Ⅰ.AnIntroductiontoInspectionUnitTheinspectionworkistheactundertakenbytheinspectionstafffromtheinspectionagenciesincludingdeclaringinspectionandquarantinetoinspectionandquarantineinstitutions,goingthroughrelevantformalitiesandstartinginspectionandquarantineprocedurewhichareallinaccordancewithlaw.Theinspectionunitisthemainbodyinvolvedininspection.Itreferstothedomesticlegalpersonsororganizationsthathaveobtainedinspectionqualificationbylegallyregisteringattheinspectionandquarantineagenciesorobtainedinspectionrightapprovedbythem.Theinspectionstaffintheinspectionagenciesisresponsibleforthespecificworkofquarantineagencies.Thenationalgovernmentmanagesinspectionstaffviaregistration.

Afterobtainingastatequalificationcertificateofinspection,theinspectionstaffcanbeginworkingonlyiftheyhaveappliedtothequarantineagenciesandgottheLicenseforInspector.Astothenon-tradeinspection,theinspectionstaffcandirectlygothroughformalitieswithvaliddocuments.

Accordingtothenatureoftheirregistration,therearetwotypesofinspectionunits：self-serviceinspectionunitandsubstitutedinspectionagency.Accordingtotheclassificationofinspectionunits,inspectioncanbedividedintoself-serviceinspectionandsubstitutedinspection.

一、报检单位概述报检工作是由报检单位的报检员来负责的，依法向检验检疫机构申报检验检疫、办理相关手续、启动检验检疫流程的行为。报检单位是发生报检行为的主体，依法在检验检疫机构注册登记取得报检资格或经检验检疫机构批准取得报检权的境内法人或者组织。报检单位的具体工作则是由报检单位的报检员负责。国家对报检员实行注册管理。报检人员取得“报检员资格证”后，向检验检疫机构提出申请，获得“报检员证”方可从事工作。非贸易性质的报检行为，报检人员凭有效的证件直接办理手续。按照报检单位登记的性质，可分为自理报检单位和代理报检单位两种。按照报检单位的类型分类，报检行为分为自理报检和代理报检。Ⅱ.Self-serviceInspectionUnitTheself-serviceinspectionunitistheconsigneeorconsignorofentry-exitgoodsorothergoodssubjecttoinspection,ortheunitsforproducing,processing,storingandoperatingimportandexportgoods,whogothroughinspectionprocedureanddeclaretotheentry-exitquarantineagencybythemselvesorbysubstitutedinspectionagency.Itmustberegisteredandputonrecordsatthequarantineagencyandgetinspectionunitcodebeforehandlingrelevantinspectionanddeclarationbusinessinthefirstinspection.Self-serviceinspection,alsocalledself-serviceinspectionact,referstotheinspectionactinwhichtheengagedunitinspectsanddeclarestheimportandexportgoodsproduced,processed,storedoroperatedbyitsownenterprise.二、自理报检单位自理报检单位，是指根据我国法律法规规定办理出入境检验检疫报检/申报，或委托代理报检单位办理出入境检验检疫报检/申报手续的出入境货物或其他报检物的收发货人、进出口货物的生产、加工、储存和经营单位等，在首次报检时须办理备案登记手续，取得报检单位代码后，可办理相关检验检疫报检/申报业务。自理报检是指自理报检单位自行报检本企业生产、加工、储存或者经营的进出口货物的报检行为，也称自理报检行为。1.TheRangeofSelf-serviceInspectionUnit

（5）Chinese-foreignjointventure,Chinese-foreignco-operativeenterprise,andwhollyforeign-ownedenterprise;

（6）TheresidentrepresentativeinstitutionsofforeignenterprisesinChina;

（7）Theunitsforisolatedbreedingentry&exitanimalsandgrowingplants;

（8）Theunitsforproducing,processing,storingandtransportingtheproductsofentry&exitanimalsandplants;（9）Theunitsthatofferchemicalfumigationanddegassingservicetoentry&exitanimalandplantandtheirproducts,containers,packagingandtransportationtools;（10）Thescientificresearchinstitutionsthathaveentry&exitexchangebusiness;

（11）Otherunitsthatneedinspection.

