44、s at一、项目承办单位概况一、项目单位基本情况风源合作场是小蒜沟镇良种猪繁育中心,位于米峪镇乡米峪镇村,该猪场始建于2010年 4月,建场以来,养猪场严格实行标准化生产、科学化喂养,规模化经营,市场化运作的方式,发展顺利。养猪场规模逐年扩大,种猪繁育数量逐年增加,商品猪出栏量逐年增多。目前,养猪场共有猪舍85间,其中产仔舍5间,仔培8间。有饲料加工车间2间,仓库2间,另外还有办公室、宿舍、伙房、客房 1间。猪场占地25亩,场区内有深水井1眼。据统计,从建场以来,养猪场共为当地及周边养猪户提供大白、杜洛克、皮特兰等优良种猪2800头,育肥出栏商品猪2200头,实现产值320万元,利润62万元。

45、目前存栏种母猪100头,种公猪10头,仔猪400头。二、可行性研究报告编制依据1、2009年张家口市市级环境保护专项资金项目申报通知。2、国家计委、建设部2007年颁布的建设项目方法与参数(第三版)及国家计委颁布的投资项目可行性研究指南。3、建设单位提供的其它有关资料。三、项目法人情况企业代表:李坚强,男,30岁,大专学历,从事管理工作多的,有较强的领导能力,可以做为该项目的负责人。该公司现在企业有从业人员15名,其中大专以上学历3名,有5人为专业技术人员,其中有2人为畜牧技术人员。四、建议建议上级有关部门批准实施,并给予环境保护专项资金的支持。项目建设单位尽快搞好工程设计方案和工程及设备招投

46、标方案,尽快完成各项施工准备工作。第二章、项目建设的必要性和可行性一、项目背景情况随着我国畜牧业的迅速发展,规模化养殖场畜禽粪便数量迅速增加。据调查,2000年全国畜禽粪便产生量达19亿吨,是当年全国工业废弃物产出量的2.4倍,到2001年,畜禽粪便全国产出量为21.44亿吨,畜禽污水产出量为124.42亿吨,不经过处理排放量达97.7。一些地区养殖总量已经超过当地负荷警戒值,已对大气、土壤、地下水和地表水全方位污染。且直接施用新鲜粪便,必将产生作物伤根、病害、草害等负面影响。就我场而言,按设计饲养量估算,每天产生猪粪14.5吨左右,如果按过去那种自然堆沤发酵处理,存在如下几方面弊端:一是堆沤

47、时间长(46个月),效果差;二是长期堆置既占场地,又对周围环境造成污染;三是自然堆沤发酵粪便呈烂湿状、具恶臭,难以运输,也很难直接施用。因此,实施“养殖场粪污处理项目”就更显得重要和必要。二、项目实施对养猪业发展的意义与作用该项目的实施不但是改善养猪场的环境卫生,促进生猪健康生长的需要,也是现代化生猪生产发展到一定程度的大势所趋和必然选择。不失时机地实施好这一项目,对于发展无公害、绿色、有机农产品,发展新型能源,发展养猪副业具有十分重要的作用和意义。三、项目实施的可行性通过市场调查和综合分析,项目合理性、可行性程度较高,是一个潜力大、风险小的好项目。一是养猪已具规模。在我场周边村庄的规模养猪场

48、粪便也没有合理处理,实施好这一项目可为周边村庄乃至全县规模养猪场提供粪便处理技术和场所。二是投资少。据测算,项目投资约为125.71万元。主要是沼气池建设。三是效益明显。该项目建成后,五年可收回投资。而且社会效益明显,是发展循环经济,惠及社会、惠及农民的永久型、环保型、节能型、科技型项目。四是技术力量雄厚。近几年沼气池项目在我县的实施,为我县积累了大量的技术经验和优势。而且国内也有有机肥生产的成熟技术可以引进和利用。五是符合国家产业政策。本项目的建设非常符合国家产业政策,特别是国家提出的节能减排政策和提倡恢复、发展生猪生产政策。也符合本县畜牧产业化发展规划。四、市场预测目前发达国家有机农业已达

