KEYMESSAGES

7InternationalwheatandcoarsegrainpricesdeclinedinJanuary2024aslargeseasonalsuppliesexerteddownwardpressureonprices.Bycontrast,theFAOAllRicePriceIndexincreasedby1.2percentinJanuary,largelyreflectingincreasesinIndicaquotations.

FAO'sanalysisofdomesticstaplefoodpricesshowsthathighpricelevelspersistedinDecember2023andJanuary2024.Inmostcountries,domesticstaplefoodpricesremainedelevatedduetomultiplefactors,includingconflicts,insecurityandextremeweatherevents,whichconstrainedfoodavailabilityandaccess.Currencyweaknessremainsacompoundingfactortighteningsupply,especiallyinnetfoodimportingcountries,throughreducedimportsduetofinancialconstraintsandincreasingdebtburdens.

InternationalwheatandcoarsegrainpricesdeclinedinJanuary,whilethoseofricecontinuedtoincrease

IntemationalwheatpricesdeclinedinJanuary2024,ledbya5percentmonth-on-monthfallinAustralia's(EasternStates,ASW)quotationsastherecentlycompletedharvestincreasedexportavailabilities.Similarly,higherseasonalsuppliesunderpinneda1percentmonth-on-monthdeclineinArgentina's(12%,UpRiver)prices.EuropeanUnion(France,grade1,Rouen)pricesandthebenchmarkUnitedStatesofAmerica(USNo.2,HardRedWinter)quotationsalsofell,by2.5percentand1.93percent,respectively,inJanuaryreflectingcontinuedstrongcompetitionamongmajorexporters.

Internationalmaizepricesdroppedfastermonth-on-month.TheArgentina(UpRiver)valuesfellby3.7percentinJanuary2024ascropconditionsimprovedwiththeimminentstartofanexpectedbumperproduction.ThestartofthefirstmaizeharvestinBrazilalsocontributedtoadeclineof2.4percentintheBrazil(Paranagua,feed)

quotationsinJanuary.Amplesupplies,furtherboostedbyanupwardrevisiontotheproductionestimateintheUnitedStatesofAmerica,contributedtoa3.3percentdeclineinthebenchmarkUnitedStatesofAmerica(USNo.2,Yellow)maizeprice.

TheFAOAllRicePriceIndexaveraged142.8pointsinJanuary2024,up1.2percentfromitsDecember2023level,largelyreflectinghigherIndicaquotations.InAsia,exportquotationsincreasedinPakistanandThailandastradersbusiedtofulfilpreviouslycontracteddealsandIndonesiaannouncedanotherimporttender.Bycontrast,pricesdeclinedinVietNam,influencedbyadepreciationofthedongvis-à-vistheUnitedStatesdollarandsluggishfreshtradeaheadofthe2024winter-springharvest.IntheUnitedStatesofAmerica,reducedcompetitionwithSouthAmericanexportersandsalestoregularmarkets,sustainedamildincreaseinlong-grainprices.

Retailpricesofwheatfloursoaredby52percentmonth-on-monthinDecember2023,followingthedevaluationoftheArgentinepesofromARS364/USD1toARS800/USD1.Wheatflourpricesrosethroughout2023,onaccountoftightsuppliesofwheatgrainfromthebelow-averageharvestsin2022and2023,compoundedbyelevatedmillingandtransportcosts.Ingeneral,pricesoffooditemscontinuedtoincrease,amiddifficultmacroeconomicconditions,exacerbatedbythecurrencydevaluation.InDecember2023,theannualfoodinflationratewasabout250percentatthenationallevel.

WholesalepricesofsorghumroseacrossthecountryinSeptember2023,whilepricesofmilletandmaizeshowedmixedtrends.Pricesofmillet,maizeandsorghumwerehigheronayearlybasis.WholesalepricesoflocalandimportedricewerestableorincreasedinSeptember,sustainingtheiryear-on-yearhigherlevels.Thehighcerealpricesareprimarilyunderpinnedbyelevatedtransportcosts,followingtherecentremovalofthefuelsubsidy,thedevaluationofthenairaandtheslightlydelayedharvestsinnorthernareas,whichareexpectedtoexperiencelocalizedshortfallsinproduction.