1.自理报检单位的范围（1）有进出口经营权的国内企业；（2）进口货物的收货人或其代理人；（3）出口货物的生产企业；（4）出口货物运输包装及出口危险货物运输包装生产企业；（5）中外合资、中外合作、外商独资企业；（6）国外企业常驻中国代表机构；（7）进出境动物隔离饲养和植物繁殖生产单位；（8）进出境动植物产品的生产、加工、存储、运输单位；（9）对进出境动植物、动植物产品、装载容器、包装物、交通运输工具等进行药剂熏蒸和消毒服务的单位；（10）有进出境交换业务的科研单位；（11）其他需要报检的单位。2.FilingandRegistrationofSelf-serviceInspectionUnit

（1）Inspectionandquarantineinstitutionsimplementfilingmanagementsysteminallself-serviceinspectionunits

（2）Iftheunithandlesinspectionmattersforthefirsttime,itshouldpresentrelevantcertificatetolocalinspectionandquarantineinstitutionsandapplyforfilingandregistration.（3）TheGeneralAdministrationofQualitySupervision,InspectionandQuarantineofthePeople’sRepublicofChina（AQSIQ）isresponsibleforunifiedmanagementofself-serviceinspectionunitsacrossthecountry.Thelocalsubordinateinspectionandquarantinebureausareresponsiblefororganizingandimplantingfilingandregistrationofself-serviceinspectionunitsundertheirjurisdiction.Theinspectionandquarantineinstitutionsineachdistricttakechargeofspecificmanagement,suchasfiling,registrationandinformationchangeofself-serviceinspectionundertheirjurisdiction,theregularcheckonfilinginformationofself-serviceinspectionunitsaccordingtoactualsituations,dailysupervisionandadministration.（4）Theapplicantsofself-serviceinspectionunitscandirectlymakeapplicationstoinspectionandquarantineinstitutionsinthelocalityofitsindustryandcommerceregistrationforfilingandregistrationorsubmitapplicationsonline.Thesubmittedmaterialsinclude：Theapplicationformoffilingandregistrationforself-serviceinspectionunits;Originalsandcopiesof“businesslicenseofenterpriselegalperson”,stampedwithenterpriseofficialseal;Originalsandcopiesoforganizationorinstitutioncodecertificate,stampedwithenterpriseofficialseal;Theenterpriseswithimport-exportoperationrightmustproviderelevantproofmaterials;Othersupportingmaterialsthatapplicantsneedtooffertoinspectionandquarantineinstitutions;Otherrelevantmaterialsthatinspectionandquarantineinstitutionsrequire.

（5）Theinspectionandquarantineinstitutionmustreviewandcheckthematerialsprovidedbyapplicants,andputitonrecordandissue“thefilingandregistrationcertificateofself-serviceinspectionunit”totheapplicantsaftergainingtheapproval.Applicantsmustcarryunitcachetorcachetstamptoget“thefilingandregistrationcertificateofself-serviceinspectionunit”.Itsperiodofvalidityis5years.Afteritsexpiration,applicantsshouldgototheoriginalfilinginstitutionstogothroughcertificateextensionandreplacementprocedures.

（6）Self-serviceinspectionunitsshouldacceptsupervisionandadministrationfrominspectionandquarantineinstitutions,abidebylocalmanagementprinciplesandgothroughfilingandregistrationproceduresintheinspectionandquarantineinstitutionsinthelocalityofitsindustryandcommerceregistration.

（7）Theself-serviceinspectionunitswhoneedtoterminatethefilingandregistrationshouldgototheoriginalinspectioninstitutionstogothroughcancellationproceduresinwrittenform.Thecancellationwillbepermittedafterverification.

