6、45,B360andB365。2工程概况 General2.1简介Brief Introduction工程名称:年产40 万吨二苯基甲烷二异氰酸酯(MDI)项目Project Name: BASF Chongqing MDI integration Project.地址: Location: Yanjia town longevity area Chongqing city, longevity chemical industry parks turn north 2 road本工程为装置重庆项目的建筑物(1),包括6个单体建筑物:C235转换室/机柜间、B225转换室/机柜间、B226紧急发

18、Organization Chart (See Attachment two)3.2质量管理Quality Management3.2.1质量目标 Quality Targets项目整体施工质量目标应满足业主,合同以及现行政府标准。During overall construction, the quality must be meet to requirement of actual Government Standard & Clients specification and contract.以下三点必须满足:The following 3 Points of 100 percent i

19、n this project must be achieved. 工程验收通过率达100%。Acceptance rate for engineering must be 100%. 合同执行率达100%。The rate of contract execution must be 100% 业主满意度达100%。The rate of client satisfaction must be 100% 以上百分百达标率应受控在国家施工质量验收标准和中化七建企业质量管理体系之内。The above 100 percentages shall be achieved and controlled

20、as per national construction quality acceptance standards and CC-7 Corporation quality management system. 3.2.2关键人员的质量责任Quality Responsibility of the Key Personnel项目经理:作为承包商的项目授权人,项目经理需要履行如下质量责任:Project Manager: as the authorized representative of the Contractor for the project, the project manager

21、should carry out the following quality responsibilities:处理相关外部事务,就质量问题协调OWNER/TMDI、工程的其它承包商、分包商(如果有的话)和监理人员之间的关系。To settle all the related external affairs and coordinate the quality issues with OWNER/TMDI, other contractors, subcontractor (if any) and the QSC personnel. 承担工程质量的全部责任,确保按照企业质量体系的要求适当执

22、行所有的工作,并主持OWNER/TMDI和总公司进行的质量审计协调会。To undertake the full responsibilities for the project quality and to ensure the proper implementation of all work as per the Enterprise Quality System and host the quality audit coordination conference by OWNER/TMDI and the Head Office.组织现场QA/QC组织机构,建立QA/QC体系,并从质量

23、的角度,监督现场QA/QC组织机构中其它成员的工作。To organize the site QA/QC organization, establish the QA/QC system, and from the point of quality, supervise other members activities of the site QA/QC Organization.审批质量计划、质量事故报告、施工中不合格项的更正措施和/或预防性措施。To Approve the quality plan, quality accident report, and the corrective

24、measure or preventive measure for non-conformance item. 质量控制管理人员的资格审查,教育,培训以及其参与本项目的资格证明。To be responsible for the qualification, education, training and certification to the QA/QC staffs.施工经理:作为现场施工工作的直接负责人,施工经理需履行如下责任:Construction Manager: As the person directly being responsible for construction

25、activities, the Construction Manager shall carry out the following quality responsibilities:组织工程执行计划的编制。To organize the preparation of project execution plans.根据工程执行计划组织施工工作。To organize the construction work as per the project execution plans.组织各个专业检查和确认每个工作阶段的开工。To organize each professional inspec

26、tion and confirm the commencement of each work stages与OWNER/一起对施工图和程序进行会审和澄清。To organize the joint-reviewing and clarification of the construction drawings and procedure with OWNER/项目QA/QC经理:作为工程质量控制的直接负责人,项目QA/QC经理需履行以下职责:Project QA/QC Manager: As the person directly being responsible for the proje

27、ct quality, the project QA/QC Manager shall carry out the following quality responsibilities in the project:从质量保证和控制的角度,对工程的各项工作进行监督和控制。From the point of QA/QC, to monitor and control the execution of all activities of the project编制项目中应遵守的试验检验程序。To prepare the project Inspection and Test Procedure t