Pricesofwheatflour,thecountry'smainfoodstaple,increasedsharplybetweenApril2022andJune2023,reachingrecordhighs.Thepricesurgewasduetothetightmarketsupplyandhighcostsofproductionandtransport,mostlydrivenbyhikesinpricesofpetroleumandenergy.Thesignificantdepreciationofthenationalcurrencysincethebeginningof2022madeimportsmoreexpensiveandcontributedtopriceincreases.InJulyandAugust2023,pricesdecreasedseasonally,remaininggenerallystablesincethen.InJanuary2024,wheatflourpriceswereonaverage65percenthigherthantheelevatedlevelsayearearlier.

mainlyduetoinsufficientsuppliesandseveremacroeconomicdifficulties

Inthecapital,Juba,pricesofmaizeandsorghumlevelledoffatrecordlevelsinJanuary2024asthesecondseasonharvest,recentlyconcludedinsouthernbimodalrainfallareas,increasedmarketavailabilities.Pricesofgroundnutsandimportedwheat,otherimportantstaplesinthelocaldiet,remainedfirmaswell,whilepricesofcassavadecdinedby4percentNominalfoodpricesinJanuary2024wereexceptionallyhigh,withthoseofmaizeandsorghumatrecordlevels,44and21percent,respectively,higherthantheiralreadyhighyear-earliervaluesandmorethan100timesthoseinJuly2015,beforethecurrencycollapse.Underlyingthehighfoodpricesareinsufficientsuppliesduetolowlocalproductionandreducedimports,andthecontinuouslydifficultmacroeconomicsituationduetolowforeigncurrencyreservesandaweaknationalcurrency.

Pricesofstaplefoodsatveryhighlevels,exacerbatedbytheongoingconflict

Pricesofthemainstaples,sorghumandmillet,followedmixedtrendsinNovember2023,andwerebelowtheveryhighyear-earlierlevelsbutuptofivetimesthevaluesinNovember2021.Cerealpricesbegantofollowasustainedincreasingtrendinlate2017duetothedifficultmacroeconomicsituation,coupledwiththehighpricesoffuelandagriculturalinputsinflatingproductionandtransportcosts.Heightenedpoliticalinstabilitysince2019andtheconflictsinceApril2023exertedfurtherupwardpressure.

Sharpincreaseinmaizepricesatthestartof2024

Followingafewmonthsofrelativestabilityinlate2023,pricesofmaizemealrosesteeplyinJanuary2024.Thesharpuptickinpricesislargelyattributedtotheeffectsofapersistentandsharplossofvalueofthenationalcurrencyinthelastmonths;currencyweaknesshasbeenthekeyfactorunderpinningsteeppricegrowththroughout2023.Thenationalinflationratereached35percentinJanuary,upfrom27percentinthepreviousmonth.

PriceincreasesofmaizegrainquickenedinJanuary2024comparedtotheprecedingmonthandreachedanewall-timehightthatwasmorethan70percenthigheronayearlybasis.Currencyweaknessisthefundamentalfactorunderpinningtheelevatedlevelsandhascontributedtohighheadlineinflationrates,whichwereataneartwo-yearhighinJanuary2024.Inresponsetothecontinuedpricegrowth,theBankofZambiaraiseditspolicyrateagaininNovember2023,thefourthrisein2023.Lookingahead,lowrainfallamountsinpartsofcountrycouldcontaincerealproductionin2024,whichisapotentialupsiderisktodomesticfoodprices.

PricesofcoarsegrainswerestableordecreasedinmanymarketsinNovemberandDecember2023,andwerehigheronayearlybasisinseveralcountries

InNovemberandDecember2023,pricesofcoarsegrainsremainedstableordedinedinmanymarketsofthecountriesoftheSahelandalongtheGulfofGuinea,amidseasonalharvestpressure.Inseveralcountriesofthesubregion,pricesofcoarsegrainswerehigherthanayearearlier.