（8）Whentheself-serviceinspectionunitsandtheirregisteredinspectionstaffwhohavebeenputonrecordandregisteredintheinspectionandquarantineinstitutionsinthelocalityofitsindustryandcommerceregistrationgotootherplacesforinspection,theydonotneedtogothroughfiling,registrationandinspectorregistrationformalitiesaftertheinspectionandquarantineinstitutionshaveverifiedandacceptedtheprovidedfilingandregistrationinformationandcarryoutmanagementaccordingtorelevantregulations.2.自理报检单位备案登记（1）检验检疫机构对自理报检单位实行备案管理制度。（2）首次办理报检业务的单位，须持有关证件向当地检验检疫机构申请办理备案登记手续。（3）国家质检总局负责全国自理报检单位的统一管理工作，各地直属检验检疫局负责所辖地区自理报检单位备案登记等工作的组织实施，各地检验检疫机构负责辖区内自理报检单位的备案登记、信息更改、根据实际情况对自理报检单位的备案信息定期进行核实、日常监督管理等具体管理工作。（4）自理报检单位备案登记的申请人可以直接向其工商注册所在地检验检疫机构提出申请或网上提交申请，提交材料包括：①“自理报检单位备案登记申请表”；②加盖企业公章的“企业法人营业执照”复印件及原件；③加盖企业公章的组织机构代码证复印件及原件；④有进出口经营权的企业须提供有关证明材料；⑤申请人需要向检验检疫机构提供的其他有关证明材料；⑥检验检疫机构要求的其他相关材料。（5）检验检疫机构对申请人提供的资料进行审核，通过以后予以备案登记，并向申请人颁发“自理报检单位备案登记说明书”,申请人须携带单位公章或公章印模以领取“自理报检单位备案登记证明书”。其有效期为5年，期满后应当到原备案的检验检疫机构办理延期换证手续。

