5、对薄弱 Significant amount of trade in illegal timber 大量非法的木材交易,Issue : Feb 2007,What is COC and Why COC? 什么是COC，为何需要COC？,FSC/COC认证即产销监管链认证，是FSC认证的重要一种，是对木材贸易与加工企业从原材料采购、仓储、生产到销售等环节进行链状监管与确认，以确保木材来自于一个已经认证过的森林，也即来自一个优质管理及可持续开发的森林。 木制品工业证书意味着独立的第三方为了保证森林产品是来自于一个已经认证的森林，并从认证的森林企业到最后点的最终产品销售确认完成产销监管链。当完成上述

6、步骤后，用森林管理评价委员会（FSC）商标标记并可出售。 随着公众环保意识的增强，FSC认证对于企业经营活动的影响越来越大。一些国际知名的跨国公司为了迎合消费者的环保消费心态，树立公司的绿色形象，都已声明要购买和销售认证产品。所以，取得FSC认证，也意味着贵司的产品取得了进军国际市场的“通行证”，可以享受欧盟的关税优惠，并可能被纳入发达国家的政府采购范围。,Issue : Feb 2007,FSC PrinciplesFSC 森林管理评估委员会森林认证原则,原则1：遵守法律及FSC的原则森林经营应尊重所在国家的法律及其国家签署的国际公约和协议，并遵守FSC的所有原则和标准。 原则2：所有权、使

9、世界对林产品的需求，同时它对天然林形成一种补充，减轻对天然林的压力，并促进天然林的恢复和保护。,Issue : Feb 2007,How to certify COC?如何认证COC？,COC认证的主要方面是以确保由产品逆向追踪到森林这一机制上。森林认证过程和标准类似于其它工业部门的质量管理系统。有关COC公司的认证过程依据不同的特别任务采取不同的形式，但是一般包括以下几个步骤： 步骤1，决定申请：根据FSC要求，木材加工和贸易公司决定获得它的业务认证并选择信任证来实现认证。依据该公司的信息，认证方可以判断成功的期望值。 步骤2, 签订合同：按照确定的第一判断，要求认证方和被认证方签订合同。签

10、订期限为5年的合同。这是证书的有效时间。 步骤3，评估：在公司所有者的安排下进行评估。评估的主要内容是：（1） 产品鉴定（2） 产品分离（认证的和非认证的原料）（3） 文本组成（包括笔记）（4） 培训和个人信息（5） FSC标识的正确使用确定公司的评估要点并且要遵守的措施需要讨论和报道。,Issue : Feb 2007,步骤4，认证报告：在评估的基础上，认证人员形成一份报告，主要包括推荐的证书或为克服不足需要努力改进的活动。报告将直接到认证决策委员会以便作最后的评估。 步骤5，证书和注册：如果所有步骤都是肯定的结果，将授予该公司认证证书。假如有必要也可附上一些条件，直到这些条件在规定时间得到