49、到30以上,而我国还处于起步阶段。我国有18多亿亩耕地,通过国家农业政策扶持和对农村产品结构的调查,近几年内将会有5以上(0.9亿亩以上)的有机农业出现。按每亩施用200公斤有机肥估算,全国需0.18亿吨商品有机肥。而当前我国商品性有机肥产量仅在100万吨左右,仅为市场需求量的5.5。第三章、项目建设内容、规模及工艺流程该项目建设内容主要是沼气池。沼气池建设:建设大型沼气池一处,铺设输气管道10000米,购置附属配套设施,沼气池长50米,宽40米,约为2000立方米,所产生的沼气全部供给公司内部使用,不仅消除环境污染,而且为企业节省开支。投资明细表项 目数 量(个/万元)金 额(万元)化粪池1

51、章 建设条件一、项目区概况1、地理位置及区域范围尚义县位于张家口市东北部。东经115°648-115°580,北纬40°410-40°3521,总面积1801.08平方公里,海拔在394-1979之间。境内南北群山起伏。地貌类型分为盆地、丘陵、山区,情况比较复杂,山区面积占49.9%,丘陵区面积占15.8%,河川区面积占34.3%,最高海拔1997米,最低海拔394米。县境内植被类型较多,受地形、气候、土壤、海拔、人为等因素的影响,靠近村庄多属草木植被,稍远处为灌丛植被,深远山区为森林植被,森林覆盖率30.59%。2、自然资源状况(1)工程地质项目所在地

52、所处的位置为坝上高原地区,地质断裂活动强烈而频繁,地震烈度为7度。(2)气象条件河北省尚义县属温带半干旱大陆性季风气候。四季分明,冬长夏短。冬季受内蒙古高压的影响,盛行偏北风,气候寒冷干燥。夏季受太平洋副热带高压影响,盛行偏南风,天气温暖多雨。春秋两季是两种气团的转换季节,风向多变,天气变化无常,气温变化剧烈,春季气温回升快,且干燥少雨,秋季气温下降迅速,天气晴朗,秋高气爽,气候宜人。尚义县年平均气温8.9,极端最高气温42.2,极端最低气温-23.3,年平均日照时数3010.4h,全年盛行西北风和西风,年最大冻土深度0.99m,年平均降雨量为431mm。(3)土壤条件项目所在地位于尚义县,该

53、区土质为褐土和风沙土并含少量沙砾,符合葡萄、玉米、谷子等农作物种植的要求,土壤中平均有机质含量为1.22%,最高达5.68%,全氮平均为0.13%,属中级。速效磷含量平均为4.1ppm,平均为5级。钾元素含量较高含量为41.9至214.8ppm,钙含量在1至4级之间,并富含锰、锌等多种微量元素,土壤ph值平均为7.8属于碱性土壤。(4)水文地质尚义县地下水的补给主要有两种方式,一是大气降水直接入渗,二是高山水蒸气直接在岩石中凝结,补给基岩后的裂隙水,除少量蒸发外,大部分补给山间、河谷地带含水层,变为潜水或承压水。项目所在地所处的水文地质为黄土层,地下水埋深为50-100米,单井拥水量为80吨/

54、 h。该地下水清洁,水量稳定,色度为14度,无其它异色,浑浊度小于5度,无异味、臭味,ph值为7,总硬度200毫克/升,铁、锰、铜、锌均在0.1毫克/升,无挥发酚类,该地的水质条件符合饮用水水质要求。3、社会经济状况尚义县面积1801平方公里,总人口21.8万人,其中:农业人口16.8万人,占总人口的84.3%,总耕地3.5公顷。尚义县近几年经济发展较快,2007年完成国内生产总值22亿元,其中,农业增加值3.1亿元,工业增加值8.9亿元,第三产业增加值10亿元,财政收入达1.74亿元。城镇居民可支配收入5604元,农民人均纯收入2580元,人民群众生活水平逐年提高。4、项目地点选择该基地高于