（6）自理报检单位接受检验检疫机构的监督管理，遵守属地管理原则，在其工商注册所在地检验检疫机构办理备案登记手续。（7）自理报检单位需要终止备案登记的，以书面形式向原备案登记的检验检疫机构办理注销手续，经审核后予以注销。（8）已经在工商注册所在地检验检疫机构备案登记的自理报检单位及其已经注册的报检员，前往注册地以外报检时，检验检疫机构核实其提供的自理报检单位备案登记信息后予以受理，并按照有关规定进行管理，自理报检单位无需在异地办理备案登记和报检员注册手续。3.TheInformationModificationofSelf-serviceInspectionUnitTheself-serviceinspectionunitsthathaveinformationchangesshouldchangeinformationtimelytoensuretheaccuracyofthefilingandregistrationinformation.Ifthenameofself-serviceinspectionunit,registrationaddress,natureoftheenterprise,legalrepresentative,inspectionstaff,placeofbusiness,registeredcapital,telephonenumber,faxnumber,E-mailaddress,contactpersonandpostalcodehavechanged,inspectionandquarantineinstitutionhandlesinformationchangeproceduresaccordingtotheapplicationsubmittedbyself-serviceinspectionunits.Ifthename,addressandlegalrepresentativeofself-serviceinspectionunithavechanged,inspectionandquarantineinstitutionshouldissue“thefilingandregistrationcertificateofself-serviceinspectionunit”again.3.自理报检单位的信息变更自理报检单位备案登记的信息有变动的，应及时更改，以确保其备案登记信息的准确性。自理报检单位的名称、注册地址、企业性质、法定代表人、报检员、营业场所、注册资金、电话号码、传真号码、电子信箱、联系人、邮政编码等内容有更改的，检验检疫机构根据自理报检单位提出的更改申请及时办理信息变更手续。自理报检单位名称、地址、法定代表人有更改的，检验检疫机构重新颁发“自理报检单位备案登记证明书”。4.RightsandObligationsofSelf-serviceInspectionUnit（1）Rights：①Basedoninspectionandquarantinelaws,theunitcangothroughinspectionanddeclarationformalitiesofentry&exitgoods,staff,meansoftransport,animalsandplants,andtheirproductsaccordingtothelaw.Otherrelatedproceduresarealsoincluded.②TheunithastherighttorequestinspectionandquarantineinstitutionstocompleteinspectionandquarantineworkwithininspectionandquarantineperiodasstipulatedbyAQSIQ,andissuetheproofdocumentafterhandlinginspectionandprovidingeveryconditionofsampling,inspectionandquarantine.③Iftheself-serviceinspectionunithasobjectiontotheinspectionandquarantineresultsmadebyinspectionandquarantineinstitutions,ithastherighttoapplytooriginalinspectionandquarantineinstitutionsorsuperiorinstitutionsandevenAQSIQforreinspectionwithinthestipulatedtime.④Theself-serviceinspectionunithastherighttorequireinspectionandquarantineinstitutionanditsstafftokeepsecret,whentheunitprovidesrelevantcommercialandshippingdocumentsinconfidentialcircumstances.⑤Theself-serviceinspectionunithastherighttochargeandaccuseinspectionandquarantineinstitutionanditsstaffofanyactivitythatviolateslawsorregulations.4.自理报检单位的权利和义务（1）权利：①根据检验检疫法律规定，依法办理出入境货物、人员、运输工具、动植物及其产品等与其相关的报检/申报手续。②按有关规定办理报检并提供抽样、检验检疫的各种条件后，有权要求检验检疫机构在国家质检总局统一规定的检验检疫期限内完成检验检疫工作，并出具证明文件。③自理报检单位对检验检疫机构的检验检疫结果有异议的，有权在规定的期限内向原检验检疫机构或其上级检验检疫机构以至国家质检总局申请复验。④自理报检单位在保密情况下提供有关商业及运输单据时，有权要求检验检疫机构及其工作人员予以保密。⑤自理报检单位有权对检验检疫机构及其工作人员的违法、违纪行为进行控告、检举。（2）Obligations①Theunitshouldcomplywithrelevantstatelaws,regulationsandinspectionandquarantinerules,andberesponsiblefortheauthenticityofinspection.②Theself-serviceinspectionunitshouldselectinspectionstaffaccordingtotherequirementsofinspectionandquarantineinstitutions.Inspectionstaffshouldgothroughinspectionformalitieswith“thequalificationcertificateofinspectionapplier”issuedbyinspectionandquarantineinstitutions.Theself-serviceinspectionunitshouldstrengthenthemanagementofitsinspectionstaffandbearlegalresponsibilitiesfortheirinspectionconduct.③Theunitshouldprovidecorrect,complete,legalandvaliddocuments,andfillinthedeclarationformcompletely,accuratelyandclearly.Itshouldhandletheinspectionmattersintheprescribedplacewithinthespecifiedtime.④Aftergoingthroughinspectionprocedures,theself-serviceinspectionunitshouldcontactwithinspectionandquarantineinstitutionsasrequired,andassisttheirstafftohandlespotinspection,drawsamples,andalsoimplementsupervisionaswellasotherrelevantrequirementsproposedbyinspectionandquarantineinstitutions.⑤Theunitshouldstrengthenthebatchmanagementofexportedgoodsthathavepassedinspectionandbeenreleased.Wrongdelivery,wrongshipping,missingdeliveryisnotpermittedincasethatdocumentsandgoodsdonotconformwitheachother;theentrygoodswithoutinspectionandquarantineverificationorpermissioncannotbesold,used,unloadedordelivered.⑥Theunitshouldpayinspectionandquarantinefeeswhenapplyingforinspectionandquarantineandappraisal.（2）义务：①遵守国家有关法律法规和检验检疫规章，对所报检的真实性负责。②自理报检单位应当按检验检疫机构的要求选用报检员，由报检员凭检验检疫机构核发的“报检员证”办理报检手续。自理报检单位应加强对本单位报检员的管理并对报检员的报检行为承担法律责任。③提供正确、齐全、合法、有效的证单，完整、准确、清楚地填制报检单，并在规定的时间和地点办理报检手续。④自理报检单位在办理报检手续以后，应该按照要求及时与检验检疫机构联系，协助检验检疫工作人员进行现场检验检疫、抽（采）样及检验检疫处理等事宜，并落实检验检疫机构提出的检验检疫监管及有关要求。⑤对已经检验检疫合格放行的出口货物应加强批次管理，不得错发、错运、漏发，以免造成货证不符；对入境货物，未经检验检疫合格或许可，不得销售、使用或拆卸、运递。⑥申请检验检疫、鉴定等工作时，应该按照规定缴纳检验检疫费。Ⅲ.SubstitutedInspectionAgencyThesubstitutedinspectionagencyistheenterpriselegalpersoninsidetheterritoryofChina,whohasbeenregisteredandputonrecordintheindustrialandcommercialadministrationdepartments,aswellasinspectionandquarantineinstitutionsandlegallyacceptstheentrustmentfromrelevantpartiestohandleinspectionanddeclarationforthem..Substitutedinspectionreferstotheinspectionactthatthesubstitutedinspectionagencyhandlestheentryandexitinspectionandquarantineproceduresforrelevanttradepartiesontherelevanttradepartiesoftheirentrustment.Itisalsoknownassubstitutedinspectionact.Thesubstitutedinspectionisdividedintodirectandindirectsubstitutedinspection三、代理报检单位代理报检单位，是指经检验检疫机构注册登记，依法接受有关关系人委托，为有关关系人办理报检/申报业务，在工商行政管理部门注册登记的境内企业法人。代理报检是指代理报检单位接受有关贸易关系人委托，为有关贸易关系人办理出入境检验检疫手续的报检行为，也称代理报检行为。代理报检分为直接代理报检和间接代理报检。