28、o be followed in the project组织检查和测试计划中要求的检查工作To organize the inspection work listed in the Inspection and Test Plan.组织质量评估以及准备工程竣工图To organize the quality evaluation and prepare the as-built drawing向项目经理报告现有的或潜在的质量问题。To report to the Project Manager for project existing or potential quality problems

29、下发工程内部和外部质量活动信息,通知质量活动的实施和暴露的问题,进行质量活动分析。To issue the project internal and external quality activity information, notify the quality activity implement and exposed problem, perform quality activities analysis.进行质量审计,并执行相关奖惩制度。To perform the quality audit, and carry out the related award and penalty

30、systemQA/QC 检查员:作为施工工艺的直接负责人,QA/QC检查员需要履行如下职责:QA/QC Inspector: As the person directly being responsible for construction process, the QA/QC Inspector shall carry out the following quality responsibilities:根据试验检验程序进行检验和试验。To conduct the inspection and test according to the Inspection and Test Procedu

31、re从质量控制角度确认质量状态,并负责确认试验和检验的结果。To make identification on the quality status from the QC point, and be responsible for the confirming the inspection and test results对于确认工作的工作证书的监管和检查。To supervise and check the working certificates required for certain works.参与检查和分析质量不合格项,协助和监督关闭不合格报告。To participate in

32、 the inspection and analyze the quality nonconformance, assist and supervise the closure of nonconformance report. 在自身责任范围内对工艺流程进行总体的和持续性的监督和控制。To perform the overall and continuous supervision and control to process flow within own responsibilities3.2.3质量保证措施 Quality Assurance Measures3.2.3.1按合同要求提

33、供供货商信息,经批准后,选定合格供货商供货。To provide the supplier information to TMDI according to contract requirement, and select qualified supplier after TMDIs approval.3.2.3.2编制钢筋料表,经批准后,按料表进行下料。Prepare rebar material list, and operate batching in accordance with the material list after TMDIs approval.3.2.3.3基础钢筋进场

34、检验验收见第节钢筋工程。Site acceptance of foundation rebar. (See Section 6 rebar engineering)3.2.3.4钢盘进场后堆放在专用堆场,作好防雨防水措施,并按要求堆放整齐。Steel plates should be stacked orderly in the dedicated storage yard. Take the waterproof measures, and stack in order in accordance with the requirement.3.2.3.5现场钢筋机械专人操作,专人保养维护。F

36、检查与预防相结合,加强工序质量控制对重要环节必须全过程监控,使质量处于受控状态。Insist to the prevention first; combine inspection with prevention; strengthen the process quality control; monitor the major steps of the whole process, and make the quality in a controlled state.3.2.3.8质量过程控制程序见施工组织设计。The quality control procedure can be ref

37、erenced in construction organization design.3.3安全管理Safety Management3.3.1HSE管理目标 HSE management target“零事故”“Zero Accidents”!包括Include:伤害事故为零 No harm accident 损时事故为零 No lost time accident环境事故为零 No environmental accident火灾事故为零 No fire accident车辆事故为零等 No vehicle accident etc.3.3.2 HSE方针HSE Policy以人为本,安

38、全第一,预防为主,综合治理,环保优先,科学管理、环保创优,全面提高经济效益、社会效益、环境效益,坚持走良性循环和可持续发展的道路。HSE policy: People foremost, safety first, prevent first, comprehensive treatment, environmental protection priority, scientific management and environmental protection to create excellence, comprehensively improve economic returns, so

39、cial and environmental benefits, stick to virtuous circle and sustainable development.3.3.3HSE管理理念。HSE management idea把“健康、安全、环境”视为企业生存、发展、求胜的重要法宝。教育和引导全体职工充分树立HSE就是生产力、就是效益的观念;充分树立一切事故都是可以避免的观念;充分树立“以人为本,预防为主”的观念。从而将这种观念逐步转变为由责任管理向技术管理,最终发展到文化管理的新思路上来,并将这种观念作为内强素质,外树形象,内抓管理,外揽市场的重要部分。Take health, s