InMali,wholesalepricesofmilletandsorghumremainedstableordecreasedinmostmarketsinDecember2023.Wholesalepricesofmilletwerebelowtheirelevatedyear-earliervalues,whilepricesofsorghumwerenearorbelowtheirhighlevelsayearearlier.Similarly,inBurkinaFaso,wholesalepricesofmilletandsorghumremainedstableordedinedinmostmarketsinDecember2023.Thisreflectsthedeliveryofhumanitarianassistanceforinternallydisplacedpersonsandthereleaseofcerealsfromthenationalfoodreservesatsubsidizedpricesthroughtheso-calledboutiquestémoins,asocialprotectionmeasureadoptedbythegovernmentin2013toimprovecerealaccessforthemostvulnerablepopulations,compoundedbyimprovedsuppliesfromtheongoing2023cerealharvest,estimatedataslightlyabove-averagelevel.Pricesofmilletwerebelowtheirelevatedyear-earlierlevels,whilepricesofsorghumwereneartheiryear-earliervaluesinmostmarkets.IntheNiger,wholesalepricesofmilletremainedstableinmostmarketsinDecember2023,whilepricesofsorghumregisteredseasonaldedlines.Pricesofmilletandsorghumwereupto16and35percent,respectively,higheryear-on-year.TheelevatedpricesweremainlysupportedbythesanctionsimposedbytheEconomicCommunityofWestAfricanStatesfollowingthemilitarytakeoverinJuly2023,indudingthesuspensionofeconomicandcommercialtransactionsandtheclosureofborderswithBeninandNigeria,key

sourcesandtransitareasforimportedfood.Inaddition,thehighercerealpricesweresupportedbydisruptedinternaltradeflowsduetopoorsecurityconditions.

InSenegal,nationalaverageretailpricesofmaize,milletandsorghumdecreasedseasonallyinDecember2023.Theaveragepricesofcoarsegrainswerebelowtheirelevatedyear-earliervalues,reflectingtheincreaseincerealproductionin2023,whichisestimatedatanabove-averagelevel.InTogo,retailpricesofmaizeweregenerallystableinDecember2023,whilepricesofsorghumremainedstableordeclined.Pricesofmaizewerenearorbelowtheiryear-earlierlevels,whilepricesofsorghumwerebetween25and42percenthigherthantheirDecember2022levels.InBenin,retailpricesofbothmaizeandsorghumdecreasedinDecember2023.Pricesofmaizeweregenerallyneartheiryear-earliervalues,whilepricesofsorghumwereupto52percenthigheryear-on-year.Theelevatedpricesareunderpinnedbythehighpricesoffuelandagriculturalinputs,aswellasincreasedtransportcostsduetothehighcostofinformalimportsoffuelfromNigeria.Furthermore,reducedcross-borderflowsduetotheclosureoftheborderwiththeNigeraddedupwardpressureonprices.InNigeria,wholesalepricesofmillet,sorghumandmaizefollowedmixedtrendsinNovember2023andremainedwellabovetheiryear-earlierlevels.Similarly,wholesalepricesoflocalriceshowedmixedtrends,butpricesofimportedriceremainedstableorroseinNovember.Pricesofbothlocalandimportedricewerehigheronayearlybasis.Thehighcerealpricesareunderpinnedbyelevatedtransportcosts,thedevaluationofthenaira,below-averagecerealproductionin2023andstronglocaldemand.

Somesignsofdisinflation,butfoodpricesstillremainexceptionallyhigh

Cerealpricesinmostcountrieswereathigheryear-on-yearlevelsinDecember2023andJanuary2024,reflectingthecumulativeimpactsofweathershocksondomesticproduction,elevatedinternationalcommoditypricesandweakcurrenciesthatintensifiedexchangeratepass-througheffectstodomesticprices.Lookingahead,anupsiderisktopricegrowthinthenextmonthsistheimpactofElNino-relatedrainfalldeficitsoncerealproductionin2024.SeveralareasacrossSouthernAfricaarealreadyexperiencingdrynessandpotentialproductiondeclines,particularlyincountrieswheredomesticharvestsconstitutethebulkofnationalcerealsupplies,couldexertupwardpressureongrainprices.

