SinceEurope,senergymarketisworth350billion($309billion)

ayearandaffectsjustabouteverybusiness,thisisa

breakthrough.Buteventheenergydealhasdisappointing

aspects.Confiningcompetitiontobusinessusersmakesit

hardertoshowthateconomicliberalizationisthefriend

ratherthanthefoeoftheordinaryperson.ItalsoallowsEDF

tokeepitsmonopolyinthemostprofitablechunkoftheFrench

market.

Inotherareas,especiallytodowithEurope,stoughlabor

markets,theEUisactuallygoingbackwards.Thesummiteers

declaredthat''disincentivesagainsttakingupjobs“shouldbe

removed;20mjobsshouldbecreatedwithintheEUby2022.But

onlythreedaysafteraBarcelonajamboree,theEuropean

Commissionendorsedanewlawthatwouldgiveall

temporary-agencyworkersthesamerightsasfull-timerswithin