（4）Obtaintheinspectionandquarantinecertificatesandtheproofofcustomsrelease.

（5）Othermattersrelatedtoinspectionandquarantine.1.代理报检单位的范围（1）办理报检手续。（2）缴纳检验检疫费用。（3）联系和配合出入境检验检疫机构实施检验检疫。（4）领取检验检疫证单和通关证明。（5）其他与检验检疫相关的事宜。

2.RegistrationofSubstitutedInspectionUnit

（1）AQSIQcarriesoutregistrationsystemwithinallsubstitutedquarantineunitswhomustget“RegistrationCertificateforSubstitutedInspectionUnits”beforeengaginginaspecifiedrangeofinspectionbusinessinthepermittedinspectionarea.Theinspectionandquarantineinstitutionsineachareashallnotacceptinspectionbusinessofinspectionandquarantineunitswithoutregistration.

（2）AQSIQshalluniformlyadministertheregistrationofsubstitutedinspectionunitsacrossthecountry,andberesponsibleforthesupervisionforregistrationwork.TheinspectionandquarantinebureausdirectlyundertheAQSIQareresponsibleforregistrationacceptanceandpreliminaryverificationofsubstitutedinspectionunitswithinitsjurisdiction,andimplementadministrativelicensingaccordingtoapprovalopinionsofAQSIQ.Theinspectionandquarantineinstitutionsatallplacestakechargeofdailysupervisionandmanagementworkofregistrationofsubstitutedinspectionunits.（3）Theapplicationsofsubstitutedquarantineunitsaregenerallyacceptedonceortwiceeachyear,foronemonthforeachtime.ThespecificacceptancetimewouldbeannouncedbyAQSIQonemonthinadvance.

