3、rs have cme t Paris and are here tgether in ne place, at the sametime, with ne purpse.We have never faced such a test. A plitical mment like this may nt cme again.But neither have we encuntered such a great pprtunity at this time.Yu have the pwer t secure the well-being f this and succeeding generat

4、ins.I urge yu, distinguished leaders, t instruct yur ministers and negtiatrs t chse thepath f cmprmise and cnsensus and if necessary, fleibility. Bld climate actin is in thenatinal interest f every single cuntry represented at this cnference.The time fr brinksmanship is ver.Let us build a durable cl

5、imate regime with a clear rule f the rads that all cuntries can agreet fllw.Paris must mark a decisively turning pint.We need the wrld t knw that we are headed t a lw-emissins, climate-resilient future,and that there is n ging back.The natinal climate plans submitted by mre than 180 cuntries aver cl

6、se t100 percent f glbal emissins.This is a very gd start. But we need t g much faster, much farther if we are t limit theglbal temperature rise t belw 2 degrees Celsius.The science has made it plainly clear.Even a 2-degree Celsius rise will have serius cnsequences fr fd and water security,ecnmic sta

7、bility and internatinal peace and security.That is why we need a universal, meaningful and rbust agreement here in Paris.I see fur criteria fr success.First, the agreement must be durable.It must send a clear signal t markets that the lw-emissins transfrmatin f the glbalecnmy is inevitable, benefici

8、al and already under way.It must prvide a lng-term visin that anchrs the belw-2-degree-Celsius gal, and recgnizesthe imperative t strengthen resilience.The wrlds Small Island Develping States have even less rm t maneuvre, and aredesperately asking the wrld t keep temperature rise t 1.5 degrees.Secnd

9、, the agreement must be dynamic.It must be able t accmmdate changes in the glbal ecnmy, and nt have t becntinually renegtiated.Differentiatin can and shuld be applied in a varied manner acrss the many elements f theagreement, in a way that des nt undermine the integrity f the cllective effrt.The agr

10、eement must strike a balance between the leadership runtries andthe increasing respnsibility f develping cuntries, in line with their capabilities and respectivelevels f develpment.Ladies and Gentlemen,The third requirement fr success is an agreement that embdies slidarity with the pr andmst vulnera

11、ble.It must ensure sufficient and balanced adaptatin and mitigatin supprt fr develpingcuntries.Furth, the agreement must be credible.Current ambitin must be the flr, nt the ceiling, fr future effrts.Five-year cycles, beginning befre 2021年, areuntries shuld agree t mve tward quantified, ecnmy-wide em

12、issin reductintargets ver time, with the fleibility fr develping cuntries with a limited cuntries must keep their prmises t mbilize $100 billin dllars a year by 2021年.This same amunt shuld serve as the flr fr pst-2021年itments.A new agreement must als include a single transparent framewrk fr measurin
