Summary

MobilebigdataoffersanopportunitytocreatewidespreadsocialimpactinlinewiththeUnitedNationsSustainableDevelopmentGoals.Governmentsanddevelopmentagenciesareseekingnewwaystoimprovehowtheydesign,implementandmonitorprojectsthroughharnessingmoreaccurate,timelyandaccessibleinformation.Theproliferationofmobilenetworkscombinedwithnewcapabilitiesinleveraging“mobilebigdata”(MBD)presentsagenerationalopportunitytoaddressthisproblemsinceMBDsolutionsalreadygeneraterichandtimelyinsightsthatcannowbeharnessedtodrivesocialimpact.1

ThisreporthighlightstheworldofopportunitythatMBDoffersforsocialimpact,givingvisibilitytoMBD’spotentialthroughcaseillustrations,highlightingtheprinciplesthatapplytousingMBDforsocialgood,offeringaframeworkforshowcasingMBD’sbenefitstousersonthegroundandoutliningacalltoaction.PotentialimpactcanonlyberealisedthroughinvestmentandinnovationtoharnessMBD’sbenefits,developingpracticesingovernmentanddevelopmentagenciestoadoptMBDinto

Over150millionpeopleacrossadvancedandemergingcountriescouldbepositivelyimpactedbythebeneficialimpactsofMBDsolutionsonprojectswithinthenextfiveyears.2

Globally,thepotentialforMBDtocreatesocialimpactacrossthetopicscoveredbytheSDGsisimmense,andsupportstheneedforinvestmentinMBDrelatedcapabilitiesandimplementations.CaseanalysisdocumentedinthisreportshowshowMBDhasthepotential,conservatively,totouchatleast3percentoftheworld’spopulationthroughimprovingpublicprojecteffectiveness.ThecasesthatfollowillustratefiveinstancesofthemanywaysinwhichMBDcouldmakeadifferencebyasearlyas2025.Detailsareprovidedinthemainbodyofthereportandappendices.

60millionpeopleacrossthe41mostaffectedcountriescouldhavebetteraccesstohealthcareduetomoreinformedinfrastructureplanningviaMBDsolutionsthattargethealthfacilitydeploymentplanning.

Worldwide,1.5billionpeoplelackaccesstoessentialhealthcaretoday.MBDsolutionssupportingprojectsinthemostaffectedcountriescouldreducethislackofaccessby

4percent.Mobilelocationdataprovidesuniqueinsightsonpopulationdensityandseasonalmigrationpatterns,andthiscanbeusedtoincreasetheeffectivenessofwhereplannerslocatehealthcentresoroptimisehealthcentredeploymentandreleasefundsforotherpriorities.In41countriesmainlyinSouthAsiaandSub-SaharanAfrica,MBDsolutionscouldresultin60millionmorepeopleaccessinghealthcareby2025.3Asanalternative,greaterprecisioninlocatinghealthcentrescouldotherwiseresultinreleasingupto

US$100millioninfundstofocusonotherpriorities.

120,000additionallivesacrosstheworld’smostpopulatedcitiescouldbesavedasaresultofbetter-informedmeasurestolimitairpollution,resultinginlowercongestionandbettertransportplanning.

AccordingtotheWorldHealthOrganisation,over90percentoftheworld’spopulationliveinareasthatfallbelowminimumairqualitystandards,oneoftheprincipalcausesofprematuredeath.4CityauthoritiescoulddrawuponMBDsolutionsusinginsightsfromaggregatedandanonymisedcallingpatterns,SMSandphonetowerdatatoreducemotortrafficcongestioninhighlypollutedareas,aswellastoenrichthequalityoflong-termtransportplanning.Across15oftheworld’smostpopulatedcitieswhichhaveairpollutionlevelssignificantlyexceedingWHOguidelines,MBDsolutionscouldresultin120,000fewerdeathsfromairpollutionoverthenextfiveyears.5

2.MBDinterventionsacrosstheSDGthemesexaminedshowthepotentialofagreaterthan3percentimpactonprojecteffectivenesstoimpactaffectedpopulations.Assumingthattheprojectsimplementedundertheframeworkthemestouch5billionpopulation(i.e.approximately70percentofworldpopulation),thisimpliesthatMBD-enabledinterventionsmayimpactthelivesofsome150mpeople.