（4）Thesubstitutedinspectionunitsshouldmeetthefollowingconditionsuponregistration：①Obtainthe“businesslicenseforenterpriselegalperson”issuedbydepartmentforindustryandcommerce,andthebusinessscopeofthislicenseexplicitlyclarifiesthesubstitutedinspectionorrelatedoperationrights;②RegisteredcapitalshavemorethanonemillionYuan;③Haveafixedbusinesssiteandthefacilitiesforhandlingthebusinessofinspectionandquarantine.④Thesoundandeffectiveinternalmanagementsystemshouldbeestablished;⑤Havenolessthanfivepersonswhohavepassedtheexaminationofinspectionandquarantineinstitutionsandobtained“qualificationcertificateofinspectionappliers”,andsignlegal“laborcontract”witheachinspectionstaffaswellaspaysocialinsuranceforthem.

Branchcompanieswhoapplyforregistrationofsubstitutedinspectionunitsintheirownnameshouldget“businesslicense”,andmeettheaboverequirementsNo.③,No.④andNo.⑤.TheregistrationcapitalofitsparentcompanyshouldbemorethanonemillionYuan.

（5）Registrationofsubstitutedinspectionunitsadoptsthewayofonlineapplicationandwrittenconfirmation.Theapplicationunitsshouldapplytotheinspectionandquarantineinstitutionsinthelocalityofitsindustryandcommerceregistration.Thewrittenmaterialsthatapplicationunitsshouldsubmitinclude：“Theapplicantformforregistrationofsubstitutedentry-exitinspectionandquarantine”;enterprisestatement;Copiesof“businesslicenseofenterpriselegalperson”（theoriginalshallbesubmittedforverificationatthesametime）;“Copiesoforganizationorinstitutioncodecertificate”（theoriginalshallbesubmittedforverificationatthesametime）;Copiesof“qualificationcertificateofinspectionapplier”ofwould-beinspectionstaff（theoriginalshallbesubmittedforverificationatthesametime）;Thesamplesealmouldofapplicationunits;Copiesof“regulationsofenterprise”,stampedwithofficialsealsofapplicationunitsandfinal“copyofthequalificationverificationreport”,andtheoriginalshallbesubmittedforverificationatthesametime;Copiesof“laborcontract”thatapplicationunitssignwiththeirwould-beinspectionstaff,stampedwithofficialseal,andtheoriginalshallbesubmittedforverificationatthesametime;Thecopiesandoriginalof“registrationcertificateforsocialinsurance”,andthedocumentsastheproofforapplicationunitstopaysocialinsuranceforeachinspectionstaff,whichareissuedorconfirmedbylaborandsocialsecuritydepartments;Copiesofmanagementsystemonsubstitutedquarantineoftheapplicationunits;otherdocumentsstipulatedbytheAQSIQtobesubmitted.2.代理报检单位注册登记（1）国家质检总局对代理报检单位实行注册登记制度，必须在取得“代理报检单位注册登记许可证书”以后，方可在许可的报检区域内从事指定范围的代理报检业务，各地检验检疫机构不受理未经注册登记的报检单位的报检业务。（2）国家质检总局统一管理全国代理报检单位的注册登记工作，对代理报检单位注册登记工作进行监督。各直属检验检疫局负责所辖地区代理报检单位注册登记的受理和初审工作，并根据国家质检总局的审批意见实行行政许可。各地检验检疫机构负责代理报检单位注册登记的日常监督管理工作。（3）代理报检单位注册登记申请一般每年受理一至两次，每次时间为一个月，具体受理时间由国家质检总局提前一个月对外公布。