ecologicalriverbank

一般指在满足结构安全及自身稳定前提下,采用水土保持功能良好的植生土

坡及生态材料建设的护坡或挡墙。

2.0.21环保疏浚Environmentaldredging

指采取工程措施对水体中的污染底泥进行疏挖,以减少底泥中污染物向水体

释放,为水生态系统的恢复创造条件,是一种重污染底泥的异位修复技术。

2.0.22生态混凝土块Ecologicalconcreteblock

采用特殊级配的混凝土骨料加低碱性水泥制成的具有一定孔隙率的块体,实

现高透水性并能为植物根系的生长提供足够的空间。

2.2.23液压振动法沉桩piledrivingwithhydraulicvibrationmethod

利用振动原理,以振动桩身,将机械产生的垂直振动传给桩体,使桩周围的

土体发生变化,强度降低,减少桩侧与土体的摩擦阻力,以下压力与桩身自重将

桩沉入土中。

3基本规定

3.1一般要求

3.1.1施工前施工单位应编制施工组织设计,危险性较大的分部分项工程应编制

专项施工方案,对于超过一定规模的危大工程、施工单位应当组织召开专家论证

会对专项施工方案进行论证。施工组织设计、专项施工方案必须按规定程序审批

后执行,变更时应按原程序审批。

3.1.2工程质量检验、检测使用的计量器具、试验仪器仪表及设备应定期进行检

定,具备有效的检定证书;质量检验、检测人员应熟悉业务,持证上岗。水利工

程平面、高程测量放样误差应符合现行行业标准《水利水电工程施工测量规范》

SL52的有关规定。

3.1.3施工围堰施工应满足设计要求,设计无要求时应符合现行行业标准《水利

水电工程围堰设计规范》SL645的要求。

3.1.4施工时必须符合国家、上海市和上海市水务局有关环境保护及文明施工的

有关要求、规定。

3.1.5水利工程中临时工程施工质量检验评定应符合有关标准或合同要求,永临

结合的工程按照永久工程进行检验评定。

3.1.6水土保持工程质量检验评定应按照现行国家标准《生产建设项目水土保持

技术标准》(GB50433)、行业标准《水利水电工程水土保持技术规范》SL5752、

《水土保持工程质量评定规程》SL336执行。

3.1.7工程中附属房屋建筑质量检验与评定按建筑安装工程标准执行;公路、桥

梁工程按交通行业标准执行;市区道路、桥梁、截污纳管工程按市政工程标准执

行;园林绿化工程按照园林绿化专业标准执行。

3.2项目划分

3.2.1水利工程项目划分为单位工程、分部工程、单元(工序)工程三级。对于

规模较大的单位工程,可将其能形成独立使用功能的部分划分为一个子单位。项

目划分应明确主要单位工程、主要分部工程、重要隐蔽单元工程、关键部位单元

工程和主要工序。

3.2.2水利工程项目划分应结合工程结构特点、施工部署及施工合同要求进行,

划分结果应有利于保证施工质量以及方便施工质量管理。

3.2.3工程中附属房屋建筑安装、公路、市政、桥梁、园林绿化等其它专业的工

程项目,可作为一个独立的单位工程或分部工程,按相应专业标准划分和确定项

目名称。

3.2.4单位工程划分应符合下列规定:

1单位工程应结合工程结构特点、施工部署及合同要求进行划分。子单

位工程划分原则同单位工程。

2枢纽工程一般以每座独立的建筑物(如水闸、船闸、泵站、涵洞等)

为一个单位工程。当工程规模较大时,可将一个建筑物中具有独立施工条件的一

部分划分为一个单位工程,其中金属结构及机电设备安装工程可独立划分为一个

单位工程。

3堤防(含海塘)、防汛墙(含护岸)工程按招标标段划分单位工程。

堤线较长的以不超过2000m为原则划分为若干单位工程。

4河道疏浚按招标标段和河道规模划分单位工程。市级以上(含)河道

每2000m划分为一个单位工程;市级以下河道每3000m~4000m划分为一个单位

工程。

5其它综合性工程按工程结构型式一般可将较大交叉联结建筑物、管理

设施等每座独立建筑物作为一个单位工程。

6含有多座规模较小独立建筑物的工程,可将若干座独立建筑物划分为

1个单位工程,其中的每座建筑物作为1个子单位工程。

7小型水利工程、除险加固工程、水生态治理工程一般按招标标段划分

为一个单位工程。

3.2.5分部工程划分应符合下列规定:

1分部工程应按主要组成部分和功能进行划分。

2枢纽工程、土建工程按设计的主要组成部分划分分部工程;金属结构、

启闭机及机电设备安装工程按组合功能划分。

3堤防(含海塘)、防汛墙(含护岸)工程结合长度和不同功能的结构部

位划分分部工程,长度不宜超过400m。不同结构型式(断面)、平面布置上不

连续的可划分为不同分部工程。

4水生态治理工程、其它类型单位工程按工程结构和设备的主要组成部

分划分分部工程。

5主要分部工程在项目划分时应标注“△”。

3.2.6单元(工序)工程应符合下列规定:

1单元工程按工序划分为划分工序单元工程和不划分工序单元工程。单

元工程应依据工程结构、施工部署或质量考核要求划分。

2建筑工程按层、块、段划分单元工程,金属结构、水利机械、电气设

备、自动化等工程按孔、台、类划分单元工程。

3重要隐蔽、关键部位单元或主要工序在项目划分时应标注“△”。

4本规范中未涉及的单元工程,根据工程类型按照相应部分的方法进行

划分。

3.2.7项目划分程序应符合下列规定:

1单位工程开工前,项目法人应组织监理、设计及施工等单位进行工程项

目划分,并确定主要单位工程、主要分部工程、关键部位单元工程和重要隐蔽单

元工程、主要工序,并将项目划分表及说明书面报工程监督机构确认。项目划分

可分阶段报送,首次报送时应划定单位工程,各单位工程中分部工程、单元工程

划分可根据工程进展分阶段报送。

2工程监督机构收到项目划分书面报告后,应在14个工作日内对项目划分

进行确认并将确认结果书面通知项目法人。

3工程实施过程中,需对单位工程、主要分部工程、关键部位单元工程和

重要隐蔽单元工程的项目划分进行调整时,项目法人应及时将调整部分重新报工

程质量监督机构确认。

3.3质量检验