43、l allocation: Every 30 workers will be with 1 HSE supervisor3.3.5项目主工要人员安全职责Responsibilities3.3.5.1项目经理Project Manager shall: 项目经理是安全管理第一负责人,全面负责施工安全。Be the first person-in-charge of safety who shall take overall responsibilities for the safety works. 组建项目安全管理结构,任命项目安全管理部经理。He shall establish the pr

44、oject safety control organization and assign the Safety Manager of the project safety section.批准安全管理制度。Approve the safety policies.主持安全计划,布置、检查、总结和评比安全工作。Approve the safety schedule, arrangement, inspection, summing up and assessment works.主持项目安全大检查和安全事故的调查、分析及处理工作。Preside the safety inspection and

45、the accident investigation, analysis and handling work.批准安全费用计划,并审查使用情况Approve safety cost schedule and supervise its using status.3.3.5.2安全经理Safety Manager shall: 具体负责项目安全施工的管理工作。Concretely be charge of the safety, security and environmental control works.参加施工组织设计、施工方案的审定工作,监督是否同时制定了安全技术措施并检查其内容;在施

46、工过程中,监督检查安全技术措施的实施。Proceed examination and approval work of construction organization design and construction method statement. Supervise whether technical safety measures are set or not meanwhile inspect the contents. During construction progress, supervise and check the implement of technical safe

47、ty measures.主持制定适合本项目的安全施工管理制度。Prepare and establish the safety control systems applicable to this Project.指导和监督安全员的工作。Instruct and supervise the works of Safety Supervisors.组织项目安全大检查和事故的调查、分析和处理工作。Organize the safety inspection work, organize the accident investigation, analysis and handling work a

51、er the direct leadership of the Safety Manager, the Safety Supervisor shall execute the safety control works with the major responsibilities as follows:在施工过程中,检查安全技术措施的实施。During the construction period, check and supervise the execution of the proposed safety measurement.对特种作业人员的资格审查确认,留存特种作业操作证复印件,

52、无特种作业人员操作证的人员,不得上岗。Confirm the qualification of special work category, subsistence the copies of the special work operation certificate stop the special work category workers on post if found them without the special work operation certificate issued.参加现场安全教育。 Participate in the site safety training

53、 and education. 参加项目安全大检查,配合施工队长组织施工队安全检查,做好安全检查的有关记录和签证。Join in the site safety inspection. Assist the team leader to organize the construction team safety inspection and keep well record. 深入现场检查,发现隐患及时通知责任部门直至签发“隐患限期整改通知书”;制止违章行为,必要时停止其作业,并报安全经理。Carry out the daily safety patrol on the constructio

54、n site, if any potential danger found, notify the responsible department or team immediately then issue “Specific Safety Potential Danger Rectification Notice”; stop the relevant works and report to the safety manager if necessary. 参加安全事故的调查、分析、处理和登记。 Participate the investigation, analysis, handlin

55、g and registration work of accidents. 每天向安全经理汇报安全工作。Give daily safety work report to Safety Manager. 安全材料填报工作和保存有关安全资料。Fill in and report the safety forms and keep related safety files. 3.3.5.5项目工程师Project Engineer: 全面负责施工安全,主要职责如下:Project Engineer shall take the overall safe construction activities

56、 with the following responsibilities: 贯彻执行项目部制定的安全管理制度和安全技术规程,落实本队(班)安全设施和安全技术措施;组织本队(班)安全施工。To execute the safety control systems, rules and regulations established by the Project Department, and implement the safety facilities and safety measures of his team and organize the safety construction of

57、 his team. 有权拒绝违章指挥和制止本队(班)违章作业。 Reject any unsafe instructions and stop any unsafe works. 组织施工队(班)安全教育活动。Organize the safety education for his team. 参加项目安全大检查,组织施工队安全检查;施工班长参加施工队安全检查,组织班组作业前安全交底和安全检查。Join in the safety inspection; organize the safety inspection of the construction team. Constructio