（4）代理报检单位注册登记时应具备下列条件：①取得工商行政管理部门颁发的“企业法人营业执照”，该执照经营范围中列明有代理报检或与之相关的经营权；②注册资金在100万元人民币以上；③有固定的工作场所及开展报检业务所需要的条件和设施；④建立健全的行之有效的内部管理制度；⑤拥有不少于5名经检验检疫机构考试合格并取得“报检员资格证”的人员，并与每个报检员签订合法的劳动合同，并为每个报检员缴纳社会保险。分公司以自己的名义申请代理报检企业注册登记的，应当取得营业执照，具备前款第③④⑤项要求的条件，且总公司注册资金在人民币100万元以上。（5）代理报检单位注册登记实行网上申请、书面确认的方式，申请单位须向工商注册所在地的直属检验检疫局申请，申请单位应提交的书面材料：①“代理出入境检验检疫报检单位注册登记申请书”；②企业声明；③“企业法人营业执照”复印件（同时交验副本原件）；④“组织机构代码证”复印件（同时交验正本）；⑤拟任报检员的“报检员资格证”复印件（同时交验正本）；⑥申请单位的印章印模；⑦加盖有申请单位公章的“公司章程”复印件和最后一次“验资报告复印件”，同时交验原件；⑧申请单位与其拟任报检员签订的“劳动合同”复印件，同时交验原件，且复印件加盖公章；⑨“社会保险登记证”复印件及其原件，以及由劳动和社会保障部门出具或者确认的申请单位为每个报检员缴纳社会保险的证明文件；⑩申请单位有关代理报检的管理制度的复印件；11国家质检总局规定需要的其他文件。3.SupervisionandAdministrationofSubstitutedInspectionUnits （1）TheInformationModificationofSubstitutedInspectionUnitIncaseofanymodificationwithasubstitutedinspectionunit'sname,address,legalrepresentative,businessscopeorothermajorissues,theagencyshall,within15daysasofthemodification,applytotheinspectionandquarantinebureaudirectlyundertheAQSIQatitslocalityandgothroughtheinformationmodificationformalities.Thesubstitutedquarantineunitwhochangesregistrationinformationwithoutpermissionbearsthelegalresponsibilityandconsequenceforitsbehaviors.（2）RoutineVerificationofSubstitutedQuarantineUnitsTheinspectionandquarantineinstitutionsimplementtheroutineverificationsystemwithinsubstitutedquarantineunitseverytwoyears.EachsubstitutedinspectionunitshallapplytotheinspectionandquarantinebureauatitslocalityforroutineverificationfromMarch1sttoMarch31stintheverificationyearandsubmitthe"RoutineVerificationReport"oflastyear.InspectionandquarantineinstitutionsshouldfinishitsroutineverificationbeforeMay31stinthatyear.Subordinateinspectionandquarantinebureausconductvariousformsofreviewontheauthenticityandsubstantivecontentsoftheverifiedmaterials.Theformsincludeon-sitecheck,spottingreview,discussions,issuanceofquestionnairesandsoon.Thecontentverifiedincludesregisteredcapital,thenumberofinspectionstaff,operationsite,conditionsrequiredforsubstitutedquarantinebusiness,annualsubstitutedquarantinebusiness,inspectionerrors,theinformationonabidancebytheadministrativeprovisionsforsubstitutedinspectionunitsaswellasinspectionandquarantineregulationsandlaws,andfeedbackfromrelevantentrusters.3.代理报检单位监督管理（1）代理报检单位的信息变更代理报检单位的名称、地址、法定代表人、非法人企业的负责人、经营范围等重大事项发生变更的，应当在变更之日起30日内办理信息更改手续，向直属检验检疫局申请变更。代理报检单位随意更改注册信息的，产生的法律责任和后果由代理报检单位承担。（2）代理报检单位例行审核检验检疫机构每2年对代理报检单位实行一次例行审核制度，代理报检单位应当在审核年度的3月1日至3月31日向所在地检验检疫机构申请例行审核，提交上2年度的《例行审核报告书》。检验检疫机构应当在当年的5月31日前完成代理报检企业的例行审核。直属检验检疫局对例行审核材料的真实性及实质性内容进行包括现场核查、实地检查、座谈会、发放调查表等多种形式的审查。审查内容包括注册资金、报检员人数、经营场所及办理检验检疫代理业务所需要的条件，年度代理报检业务及报检差错情况，遵守代理报检单位管理规定情况，遵守检验检疫法律法规情况，有关委托人的反映等。