By2025over25,000additionallivescouldbesavedfromnaturaldisastersinmajorat-riskcountries,asaresultofMBD-enabledsolutionstoaidquickerevacuationfromdangerousareas,alsosavingmultiplesmorefrominjuryandUS$1.9billionofmovableassetsfromdamage.

Naturaldisastersresultindevastatingimpactonhumanlives,andoverthepast20years,therehavebeen1.3milliondeathsfromnaturaldisasters.6MBDsolutionsusinglocationdatafrommobilesubscribersandconnecteddevices(suchasvehicles),combinedwithtrafficandweatherreportingdatacanbeusedtobetteridentifypopulationsatrisk,deployrescueworkersmorepreciselytoareasofneed,andclearescaperoutesfaster.Across

55countriesincludingChina,theUSandJapan,police,ambulance,fireandrescueandevacuationteamscouldreducemortalitiesfromnaturaldisastersbyanadditional7percent,aswellassafeguardcitizensfrominjuryandsavemovableassetssuchasvehiclesandpersonalpossessionsfromdamage.7

CommunicablediseasescouldbesignificantlyreducedfromspreadingbytargetinglocationsatriskofexposurethroughMBDsolutionstounderstandpopulationmovements.Thiscouldresultinsome650,000fewercasesoftuberculosisaloneinthenextfiveyears.

Communicablediseasessuchastuberculosis,denguefever,cholera,hepatitisBandmalariaclaimmillionsoflivesannually.Therehavebeenover450millioncasesofthesediseasesestimatedannuallyinrecentyears.8,9,10,11,12Toreducedeathsfromcommunicablediseases,locationdatafromcohortsofmobilesubscriberscouldbeusedtomorepreciselyidentifygeographicareasathighriskofinfectiousspread.InthemostsusceptiblecountriesacrossAsiaandAfrica,targetedprevention,diagnosisandtreatmentusingMBDcouldreduceanadditional650,000casesoftuberculosisaloneoverfiveyears,equivalenttoareductionofover1percent.13,14

70millionmoreadultscouldtakeupfinancialservicesacrossthe58countriesinAfrica,AsiaandLatinAmericawhichhaveover40percentofadultsunbanked,usingMBDsolutionstotargetgroupstoraiseawareness,trustandconfidenceindigitalfinancialservices.

Therearealmost60countrieswith40percentormoreunbankedadultpopulationtoday,mainlyinAfrica,AsiaandLatinAmerica.15Byanalysingmobilenetworkdatatobetterunderstandtheneedsoftheunbanked,widespreadinformationcampaignstoenhancepublicawareness,trustandconfidenceinthebenefitsofdigitalfinancialservicescouldresultin70millionmoreadultsusingsuchservicesinthenextfiveyears,resultinginafurther8percentreductioninunbankedpopulation.16

MBDimpactscanbebothdirectandindirect,underliningfurthertheneedforcollaborationtorealisethebenefits.TheillustrativeexamplesabovehighlightthatMBDcanhaveadirectimpactonoutcomesthatcreatesocialimpact,forexamplewhereusingMBDtoimprovetheprecisionofhealthcentrelocation.TheexamplesalsoindicatethatMBDcanhaveindirectimpact,forexample,toinformpolicymakersondesigningmeasurestocontrolorlimitairpollutionincities.RealisingindirectanddirectMBDimpactstocreate

socialimpactwillrequiredevelopingnewwaysofworkinganddifferentcollaborationmodelsbetweenmobilenetworkoperators(MNOs)andgovernmentagencies,aswellasworkflowredesignandcapabilitydevelopment.

