In2002,theBeijingMunicipalgovernmentledthenationinissuinganorderbanning

electricbicyclesfromJanuary1,2006.Sincethenanumberoflocalgovernmentshave

followedsuit.

InMay,theLegislatureofZhuhaiinSouthChina'sGuangdongProvincebecamethefirst

law-makingbodyinthecountrytopassaregulationtokeepelectricbicyclesofftheroads.

Theyclaimenvironmentaldisadvantageandconcernsoverpublicsafetyjustifytheirban.

Localgovernmentofficialsandlawmakershavearguedtheirleadingconcernisthethreat

ofpollutionfromspentlead-acidbatteries.Therelativelyhighspeedofelectric