4.ClassificationManagementofSubstitutedInspectionUnit’sCreditRatingsTheevaluationofsubstitutedquarantineunits’creditratingsisonthebasisoftheinformationonabidancebylawsandregulationsindailysubstitutedquarantinebusinessaswellasitsperformanceonobligationfulfillment,gradingsystemisadoptedhere.Accordingtogradingresultsandadditionalconditions,itisdividedintofourlevels,namelyA,B,C,andD.ForsubstitutedquarantineunitsofLevelAandLevelB,differentdegreesofconvenientcustomsclearancemeasuresandloosemanagementmeasurescanbeprovidedtothem;forLevelCandD,themeasuresofreinforcedmanagementcanbeseparatelyadoptedsuchastightenedsupervision,drawingupblacklistandsoon.4.代理报检单位信用等级分类管理代理报检单位信用等级评定以代理报检单位在日常代理报检业务中遵守法律法规、履行代理报检职责的情况为依据，实行评分制度，并根据评分的结果及附加条件确定A、B、C、D四个等级。对于A级、B级的代理报检单位，可给予不同程度的便利通关措施和宽松的管理措施；对于C级、D级的代理报检单位，可以分别采取严加监管、列入“黑名单”等强化管理措施。5.RightsandObligationsofSubstitutedQuarantineUnitRights：（1）Aftertheregistrationofsubstitutedquarantineunitsislicensed,itsinspectionstaffwhohaveregisteredatinspectionandquarantineinstitutionsandobtained“thequalificationcertificateofinspectionapplier”cangothroughsubstitutedquarantinebusinesswithininspectionandquarantineinstitutionsintheapprovedsubstitutedquarantineareas,butthenamecannotbelenttoothersfordealingwithinspectionbusiness.（2）Exceptforthosespecialrules,substitutedquarantineunithasrightstoactasanagentforentry-exitinspectionandquarantinemattersthattheconsignorsentrust.（3）Theconsigneeofimportgoodscanentrustinspectiontosubstitutedquarantineunitsintheplaceofcustomsdeclarationorplaceofreceipt.Theconsignorofexportgoodscanentrustinspectiontosubstitutedquarantineunitsintheplaceoforiginorcustomsdeclaration.（4）TheunithastherighttorequestinspectionandquarantineinstitutionstocompleteinspectionandquarantineworkwithininspectionandquarantineperiodasstipulatedbyAQSIQ,andissuetheproofdocumentsafterhandlinginspectionandprovidingeveryconditionofsampling,inspectionandquarantine.（5）Ifthesubstitutedquarantineunithasobjectiontotheinspectionandquarantineresultsmadebyinspectionandquarantineinstitutions,ithastherighttoapplytooriginalinspectionandquarantineinstitutionsorsuperiorinstitutionsandevenAQSIQforreinspectionwithinthestipulatedtime.（6）Thesubstitutedquarantineunithastherighttorequireinspectionandquarantineinstitutionanditsstafftokeepsecret,whentheunitprovidesrelevantcommercialandshippingdocumentsinconfidentialcircumstances.（7）Thesubstitutedquarantineunithastherighttochargeandaccuseinspectionandquarantineinstitutionanditsstaffofanyactivitythatviolateslawsorregulations.

5.代理报检单位的权利、义务权利：（1）代理报检单位被许可登记注册后，有权在批准的代理报检区域内由其在检验检疫机构注册并持有“报检员证”的报检员向检验检疫机构办理代理报检业务，但不得出借名号供他人办理报检业务。（2）除另有规定外，代理报检单位有权代理委托人委托的出入境检验检疫报检业务。（3）进口货物的收货人可以在报关地或收货地委托代理报检单位报检，出口货物发货人可以在产地或报关地委托代理报检单位报检。（4）按照有关规定代理报检，并提供抽样、检验检疫的各种条件后，有权要求检验检疫机构在质检总局规定的期限内完成检验检疫工作，并出具证明文件。（5）代理报检单位对检验检疫机构的检验检疫结果有异议的，有权在规定的期限内向原检验检疫机构或其上级检验检疫机构乃至国家质检总局申请复验。（6）代理报检单位在保密情况下提供有关商业
