Earlyinthe20thcentury,mostofthestreetsandroadsintheU.S.weremadeofdirt,brick,

andcedarwoodblocks.Builtforhorse,carnage,andfoottraffic,theywereusuallypoorlycared

Withtheincreaseinautoproduction,privateturnpike(收费公路)companiesunderlocal

authoritiesbegantospringup,andby1921therewere387,000milesofpavedroads.Manywere

commercialsigns.DuringWorldWarI,roadsthroughoutthecountrywerenearlydestroyedbythe

weightoftrucks.WhenGeneralEisenhowerreturnedfromGermanyin1919,afterservinginthe

U.S.Army'sfirsttranscontinentalmotorconvoy(车队),henoted:"Theoldconvoyhadstartedme

thinkingaboutgood,two-lanehighways,butGermany*sAutobahnormotorwayhadmademesee

thewisdomofbroaderribbonsacrosstheland".

Itwouldtakeanotherwarbeforethefederalgovernmentwouldactonanationalhighway

system.DuringWorldWarII,atremendousincreaseintrucksandnewroadswererequired.The

wardemonstratedhowcriticalhighwaysweretothedefenseeffort:thirteenpercentofdefense

plantsreceivedalltheirsuppliesbytruck,andalmostallotherplantsshippedmorethanhalfof

theirproductsbyvehicle.Thewaralsorevealedthatlocalcontrolofhighwayshadledtoa

confusingvarietyofdesignstandards.Evenfederalandstatehighwaysdidnotfollowbasic

standards.Somestatesallowedtrucksupto36,000pounds,whileothersrestrictedanythingover

7,000pounds.Agovernmentstudyrecommendedanationalhighwaysystemof33,920miles,and

congresspassedtheFederal-AidHighwayActof1944,whichcalledforstrictcontract-controlled

designcriteria.

Theinterstatehighwaysystemwasfinallylaunchedin1956andhasbeenhailedasoneofthe

greatestpublicprojectsofthecentury.Tobuildits44,000milewebofhighways,bridges,and

tunnels,hundredsofuniqueengineeringdesignsandsolutionshadtobeworkedout.Considerthe

manygeographicfeaturesofthecountry:mountains,steepgrades,wetlands,rivers,desertsand

plains.Variablesincludedtheslopeoftheland,andtheabilityofthepavementtosupporttheload.

Innovativedesignsofroadways,tunnels,bridges,overpasses,andinterchangesthatcouldrun

throughorbypassurbanareassoonbegantoweavetheirwayacrossthecountry,foreveraltering

thefaceofAmerica.

Long-span,segmented-concrete,cable-stayedbridgessuchasHaleBoggsinLouisianaand

theSunshineSkywayinFlorida,andremarkabletunnelslikeFortMCHenryinMarylandandMr.

BakerinWashingtondevelopedunderthenation'sphysicalchallenges.Trafficcontrolsystemsand

methodsofconstructiondevelopedundertheinterstateprogramsooninlluencedhighway

constructionaroundtheworld,andwereinvaluableinimprovingtheconditionofurbanstreets

andtrafficpatterns.

Today,theinterstatesystemlinkseverymajorcityintheU.S.andtheU.S.withCanadaand

Mexico.Builtwithsafetyinmindthehighwayshavewidelanesandshoulders,dividingmedians,

orbarriers,longentryandexitlanes,curvesengineeredforsafeturns,andlimitedaccess.The

deathrateonhighwaysishalfthatofallotherU.S.roads(0.86deathsper100millionpassenger

milescomparedto1.99deathsper100milliononallotherroads).

ByopeningtheNorthAmericancontinent,highwayshaveenabledconsumergoodsand

servicestoreachpeopleinremoteandruralareasofthecountry,spurredthegrowthofsuburbs,

andprovidedpeoplewithgreateroptionsintermsofjobs,accesstoculturalprograms,healthcare,

andotherbenefits.Aboveall,theinterstatesystemprovidesindividualswithwhattheyenrich

most:personalfreedomofmobility.

Theinterstatesystemhasbeenanessentialelementofthenation'seconomicgrowthinterms

ofshippingandjobcreation:morethan75percentofthenation'sfreightdeliveriesarrivebytruck.

Andmostproductsthatarrivebyrailorairuseinterstatesforthelastlegofthejourneybyvehicle.

NotonlyhasthehighwaysystemaffectedtheAmericaneconomybyprovidingshipping

routes,ithasledtothegrowthofspin-offindustrieslikeservicestations,motels,restaurants,and

shoppingcentres.Ithasallowedtherelocationofmanufacturingplantsandotherindustriesfrom

urbanareastorural.

Bytheendofthecenturytherewasanimmensenetworkofpavedroads,residentialstreets,

expressways,andfreewaysbuilttosupportmillionsofvehicles,thehighwaysystemwas

officiallyrenamedforEisenhowertohonorhisvisionandleadership.Theyearconstructionbegan

hesaid:'Together,theunitedforcesofourcommunicationandtransportationsystemsare

dynamicelementsintheverynamewebearUnitedStates.Withoutthem,wewouldbeamere