55、居民区,且在其下风头,地势呈北高南低,坡度为0.5%左右,地势比较平坦干燥,向阳背风,沙性土壤,周围无工业企业,无环境污染。该地土质结构较好,地耐力为16吨/平方米。二、项目实施的有利条件1、供电条件尚义县现有110kva变电站一座,供电线路从该基地穿过,项目建成投产后供电有保障。尚义县电信局已上程控电话并和全国联网,通讯条件较好。2、供水条件该公司所在地地下水资源丰富,水质条件较好,能满足基地用水需求。3、交通条件项目区周边公路四通八达,交通运输方便,能源、原材料供应条件良好。三、主要障碍因素及解决方案鉴于项目建设单位自身筹资能力的限制,要完成该项目建设只能采用申请上级专项资金、自筹两者并举

56、的办法。第五章、项目投资资金来源一、项目投资估算的依据(1)新增固定资产投资(1.1)土建工程主要依据河北省建委颁布的1999土建工程预算定额,结合当地实际情况,并考虑各种因素而进行估算的。(1.2)设备该项目基本相配套的公用工程设备有供电、供水、供暖、化验设备,均以生产厂家报价并据实计取运杂费,全部为到厂价,同时考虑了各种不确定因素而进行估算的。(1.3)设备安装费主要依据设备安装公司实际报价,并考虑各种因素而进行估算的。(1.4)其它费用(1.4.1)土地使用费: 该项目用地为企业自有土地。(1.4.2)建设单位管理费:按工程费用的1.2%提取。(1.4.3)工程监理费:按工程费用 的1.

57、5%提取。(1.4.4)工程设计费:按工程费用的3.5%提取。(1.4.5)工程勘察费:按实际发生额。(1.4.6)预算编制费:按设计费的10%提取。(1.4.7)竣工图纸编制费:按设计费的8%提取。(1.4.8)项目前期工作费:按财政资金的2%提取。(1.4.9)招投标机构代理费:按工程费用的0.15%提取。(1.4.10)质量监督费:按工程费用的0.15%提取。(1.4.11)环评费:按环保部门的规定。(1.4.12)预备费:基本预备费按国家有关部门的规定而测算的;涨价预备费为0。(2)新增流动资金投资按照国家计划委员会、建设部一九九三年颁布的建设项目经济评价方法与参数(第二版)中规定的详

58、细估算法进行估算的。3、投资估算(1)、新增固定资产投资总额总项目预计投资125.71万元,全部为沼气池的建设。全部为新增固定资产。二、资金筹措本项目建设投资125.71万元。其中项目单位自筹资金87.71万元,申请上级专项资金38万元。三、资金使用计划按照项目工程进度、陆续投入资金,直至建成投入营运。该项目投资计划与资金筹措,详见表。第产章、生态环境影响分析一、生态选址养殖场选择了偏远地区、土地充裕、地势高而干燥、背风、向阳、水源充足、水质良好、排水顺畅、污染治理和综合利用方便的地方建场。养殖场需要以养殖规模的大小和饲养方式来确定,充分考虑周围环境对粪污的容纳能力,把养殖污染物资源化、无害化

59、,形成与当地种植业相结合的生态种养模式。二、改进生产理念改变过去传统单一养猪经营模式,运用“猪沼”等生态养殖和商品有机肥生产等成熟技术,综合利用废弃物,达到增收减污的目的。在形成“猪沼”生态种养结合养殖模式的基础上,延长生态产业链,应用循环经济技术,因地制宜地开发利用废弃物资源。三、总结建设单位在认真落实各项措施建议的前提下,从环保角度分析,该项目可行。第七章、经济效益分析项目建成后,该项目年可实现收入60万元,利润25万元,投资回收期约5年。第八章、社会效益一、社会影响效果分析该建设项目建设所用的大部分建筑材料将由本地区供应,这将给建筑业带来发展机遇。土地开发完成后的地面建筑物的建设也将主要
