12、为逐步完善我项目部农民工工资支付与实名制管理,切实保障农民工合法权益,保证农民工工资足额支付到个人,进一步遏制因项目纠纷引发的群访事件的发生,结合我公司实际情况制订本方案细则。第二条 此方案细则适用于在本合同项目施工活动的各类施工合作队伍,各施工合作队伍必须遵照执行。第三条 细则所称农民工管理员是指受施工总承包企业委托,负责施工现场农民工管理的专门人员。第二章 管理机构农民工工资支付管理领导工作小组:组 长:薄文祥副组长:叶永建 刘剑锋 王明管理员:张冠一成 员:李业金 黄耀亮 刘世如 齐立社 李厚峰 叶东海 刘国成第一条 本项目部农民工工资支付与实名制管理工作进行组织推动,具体工作由各施工合

13、作队伍负责。第二条 本项目负责该项目所承包范围内所有在建项目的农民工管理工作。第三条 设立专门农民工管理机构,将农民工工资支付与实名制管理纳入管理范畴。项目部设立农民工管理员,管理员:张冠一,负责该项目的农民工的考勤等管理工作。第四条 劳务合作队伍设立农民工管理专门机构,在项目工地委派现场负责人、农民工管理员专门负责施工现场的农民工工资日常管理工作。第三章 具体实施保证方案一、严格执行国家劳动和社会保障部关于保障农民工工资支付的四项基本措施:1、是建立工资支付监控制度,全面监控和重点监控相结合,列为重点监控对象的,要定期向劳动保障部门报送工资支付情况;建立企业工资支付信息网络,完善监控手段。2

14、、是推行工资保证金制度,被重点监控的建筑施工企业和有过欠薪行为的企业,要缴纳一定数额的工资保证金,以保证农民工工资不因企业资金状况而被拖欠。3、是全面实施小时最低工资标准,防止一些企业以计件工资名义压低和克扣农民工工资。4、是推行企业劳动保障诚信制度,规范企业用工和工资支付行为。全面推进劳动合同制度实施行动计划,用人单位招用农民工都依法订立书面劳动合同,建立权利义务明确、规范的劳动关系。二、为了保证民工工资,我项目部做了多项保证措施。1、俗话说,一份辛劳一份收获,我项目部各有关部门积极采取措施,保证农民工工资及时发放、让农民工劳有所得,也促进了施工企业的发展。为了保证工人工资得到保障,我项目部

15、单独开设了农民工调查小组。专门调查解决农民工拖欠、纠纷等现象,一经发现项目或者合作队伍由此现象,将对其严厉处罚,做到“工程清工资清”,决不拖欠民工一分钱。2、本项目为民工设立了绿色通道及意见箱,民工有意见或事情可以直接到项目部找相关部门人员,并且为其大力解决难题。3、我项目部及早与民工签订了劳动合同,保证民工及时拿到自己的辛苦钱,也保证了建设的顺利进展。4、我项目部预设立民工工资专用账户,避免了由于工程中一些复杂问题而造成资金困难,使的工资迟迟发不下去。建立专用帐户正是能保障工程在危急时候能够保证民工工资。5、保证按月发放工资,每月5日准时发放民工工资。6、我项目部采取“举证责任倒置”办法,即

16、由用人队伍负责举证,项目拿不出工资发放证据就视为欠薪,解决了农民工讨薪时“举证难”的问题。在目前农民工讨薪难的大环境下,不失为一种方便农民工的行政举措。三、不拖欠农民工工资的承诺书公司项目在多年的市场经营中,始终坚持“保质守约、薄利重义”的企业宗旨。为认真贯彻落实各上级主管部门关于切实解决建设领域拖欠工程款的民工工资问题的要求,我公司承诺:若有幸中标,决不拖欠民工工资。具体措施为:1、与所有民工签订劳动合同。2、开设专门帐户,由项目财务派专人专管,保证工程款的专款专用。3、根据工程进度计划,制订出民工工资支付计划表。4、将民工工资的支付情况纳入项目经理部的各项考核指标中进行统一考核。特此承诺!

17、5、严格按上级主管部门规定,足额缴纳农民工工资保证金,如果发生农民工工资拖欠现象,无条件接受上级主管部门处罚。第四章 相关设备要求第一条 为提高管理效率,项目部在项目施工现场配备电脑微机、数码相机、固定窗式公告牌等设备。第二条 施工现场具备适当的、能够告知农民工工资发放程序、施工安全教育、施工技术交底等培训内容的场地或场所。第三条 施工现场要利用固定窗式公告牌告知和公示农民工考勤和工资的支付情况及举报电话。第五章 附 则第一条 项目部把农民工工资管理制度方案细则纳入监管范围,对不按本方案细则执行,拖欠农民工工资造成严重后果的队伍,给予限期或停工整改。第二条 各合作队伍要充分发挥各自管理作用,组