TheGSMAhasbeenworkingwithPwCtodevelopafirst-of-a-kindframeworktoassesshowMBDcanmakeadifferencetosociety.TheframeworkconsistsofthemeswhichlinktotheUNSDGsandoffersaprofoundopportunitytotapMBDtoupliftprojecteffectivenessby:

•enablingtimelier,moretargetedandcost-effectiveprojectintervention,withimpactonawiderangeofprojectsacrossthethemescoveredbytheUNSDGs;

•justifyinginvestmentinMBD-relatedcapabilitiesandimplementationsbyestimatingimpactonacountry-by-countrybasisandaggregatingsuchimpactstodeterminepotentialglobalimpact;

•promotinginclusionofcitizenswhomayberemote,whosemovementsmaynotbewellunderstood,orwhomightnotbecoveredsufficiently-throughtraditionalprojectplanning;

•impactingeffectivenessatallpointsoftheprojectcycle,fromidentificationtoplanning,implementationandmonitoring;

•stimulatinginnovationinproblemsolving,astherichnessandversatilityofMBDcreatesnewinsightsandtriggersnovelapproachestoframingandaddressingproblems.

•upliftingallnationssinceMBDwillimpacttopicssuchasnaturaldisastermanagementandurbanpollutioncontrol,matterswhichimpactadvancedaswellasemergingcountries;and

•usingmobiletechnologytoaddressalong-termpublicprojectproblemethicallyinaccordancewithaccepteddatausestandardsandprotocols.

MBDhasthepotentialtomakeadifferencetosociety

Governmentsanddevelopmentagenciesareconstantlyseekingnewwaystoimprovehowtheydesign,implementandmonitorprojectsthroughharnessingmoreaccurate,timelyandaccessibledatatoimproveprojecteffectiveness.Movingfromprojectdesigntoexecutioncantakeseveralyears,andbythetimeexecutionisunderwaytheproblemstatementoriginallyidentifiedmayhaveevolvedsignificantly.Similarly,ingovernmentinterventionssuchasemergencyresponsetoanaturaldisasterorahealthepidemic,effectiveoutcomesarealsodependentonthetimeliness,accuracyandlegitimacyofinformation.

TheproliferationofmobilenetworkscombinedwiththeadventofbigdatacreatesanopportunityforgovernmentsanddevelopmentagenciestoaddressthisproblemsinceMBDsolutionscangeneratericherandtimelierinsightsthatcandriveprojectandsocialimpact.MBDsolutionsrefertonetworktraffic,usageandcommunicationsdata(frompeople,sensorsandconnecteddevices),combinedwithwiderdatasets,(suchaspublicdatafromgovernmentagencies,privatedatathirdparties,andtraditionaldatafromsurveys),harnessedthroughbigdataanalytics,artificialintelligenceandmachinelearning.

Globally,thepotentialforMBDtocreatesocialimpactacrossthetopicscoveredbytheSDGsisimmense.InitialcaseanalysisdocumentedinthisreportindicatesMBDhasthepotentialtotouchatleast3percentoftheworld’spopulationthroughimprovingpublicprojecteffectiveness.Ifthisisachieved,thenover150millionpeopleacrossadvancedandemergingcountriescouldbepositivelyimpactedbythebenefitsofMBDsolutionsbyenhancingprojecteffectiveness.17

Largevolumesofnetworkdataarecreatedinmobilenetworksasaresultofthedailyfunctionsofprovidingnetworkconnectivityanddeliveringcommunicationservices.Thisincludesinformationonuserlocation,socialnetworks,profiledata,usageandspend.MNOsprocessingthisdataareaccountableforupholdingrelevantdataprotectionandtelecommunicationslaws,andshouldalsoconsideralignmentwithprivacyprinciples,suchastheGSMAMobilePrivacyPrinciples.18Insome

cases,dependingonrelevantlaws,MBDmaybe

pseudonymisedbytheMNOtogleaninsights

inawaythatminimisesprivacyrisks.19Further,

anonymisingandaggregatingMBDalsopreserves

privacywhilealsoprovidingvaluableinsightona

widevarietyofissuessuchaspopulationmovement

anddensityanddemographicinformationsuchas

ageandgender,addingvaluablelayersofinsightto

guideprojectdecision-making.
