competitortooureconomicmodeI.WithoutthisinternationaIcompetition,weno

thefrustrationsoftheyoung,whoIongtoenterourshrinkingmiddlecIass.Soaring

tuitionsanddeciiningincomeshaveresultedinlargerdebtburdens.Thosewithonly

ahighschooldipIomahaveseentheirincomesdeciineby13percentoverthepast

35years.

[M]Wherejusticeisconcerned,thereisaIsoahugedivide.Intheeyesofthe

restoftheworIdandasignificantpartofitsownpopuIation,massimprisonment

hascometodefineAmerica—acountry,itbearsrepeating,withabout5percentof