InSouthAfrica,averagewholesalepricesofmaizegrain,whichremainatloweryear-on-yearlevels,fellmoderatelyinJanuary2024,supportedbygenerallybetter-than-expectedproductionprospectsforthe2024crop.Themostlypositiveproductionoutlookreflectsgenerallyconduciveweatherconditions,despitethepresenceofElNino,andnewfielddataconfimingearierforecastsoflargeryear-on-yearmaizeplantings.However,lowerrainfallamountswererecordedinwesternparts,wherewhitemaizeispredominantlygrown,whichslightlytemperedthemonthlypricedecdlinesofwhitemaize.Bycontrast,therewasanuptickinwholesalewheatpricesinJanuary,followingasmallcutbacktothedomesticwheatproductionestimate,withrecentdataconfirmingtheadverseeffectofheavyrainsatharvesttimeonyields;wheatprices,however,werestill7percentloweryear-on-year.InthenetcerealimportingcountriesofBotswana,

EswatiniandNamibia,retailpricesofmaizemealweregenerallystableordeclinedmoderatelymonth-on-monthinDecember2023.Thesetrendswerealsomirroredinthefoodinflationrates,asmaizeaccountsforarelativelylargeweightintheinflationindexreflectingitsimportanceinnationaldiets.SimilarlyinMozambique,retailmaizegrainpricesinDecember2023werelargelyunchangedcomparedtothepreviousmonth,buthigheronayearlybasis.InZambia,pricesofmaizegrainrosesteeplyinearly2024almostby10percentcomparedtothepreviousmonth,continuingtheupwardtrendfrom2023.ThepriceofmaizegrainreachedanewrecordhighinJanuary2024,andwasmorethan70percenthigheronayearlybasis.Currencyweaknessisamajorfactorunderpinningthesharppricegrowth.Inresponsetothecontinuedfoodpriceincreases,andpricesingeneral,theBankofZambiaraisedthepolicyrateinNovember,markingthefourthincreasein2023.InZimbabwe,therewasajumpinthenationalinflationrateinJanuary2024,whenitreached35percent,upfrom27percentinthepreviousmonth.Theincreaseislargelyattributedtoasharplossofvalueofthenationalcurrency,whichisthekeyfactorcontributingtothesurgeinthecostofliving.InMalawi,despitefallingfromaten-yearpeakinNovember2023,theinflationratewasestimatedatastillhighlevelof37percentinDecember.Akeydriveristheweakcurrency,whichwasdevaluedbyabout40percentinlate2023.WithElNino-linkedhotanddryweatherconditionsaffectingpartsofthecountry,potentialproductiondeclinesthisyearcouldtriggerfurtherincreasesinfoodprices.

Pricesofcoarsegrainsfollowedmixedtrendsinrecentmonths,remainingabovetheiryear-earlierlevelsinsomecountriesofthesubregion.ExceptionallyhighpricelevelscontinuetoberecordedinSouthSudanandtheSudan,underpinnedbytightsuppliesandseveremacroeconomicdificulties,indudingcurrencyweakness.IntheSudan,pricesarefurthersupportedbytheongoingdisruptionstoagriculturalandtradingactivitiesasaresultoftheconflictthatstartedon15April2023.

IntheSudan,agriculturalproductionandmarketingactivitiescontinuetobesignificantlyconstrainedbytheongoingconflict.PricesofmilletandsorghumfollowedmixedtrendsinNovember2023andwerebelowtheveryhighyear-earlier2022levelsbutwellabovethevaluesinNovember2021,withthecompoundingeffectsofconflictoccurringagainstabackdropofalreadyelevatedpricesduetomacroeconomicchallenges.InSouthSudan,pricesofmaizeandsorghumlevelledoffinJanuary2024inthecapital,Juba,asthesecondseasonharvest,recentlyconcludedinsou
