1、基础设施管理程序Planni ng procedure for Plant i nfrastructure and equi pment1.0 目的 Purpose本程序规定了公司在制造 /生产过程中对现有操作和过程效果的评价方法,使工厂的布局最大 限度地减少材料的交转和搬运,便于材料的同步流动以及最大限度地使场地空间得到增值使 用,以达到持续改进和不断提高制造过程能力之目的。This procedure stipulates evaluating method for operation and process effect in production /manufacture proces
2、ses to reduce the conveying of material to the utmost extent and make the most use of space to improve and enhance manufacture and process capacity continuously2.0 范围 Scope本程序适用于新产品 /过程或修改过的产品 /过程或环境发生变更的原有产品 /过程。This procedure can be applied to new products /processes or products /processes that ha

5、6.2 APQP 小组负责关于设施、设备和过程策划有效性调查及评估之相关资料的评审。APQP team are responsible to review relevant data of investigation and evaluation of validity of establishments and equipment and process planning6.3 高阶管理层负责设施、设备和过程策划有效性调查和评估之相关资料的核准。Administrators are responsible to approve investigation and evaluation of
6、validity of establishments and equipment and process planning7.0 培训和资格 Training and qualification工艺部各相关部负责设施、设备和过程策划人员应经过本程序的培训。Me dept and personnel in relevant depts. that are responsible for establishments and equipment and process planning should be trained this procedure.8.0 程序内容 Procedure Cont
7、ent8.1 工厂和基础设施与设备的需求提出It brings forward needs of plant and infrastructure and equipment 为确保公司产品质量符合顾客和公司既定要求,公司必须根据产品质量目标、功能、性能、 可用性、成本、安全性、保密性和更新等方面的实际情况来确定并提供其所需的基础设施和 设备(包括:产品生产所需的建筑物、工作现场、过程设备等)和支持性服务(如:水/电/气供应、运输、通讯或信息系统等) 。当公司有新的基础设施和设备增加时,由需求部门提 出,经公司高阶管理层审查、核准。To ensure that products conform
8、 to requirements of customers and our company, company should provide infrastructure and equipment we need in accordance withproduct qualitygoal ,function .performance ,usability ,cost ,security ,secrecy and actual condition of updating (including construction we need to produce ,working place ,proc
9、ess equipment , etc )and supportive service (such as water/electricity/gas ,transportation or communication ,etc) Depts. that need new infrastructure and equipment bring forward needs andit s checked and approved byadministrators8.2 项目确定Items identification8.2.1公司高阶管理层召集 APQP 小组、生产部门和相关部门按设备管理作业指导书
10、、工装管理作业指导书之规定对其进行策划 /规划、调查和评估(调查和评估应考虑基础 设施而引起的环境问题,如:环境的保护、污染,自然资源的浪费和再循环等) 。Administrators summon APQP team ,production dept and relevant depts. to plan , investigate and evaluate it in accordance with stipulation in,(consider environment problems that are caused by infrastructure during investiga
11、tion and evaluation, such as environment protection ,pollution ,waste of nature resource and recycle etc).8.2.2公司高阶管理层和 APQP 小组及相关部门在对现有的和新增加的基础设施进行策划/规划、调查和评估时必须考虑基础设施、设备和过程的布置与流程,对工厂的布局应最大限度地 减少材料的交转和搬运,便于材料的同步流动以及最大限度地使场地空间得到增值使用。 When Administrators and APQP team and relevant depts. plan , inves

13、inuously8.2.3工艺部和相关部门在进行工厂和基础设施与设备策划的管理及有效性的调查和评估工作时, 应会同 APQP 小组与产品质量先期策划程序中的质量先期策划过程相结合来进行该工 作,然后将工厂、基础设施和设备策划的管理及有效性调查和评估之相关资料呈报APQP 小组评审、公司高阶管理层核准。When Me dept and relevant depts. carry out investigation and evaluation of validity and Management of planning of plant ,infrastructure and equipment
14、 ,they should do it with APQP team in accordance with quality planning process in planning procedure for product quality in advance and submit relevant data of investigation and evaluation of validity and Management of planning of plant ,infrastructure and equipment to APQP team for reviewing and th
15、en toadministrators for approval8.3 调查和评估 Investigation and evaluation 8.3.1工厂和基础设施与设备策划的管理及有效性的调查和评估工作由工艺部负责主导,各相关部 门配合,实施频度为每年一次,但是在工厂和基础设施与设备策划的管理作业方法有变更, 且估计工厂和基础设施与设备策划的管理及有效性的评价与原来的评价有较大差异时,则 需临时对其进行工厂和基础设施与设备策划的管理及有效性的调查与评估工作。Me dept are responsible to lead the investigation and evaluation of
16、 validity and Management of planning of plant ,infrastructure and equipment and relevant depts. cooperate with them .the enforcing frequency is once a year but whenoperating methodfor management of planning of establishments and equipment plant changes and evaluation of validity and management of pl
17、anning of establishments and equipment plant has big difference with original evaluation then we should investigate and evaluate ofvalidity and management of planning of establishments and equipment temporarily8.4 调查和评估结果判定及措施The determinating and measuring of investigating and evaluating results8.4
18、.1 工作总计划Overall working plan 每年销售预测做完后,由工艺部根据当年的销售预测和当年实际的生产状况做出全年度之工 作总计划,并将其记录于 “工作总计划 ”表中,来了解生产操作人员及机器设备能力是否足够 和恰当,以便及早提出相应对策 /措施,并将此工作总计划呈报公司高阶管理层审查、核准; 本工作总计划为动态文件,当每月预估的生产能力与实际的生产计划不一致或有冲突和矛 盾时,计划部应随时对其进行修订和更新,以了解和掌握最新的生产安排状况。ME dept make annual overall working plan in accordance with sale pre
19、diction and actual production condition of that year after annual sale prediction are made and record it in form of overall working plan to understand whether operators and machine capacity are enough and proper to bring forward countermeasures /measures as soon as possible and submit the overall wo
20、rking plan to administrators for checking and approval .This overall working plan is docthat can be changed when predicted production capacity is un-conforming to actual production plan ,planning dept should revise and update it at any moment to understand and master production arrangement condition8.4.2 适当的工作自动化评价:Evaluation for proper automation 每年由生产车间会同工艺部针对生产工艺过程中重复性高及可实现自动化作业之处,探讨
