26、各项工作的开展做到有计划、有实施、有检查。为了加大对工程的管理力度,项目部逐一与各个工区签定安全、文明施工责任状,加强每一个员工的文明施工创建意识,促使每个员工都承担起文明创建的责任。主要制度如下:( 1 )个人岗位责任制:根据文明施工建设需要,按专业、岗位、区域等分片包干,建立岗位责任制。(2)经济责任制:依据相关人员的文明施工需要列入到经济考核中,实行检查与考核。(3)检查制度:工地每月由组长或副组长牵头,综合办公室主办组织有关人员进行两次综合检查,按专业、工作职责全面检查并制定相应表格,填写检查结果,张榜公布。(4)奖罚制度:根据公司奖罚制度,制定相关奖罚细则,严格执行,奖罚兑现。(5)

44、中无重大伤亡事故,施工现场周围道路平整无积水;施工区域与非施工区域必须严格分隔,施工现场必须做好挂牌施工,管理人员佩卡上岗,工地现场施工材料设备必须堆放整齐合理,必须开展创建文明的思想政治工作。(4) 施工场地采取全封闭隔离措施,工地主要出入口设置交通指令标志和警示灯,保证车辆和行人的安全。(5) 实行施工现场平面管理制度,各类准备工程设施、施工便道、加工场、堆物场和生活设施均按审定的施工组织设计和总平面布置图实施;如因现场情况变化,必须调整平面布置,应画出总平面布置调整图报项目监理审批,未经批准,不得擅自更改总平面布置或搭建其他设施。(6) 工程材料、制品构件分门别类、有条理地堆放整齐;机具

45、设备定机定人保养,保持运行正常,机容整洁。(7) 施工中严格按照项目监理审定的施工组织设计实施各道工序,工人操作要求达到标准化、规范化、制度化,做到工完场清,场地上无淤泥积水,施工道路平整畅通,实现文明施工。(8) 设立专职的“环境保洁岗”,负责检查、清除出场车辆上的污泥,清扫受污染的马路,做好工地内、外的环境保洁工作。(9) 工地上配齐食堂、医务室、浴室、厕所和饮用水供应点等生活设施,并制定卫生制度,定期进行大扫除,保持生活设施整洁卫生和周围环境整洁卫生。(10) 项目部、施工队设文明施工负责人,每周召开一次关于文明施工的例会,定期与不定期检查文明施工措施落实情况,组织班组开展“创文明班组竞

46、赛”活动,经常征求建设单位和项目监理对文明施工的批评意见,及时采取整改措施,切实搞好文明施工。10.2 对现场场容管理方面的要求( 1 )成立文明施工管理领导小组,由项目经理任组长,项目副经理任副组长,现场各专业工长及后勤、保卫责任人均为成员。( 2)工地主要出入口要设置简朴规整的大门,门旁必须设立明显的标牌,标明工程名称,施工单位和工程负责人姓名等内容。(3)建立文明施工责任制,划分区域,明确管理负责人,实行挂牌制,做到现场清洁整齐。(4)现场施工临时水电要有专人管理,不得有长流水、常明灯。(5)施工现场的临时设施,包括生产、办公、生活用房、仓库、料场、临时上下水管道以及照明、动力线路,要严

47、格按施工组织设计确定的施工平面图布置、搭设或敷设整齐。6) 6) 搞好门前、宿舍、 工地卫生“三包”, 安排专人清洁场地。设“五牌二图”:1)工程概况牌;2)安全纪律牌;3)防火须知牌;4)安全无重大事故计时牌;5)安全生产文明施工牌;6)施工总平面图;7) 项目组织机构及主要管理人员名单图。( 7)工地各出入口设有保卫室,加强对人员的出入管理。进入现场施工的人员穿统一服装及佩戴公司统一制作的个人身份标卡。标卡上有个人照片、姓名、职务等。(8)工人操作地点和周围必须清洁整齐,做到活完脚下清,工完场地清,丢洒在施工道路上的弃料要及时清除。(9)要有严格的成品保护措施,严禁损坏污染成品,堵塞管道。

48、清理的垃圾渣土要及时集中外运,严禁随地抛掷。严禁随地大小便。( 10 )施工现场不准乱堆垃圾及余物,应在适当地点设置临时堆放点,并定期外运。清运渣土垃圾及流体物品,要采取遮盖防漏措施,运送途中不得遗撒。(11)实施封闭式管理,根据本工程性质,生活区采取适当的围护和遮挡措施,并保持外观整洁。(12)针对施工现场情况设置宣传标语和黑板报,并适时更换内容。(13)施工道路畅通,场地不积水,场地排水成系统,临时设施硬底化。10.3 对现场机械及生活区卫生管理方面的要求:( 1 )现场使用的机械设备,要按平面固定存放,遵守机械安全规程,经常保持机身等周围环境的清洁。机械的标记、编号明显,安全装置可靠。(
